This article examines the broader societal implications of blockchain technology and crypto-assets, emphasizing their role in the evolution of humanity as a "superorganism" with decentralized, self-regulating systems. Drawing on a process philosophy approach grounded in Stiegler's "general organology" and further informed by related concepts such as Nate Hagens' "superorganism" idea and Francis Heylighen's "global brain" theory, the paper contextualizes blockchain technology within the ongoing evolution of governance systems and global systems such as the financial system. Blockchain's decentralized nature, in conjunction with advancements like artificial intelligence and decentralized autonomous organizations (DAOs), could transform traditional financial, economic, and governance structures by enabling the emergence of collective distributed decision-making and global coordination. In parallel, the article aligns blockchain's impact with developmental theories such as Spiral Dynamics. This framework is used to illustrate heuristically blockchain's potential to foster societal growth beyond hierarchical models, promoting a shift from centralized authority to collaborative and self-governed communities. The analysis, grounded in sense-making through a philosophical and biomimetical approach, and aims at providing a holistic narrative and view of blockchain as more than an economic tool, positioning it as a transductive technological seed for the evolution of society into a mature, interconnected global planetary organism.
The article presents the experience of coordinated work of public organizations, state authorities and local self-governments on strengthening harmonized interethnic interaction in the region with a multi-ethnic population. It is noted that the intercultural communication in the Jewish Autonomous Region is presented in the context of preserving national security. Making favourable intercultural interactions is based, first of all, on personal changes when matching another ethnic culture is achieved. The practical significance of the research is caused by the growing interest in studying social and ethnocultural aspects of migrants’ adaptation for the activities of educational institutions, national-cultural autonomies and various state civil social institutions to introduce necessary adjustments, in particular, in the behavioural stereotypes of migrants. That is what seems to be a vital purpose. The importance of involving professionals from state authorities, holding regular ethnocultural events to maintain a harmonized image of the region within the inter-ethnic communication is focused. At present, interethnic and intercultural processes developing within the modernization of the public sphere and significant decentralization of the state mechanism are marked by significant regional characteristics. In particular, regional authorities are the main participants of ethnocultural policy. All this determines the relevance of studying theoretical and practical problems of harmonization of interethnic relations both at the macro-sociological level and at the level of regional multi-ethnic communities.
It is proposed to justify the applicability of indicators of state confidence in civil society, that is, the state’s faith in the loyalty of society to it and in the ability to maintain its own legitimacy. The first indicator is the legalization of cryptocurrency, the second is the creation of a state cryptocurrency. There is a direct connection between the degree of legalization of cryptocurrency and the level of state confidence in the loyalty of society to it. The creation of state national cryptocurrency is a signal of a drop in state confidence in its own legitimacy.
A construction of strong political nation and state is the multivectorial and complex task of modern power of all levels and forms, where moderate application of acquisition of modern civilization has be a main rule taking into account domestic public realities. Particular importance in recent years become the processes of information and development of information society, which contribute so much to the vast majority of important human areas that do not require proof of impact and the socio-political life, which can serve as an example: electronic form functioning of the state and its interaction with civil society with the latest communication media (e-government), in fact, electronic development of civil society (e-democracy). Also worth noting is that this influence increasingly gaining new, more powerful turns, eliminating «the market» form of mass communication that has gained some archaic features (analogue radio and television, written press, analog telephone). In such circumstances, there is also a transition to a postindustrial economy (or economic information society), where the main of production is the professionalism and creativity of man. Social and political life under such conditions requires an individual to maximize expertise and thus one becomes autonomous and highly organized, able to bring a modern civil society to a new level, significantly increase the effectiveness of public control over the institutions of public power for its high quality education and modern means of mass communication that increasingly integrating the international community into a single information space, making it impossible, or very shaky possibility that state censorship as perhaps the most important means of conquering people undemocratic regime. With the information and the role of specific people, its autonomy, self-organization, should establish criteria for the classification of forms of government in the degree of subsidiary, local government or decentralized government. This approach agree on the form of the state, including its polity, societal essence of the modern civilized state focused on man. According to this criterion the classic division of the state structure should be aligned with those of the above nature of the modern state, shift the focus from consideration of the government towards the public in general, to determine the proper seat of power of the community and the state as a secondary. Given this, it is proposed to consider the criterion of verification forms of government is not the degree of centralization of state power, and the degree of subsidiary bodies of the local community. According to that, the main types of territorial organization of subsidiary bodies may be subsidiary, delegated, competing and mixed.
<p>Successful cultural politics in Russia may be carried out on the basis of its management decentralization principle. Regional and municipal culture development is not possible without common national cultural aims and priorities. The state should play an essential role, however<br />regional cultures should be given self-development possibilities. Culture management decentralization should not get reduced to the financing issues. Decentralization priority aim should be improvement in efficiency of both cultural organizations and governmental authorities of the<br />federal and local levels.</p>
