Issues and Tasks of the Local Education Finance Grant System in Response to Local Government Restructuring

This study aims to analyze the major issues and tasks surrounding the reform of the Local Education Finance Grant(LEFG) system in response to changes in the educational environment, including the restructuring of local government systems. To this end, the study examines the current state of revenues and expenditures in local education finance, and reviews the impacts and issues that administrative integration poses for local education finance. The findings reveal that the current LEFG system is highly vulnerable to tax revenue volatility, thereby limiting the stable operation of education finance. Furthermore, a reduction in local education finance is anticipated due to the strengthening of fiscal decentralization. The major issues identified in the reform debate include: the transition to a grant calculation method that reflects the declining number of students; the removal of fiscal barriers; the compensation for grant revenue losses; and legislative gaps in statutory transfer provisions. In response to these issues, first, mechanisms to ensure the stability of education finance operations must be established. Second, given the inevitability of resource sharing with higher education, rational approaches to resource management warrant serious consideration, including the conversion to an integrated education grant, the transformation of statutory transfers into discretionary transfers, and the establishment of a local government-centered governance framework for higher education finance. Third, fiscal neutrality in education finance must be preserved in the course of advancing fiscal decentralization, and appropriate measures must be taken to prevent inequities between integrated special metropolitan cities and other city and provincial offices of education. This is because the essence of LEFG reform lies not in reducing financial resources, but in ensuring stable support for educational activities and preparing for the future of education.

A Study On The Institutional Structure And Public Law Challenges Of The Autonomous Police System: Focusing On The Jeju Special Self-Governing Provincial Autonomous Police Agency

The Jeju Autonomous Police Agency represents the only institutionalized model of an independent local police system in South Korea, equipped with its own organizational structure, personnel, and legally defined functions. As such, it has served as an experimental institutional mechanism for exploring the feasibility of a decentralized policing system. However, since its establishment, a range of structural limitations have continuously emerged, particularly with regard to the legal basis of autonomous police functions, command and supervision mechanisms, fiscal arrangements, and the allocation of investigative authority. These limitations have significantly deepened the gap between formal autonomy and substantive autonomy in local policing. Most notably, inconsistencies between the regulatory frameworks of the Police Actand the Jeju Special Acthave resulted in the recurrent reproduction of overlapping functions, dualized command structures, and ambiguity in fiscal responsibility. First, the current systemโ€”under which autonomous police functions are effectively adjusted through intergovernmental agreementsโ€”raises serious concerns regarding the principle of statutory reservation and legal predictability in the exercise of police power, thereby calling into question the adequacy of fundamental rights protection. Second, the dual control structure, whereby the governor appoints the head of the agency while supervisory authority rests with the Autonomous Police Committee, undermines both organizational independence and the effectiveness of democratic accountability. Third, the fiscal structure, which relies predominantly on local funding, constrains capacity building in areas such as equipment modernization, information systems, and responses to region-specific security demands, while failing to adequately reflect the national public interest inherent in Jejuโ€™s tourism-, maritime-, and environment-based policing needs. Fourth, the absence of general investigative authority limits the autonomous policeโ€™s ability to independently develop integrated systems for crime intelligence, analysis, and response, thereby impeding the establishment of a responsibility-based local policing regime. Against this backdrop, this study normatively examines the public law limitations of the Jeju Autonomous Police Agency and derives legal criteria for institutional reform along five core dimensions: the substantive realization of the principle of statutory reservation, unification of command and supervision structures, establishment of a shared nationalโ€“local fiscal responsibility framework, phased and function-specific transfer of investigative authority, and systematic integration of the legal framework. In particular, the study emphasizes the necessity of redesigning the functional, command, fiscal, and investigative structures of autonomous policing in an integrated manner. Given that the Jeju model serves as an experimental institution under the special autonomous province system, its legal reform holds significance not merely as a regional issue but as a normative reference point for nationwide discussions on decentralized policing. Future research should further develop concrete criteria and evaluative frameworks for phased investigative authority transfer through comparative analysis between the Jeju model and foreign local policing systems. By normatively examining the constitutional foundations and public law structure of autonomous policing, this study aims to contribute to the substantive realization of local self-government and the development of a participatory, community-based policing system. In this regard, an in-depth examination of the Jeju model provides an essential foundation for envisioning the future direction of local policing policy in South Korea.

An Analysis of the Relationship between Online Social Capital and Social Media Experiences

In the Web 3.0 era, online communities such as the DAO, a decentralized autonomous organization, and the Metaverse are expected to become more important. To propose a good community design from the perspective of social capital for the Web 3.0 era, we surveyed 1019 Japanese social media users to investigate the relationship between social media experience and the accumulation and imbalance of social capital. Results suggested that the accumulation and imbalance of social capital directly induced experiences of Curiosity, Challenge, and Flow. Considering the total effect, those with a bridging-biased social capital imbalance were found to be strongly induced to experience Curiosity. In contrast, those with a bonding-biased social capital imbalance were strongly induced to experience Flow and Challenge. The behavioral principles of the latter type of people are likely to be influenced by environments that amplify biased opinions, such as filter bubbles and echo chambers. For people with bonding-biased social capital to appropriately utilize online communities, online community operators should provide a mechanism for noticing information bias.

The autonomous police system is based on the premise that the quality of life of the residents can be improved by the police system for the residents, by the residents, and for the residents. Fundamental questions have been raised as to whether Korea's autonomous police system is being operated for the residents, but on the other hand, the current autonomous police system has been implemented after discussion and review of the autonomous police system for a considerable period of time. The autonomous police system is a system that pursues values contrary to the national police system, placing importance on democracy and procedurality rather than efficiency. The autonomous police system is an essential element in the decision-making process of residents aiming for grassroots democracy, and Korea's autonomous police system does not utilize the purpose of the autonomous police system in that it is implemented by determining the model and operation method centrally. In order to operate the autonomous police system, a blueprint to transfer much of the police power to local governments should have been presented, but due to the inefficiency of decentralized systems, confrontation between the two Koreas, and familiarity with the implementation of the national police system, a centralized national police system was maintained, and a formal police organization with limited responsibilities and authority was established in local governments and only some police duties closely related to residents' lives was carried out as an office manager. Despite various problems, the autonomous police system has become an irreversible trend of the times, and although it is insufficient, discussions continue as it contributes to improving the quality of life of residents by improving the problems. The Yoon Suk Yeol government, which was launched in May 2022, launched the โ€œPolice System Development Committeeโ€ under the Prime Minister in September of the same year and said that it would pilot the dual autonomous police system in Jeju, Sejong, Gangwon and Jeonbuk, but discussions were underway until February 2023 and have been suspended. Given that time is needed to overhaul legislation, implement new models, and improve complementary points, it is not easy to keep its pledge to fully implement the dual autonomous police system by 2026. There are both negative criticisms of the autonomous police system, which has been implemented from 2021 to 2024, as well as positive evaluations of the process of developing the autonomous police system as a transitional period. It is difficult to say that the โ€œdouble-levelโ€ model, in which autonomous police organizations are operated separately from national police, immediately carries out practical autonomous police administration, but it can take on the shape of an autonomous police rather than a unified model. A form of incorporating the national police system centered on the autonomous police system was considered a hard landing plan, and a form of incorporating the autonomous police system centered on the national police system was suggested as a soft landing plan. As a hard landing plan, the full transfer of national police authority to local governments and the introduction of an election system for the chairman of the municipal and provincial autonomous police committees or police officers were proposed. As a soft landing plan, a bill should be enacted or revised to allow the dualization model to operate more efficiently, which should include organizational and operational aspects. The main contents will require the transfer of organization, manpower, and budget to local governments, and accordingly, organizations that can perform autonomous police affairs, such as the autonomous police committee and the autonomous police headquarters, should be reorganized.

Evaluation of the Moon Jae-in Government's Decentralization Policy and Future Tasks

The purpose of this study was to evaluate the Moon Jae-in government's policy for autonomy and decentralization and to suggest future tasks. The evaluation of the autonomy and decentralization policy will be from the inauguration of the Moon Jae-in government until the end of December 2021. The 6 strategic 33 tasks (133 unit tasks) in the ใ€ŽComprehensive Plan for Autonomy and Decentralizationใ€ were targeted, and the evaluation method was mainly conducted by the Presidential Committee on Autonomy and Decentralization, which is the secondary data, using the "check and evaluation results of the implementation of the autonomous decentralization implementation plan" for three years (2020-2021). Based on the implications of the results of the Moon Jae-in administrationโ€™s policy evaluation on autonomy and decentralization, as the tasks for autonomous and decentralization to be pursued in the future, decentralization-type constitutional amendment, reconstruction and strengthening of the decentralization promotion system, self-governing administration, organization, and legislative power strengthening, self-governing financial power reinforcement, special local administration reorganization of institutions, strengthening of authority and responsibility of local councils, vitalization of resident participation, and improvement of local elections and education autonomy system. were suggested.

Blockchain-Centered Educational Program Embodies and Advances 2030 Sustainable Development Goals

Education is the foundation of basic human rights and the peace of mankind as well as the pursuit of sustainable development. In this article, we have developed a blockchain-centered educational program contributing to Goal 4, Quality Education, among the Sustainable Development Goals (SDGs) and Education for SD (ESD). The education program featured herein consisted of three lessons in total and has been developed to accommodate gamification techniques. We implemented the education program on 704 elementary school students in Korea for three years from 2019 to 2021. The effectiveness of the education program was primarily analyzed by paired t-test and technical statistics analysis. In a pre-and post-education survey, digital literary, literacy, and numeracy were all significantly improved, with satisfaction level rated at 3.91 out of 5 points. We hope that the blockchain-themed education program proposed herein will provide implications for the promotion of inclusive and equitable quality education.

The purpose of this study is to explore, from Social Security Reform in 1945 to present, the evolutions social welfare policies in France and their characteristics. The aspect with which this study is concerned is that of change of state role and the responses to new social risks. The following points were found through this study. First, as time passes, the state role has increased on the side of administration and funding of social welfare in France. Especially, ons of the philosophy of social security reform in 1945 was, based on social democracy, autonomous management by insured persons in social insurance. For it, members of social insurance fund committee are composed by the direct election on which insured persons have participated. However, from the mid-1990s, the method of its composition han changed definitely into designation by the representative organization of the employer and the worker. In addition, the state has increased son power in social insurance funding by the creation of purposive tax as CSG and CRDS and the parliament`s control on the fiscal balance of social security. Second, to the difference of social insurance, the decentralization was dominant in the domain of social assistance and social service (in french action sociale). This phenomenon has began to appear during the socialist government in the first half of 1980. Third and finally, this study has found the implementation of the new policies concerned with the responses to new social risks, especially poverty and social exclusion. In 2000, the CMU has been introduced to protect persons who were excluded from the coverage of health insurance. the rSa, in 2009, has the purpose of overcoming the poverty and social exclusion problem by introducing the concept ``workfare`` which is dominant in contemporary welfare states. Considering that Korea`s welfare state is faced with dual challenges, namely coping not only the traditional social risks but also the new social risks, this case research gives us many lessons.

This study has attempted to comparatively analyze autonomous police system bills and determine a logical plan of action from the perspective of a large local organization. Although Korea became decentralize via local elections in 1995, an autonomous police system has not yet been introduced. The Lee Myung-bak administration has shown a willingness to introduce an autonomous police system through a partial revision of the Autonomous Police Act (draft). To ensure the success of an autonomous police system, the promotion of the following is needed: First, it is necessary to introduce an autonomous police system to large local governments that takes into consideration financial aspects. If the integration of administrative districts is coordinated, the introduction of a municipal/district/county autonomous police system would also be recommended. In terms of the type of organization, an autonomous police system should be under a municipal or provincial governorโ€™s direct control. Second, a close relationship with related organizations should be maintained in terms of supply of manpower. Besides the expansion of this kind of force, it is important to build an intimate and cooperative relationship with the local society. Third, it is necessary to builde expertise and specializationin addition to security services. To fulfill the duties of special judicial police, support from government employees and experts is essential. Therefore, it is necessary to establish a support department such as the โ€˜Department of Special Judiciaryโ€™, which can connect and coordinate a cooperative system. Fourth, it is important to clearly clarify police duties. National police should focus on those issues associated with response to crime, establishment of law & order and ensuring a social safety network. On the contrary, the duties of local police should be limited to customized security services for the locals, support of the fulfillment of official duties and other special judicial police duties. Fifth, a cooperative and complementary relationship with national police should be established. Local police should set up and maintain an equal cooperative relationship with national police to efficiently manage and operate the police force. For this, it is necessary to make mandatory those details including mutual support, joint use of facilities, and establishment of a communication network, etc..

This study describes how the function of central government and local governments for social welfare finance should be allocated. Two dimensions are considered to design a policy instrument. One is who provides social welfare service. The other is who burdens the social welfare expenditure. The policy goals toward the decentralization of social welfare finance are to design the optimal allocation of social finance between central government and local governments, and to obtain the territorial justice for social welfare among local governments. The policy instruments toward the decentralization of social welfare finance are as follows. The responsibility of central government for social welfare finance should be expanded. The type of subsidizing social welfare service by central government should be bloc grant. Four dimensions should be considered to design the bloc grant for social welfare. They are the method of finance, the scope of bloc, the ratio of matching by local government, and the performance evaluation.

The responsibility of the central government for local finance increases as the financial condition of the local governments gets worse. The central government is required to improve the local finance rearrangements by focusing on satisfying the financial demand of local governments and realizing the financial equity among local governments. First of all, the current financial situation of the local governments should be reviewed in details for the central government to carry out such duties. The financial decentralization and the local finance renovation performed by central government are not positively evaluated despite its intended policy goal. In fact the central government didnโ€™t consider seriously the opinions of local governments by adhering to its surface cause. Therefore the evaluation and improvement of the local finance rearrangement should be continuously done. The objective and role of the local finance rearrangement are subjected to be obviously presented, and then relevant distribution criteria should be prescribed. It should be kept in mind that the local finance rearrangement is the last resort for successful local government in fact that the responsibility of the central government increases as the economy and society develop.

This paper is to discuss not only capacities needed for local governments and citizens but also to developing strategies in the decentralization era. My paper noted four key sessions to arrive at the goal of study. The first this study introduced different definitions about general capacity(or competency). Secondly, it designed capacity framework including its categories(citizen, local council, local executive) and levels(institution, organization, individual). Thirdly, issued concerned an autonomous capacity followed. The fourth, this paper established strategies to build capacity in decentralization era of South Korea. Especially, alternatives to build local governmentโ€™s capacity are focused on following three activities. Firstly, it has to organize a NGO Center to support an information and training for civil society. Secondly, it has to enlarge supporting functions or groups to develop public policy for local legislative. Thirdly, it has to implement scientific TNA(Training Needs Assessment) for effectively outcome of civil servantโ€™s training in local government.

During recent years, the environmental conditions around the deliverly system of social welfare in South Korea is dramatically changing. Specially, establishment of social welfare office, operation of the committee of community welfare, and decentralization of finance to local government are very important tries to rebuild the social welfare delivery system not only for the people in each local community but for constructing more developed welfare state. The purpose of this paper is to make suggestions about the developmental plan for more successive social welfare deliverly system and find primary conditions setting the system constantly in the changing environmental conditions.

The Local Financial Analysis and Diagnosis System is one of the major tool for the Ministry of Government Administration and Home Affairs to manage the soundness and efficiency of Korean local finance. This paper tried to make a new approach for the system in view of financial decentralization and performance-oriented initiatives. At first, I investigated the critical issues of the current system. And then, I suggested four alternative models for monitoring the local financial trends based on financial decentralization : from Analysis Diagnosis to Analysis-Evaluation System.

Taxpayer's suit or citizen suit will be reintroduced in Korea by the end of this year. It is specified in the Korea Local Government Act in accordance with the Decentralization of the Administration Power Act which was enacted in the early 2003. Korea local autonomy system and the monitoring system of the finance and accounting of the local governments are under the stage of transformation. Taxpayer's suit will be functioning as the monitoring system which will make the finance and accounting of the local governments more effectively and transparently. But the newly reintroducing citizen suit covers only the problems of local governments stage, and the execution of the national finance and accounting remains beyond the coverage.

The purpose of this study is to comprehensively examines the policy of local decentralization through some problems of decentralization reform in Korea. The reason is that a situation for implementing decentralization reform is not good enough to deal with fundamental issues(management of organization, human resource, finance, and legislation) in relation to the autonomy of local government. Under the circumstance, this study also evaluates the policy of integration or abolition for the local small business office, as a special local agency. Specifically, this study examines the meaning of local autonomy and some determinants, as pre-conditions, to obtain an effective local decentralization. Secondly, the research makes a comparison each role and function to support local small business between local small business office and local government. Thirdly, the research employs both a survey questionnaire to evaluate the satisfaction of customers or the quality of service, and case study research for small business supporting system through U.S.A, Japan, and U.K. The significance of this study is that it brings conceptual clarity to the dialog on improvement of decentralization reform and it represents an important research source for the development of further research on the role and function of local small business office, dealing with new small business supporting system based on the formation of local governance.
