La cibercontabilidad en la era digital: perspectivas éticas, técnicas y de seguridad de la información en Costa Rica y Latinoamérica

Digital accounting has become an emerging concept that integrates traditional accounting with digital technologies and cybersecurity. This article explores, from an academic perspective, the ethical, technical, and information security implications associated with the digital transformation of accounting, both in professional business practice and university teaching. Using a mixed methodology (quantitative and qualitative), the global and regional state of the art is analyzed, incorporating a case study applied in Costa Rica. The findings demonstrate that the rapid digitization of accounting raises ethical dilemmas (such as data confidentiality and algorithmic transparency), technical challenges (adoption of accounting 4.0, artificial intelligence, blockchain, and cloud computing), and significant cybersecurity risks to the protection of financial information. In the Costa Rican and Latin American context, a gap is observed between technological evolution and current regulatory frameworks, as well as a need to strengthen professional training in digital ethics. It concludes with more specific recommendations for academia, the accounting profession, and public policy, aimed at promoting a culture of responsible innovation, improving security controls in financial management, and updating the skills of public accountants to face each of the challenges of the digital age.

Adopción institucional y valor de bitcoin

The aim of this study is to assess the viability and valuation of Bitcoin as a strategic corporate asset, evaluating its role as a store of value and its implications for financial management. Data were collected from specialized platforms such as investing.com, coinmetrics.io, gold.org, blockchain.com, fredf.org, and coinmarketcap.com as of July 23, 2025, complemented with institutional reports and recent academic literature. The methodology relies on three main approaches: a) gold market–adjusted valuation, b) Hayes’ cost-of-production model, and c) statistical analysis through Pearson’s correlation coefficient, alongside the Stock-to-Flow (SF) model. Results indicate that, assuming a 10% penetration of the investment gold market, Bitcoin’s value would be around USD 114,398, reaching up to USD 560,551 with 49% penetration. The cost-of-production model yielded an estimated value of USD 97,167, consistent with the range reported by the University of Cambridge and close to its market price (USD 118,175). Correlation analysis reveals a strong positive association with the Nasdaq (+0.81) and a negative one with the VIX (–0.61), positioning Bitcoin as a risk asset rather than a safe haven. The SF model highlights Bitcoin’s relative scarcity, with a ratio of 121.14 compared to gold’s 67.58, reinforcing its narrative as 'digital gold.' Overall, the findings suggest that Bitcoin’s strategic potential rests on its programmed scarcity and growing institutional adoption, though its consolidation will depend on sustained demand, lower volatility, and a clearer regulatory framework.

Criptomonedas y posibilidades de inversión

Este trabajo analiza el mundo de las criptomonedas como una nueva forma de inversión, actualmente podemos decir que las criptomonedas han transformado el panorama financiero, entrando directamente en uno de los activos más importantes en el mundo de la inversión. En este trabajo también se estudia la tecnología blockchain, las principales características de las criptomonedas y las posibilidades de inversión. Además, se hace una comparación directa con otros activos tradicionales como el oro, el S&P 500 o los bienes raíces. Se estudia cual de los activos mencionados anteriormente son más adecuados para cada perfil de inversor. Asimismo, aborda temas importantes como los NFTs (Non-Fungible Tokens), el staking de criptomonedas y el uso de stablecoins reflexionando sobre el futuro del mercado cripto y las posibles utilidades potenciales, mas allá de la mera especulación. Todo ello desde un enfoque informativo, crítico y adaptado al contexto actual.

Eficiencia de los Sistemas de Control Interno en los Gobiernos Autónomos Descentralizados de la Provincia de Bolívar y su Incidencia en la Transparencia y Uso eficiente de los Recursos Públicos

Ecuador's decentralized autonomous governments (GAD) face significant challenges in effectively implementing internal control systems, compromising transparency and efficient use of public resources. This study analyzes the efficiency of COSO framework-based internal control systems in Bolívar province's GADs during 2023-2024, a region characterized by institutional limitations, high rurality, and poverty levels above the national average. Through a mixed-methods approach combining documentary analysis of 189 audit reports, structured questionnaires administered to 82 public officials, and semi-structured interviews with 18 local authorities, the implementation level of the five COSO components and their relationship with transparency and budgetary efficiency indicators were evaluated. Results show that only 34% of Bolívar's GADs achieve a satisfactory level of internal control efficiency, with critical weaknesses identified in risk assessment (23.4% average compliance), monitoring (27.1%), and control activities (31.2%). A significant positive correlation exists (r=0.81, p<0.001) between the internal control efficiency index and transparency compliance according to the Organic Law on Transparency and Access to Public Information. GADs with deficient control systems record an average of 9.7 findings per external audit versus 2.1 in those with robust controls, while executing only 63% of their budget compared to 89% for efficient GADs. Main barriers identified include insufficient human resource professionalization, cultural resistance to organizational change, technological limitations, and weak commitment from elected authorities. The study concludes that strengthening internal control is imperative to ensure transparency and efficiency in Bolívar's local public management, requiring comprehensive interventions in technical training, institutionalization of control culture, and specific budgetary allocation for these areas.

Las Criptomonedas en la actualidad se consideran como un activo digital en el que se desarrolla Criptográficamente y por ende esto se desarrolla en una cartera digital pero tienen una garantía sobre su titularidad y sobre la eficiencia de las transacciones para qué estas no se vean afectadas por una copia o un evento el cual haga desconfiar de su fiabilidad, las CriptoMonedas cuentan con gran variedad de características que son los que diferencias a una de la otra, estas no están reguladas por ninguna institución ni requiere de algún intermediario en sus transacciones, ésta se utilizan a través de una Red de datos llamada Blockchain el que lleva el control de las transacciones que se realizan, como bien se mencionó qué no tenían respaldo de instituciones tampoco lo tiene del Banco Central o alguna otra institución como la FMI y demás tampoco cuentan con mecanismos de protección al cliente o inversores, en Colombia las CriptoMonedas tenido un avance significativo pues en la actualidad se puede ver como sea manejado un programa piloto para interactuar desde una cuenta bancaria con las plataformas digitales de compra y venta de CriptoMonedas. Una de las monedas digitales o CriptoMonedas que más ha dado auge que más beneficios atraído para quienes la tienen es el Bitcoin pues está generado grandes ganancias a aquellos que invirtieron en sus inicios y el día de hoy un Bitcoin llega a superar los $60,000 valores los cuales se manejan digitalmente a través de una cartera o monedero digital o EWallet.

[ES]En la actualidad estamos viviendo una época de cambios sustanciales derivados de la disrupción creada por las nuevas tecnologías. Muestra de esta situación la encontramos en la importancia creciente, especialmente en términos económicos, de lo que se ha denominado como “activos digitales”. Este artículo pretende ofrecer una visión realista de la situación actual desde el punto de vista tanto contable como de calificación jurídica de estos activos, con una especial referencia a los tokens no fungibles (NFTs), con la pretensión de incentivar el necesario debate sobre la pertinencia de que estas nuevas realidades se contemplen desde un enfoque pluridisciplinar.[EN]We are currently living in an era of substantial changes derived from the disruption created by new technologies. An example of this situation can be found in the growing importance, especially in economic terms, of the knows as “digital assets”. This article aims to offer a realistic view of the current situation from the point of view of both accounting and the legal classification of these assets, with special reference to non-fungible tokens (NFTs), with the purpose of encouraging the necessary debate on the relevance of considering these new realities from a multidisciplinary approach.

This article makes it possible to identify the relationship and influence between land transportation, traffic and road safety for a decentralized municipal autonomous government, as well as to identify strategies and actions to be followed for adequate management of these variables by the GAD of the city of Quevedo. The proposed work contributes to solve the research problem: how does the management of land transportation, traffic and road safety affect the quality of the transportation service in the city of Quevedo; its general objective is to design strategies and strategic actions to enhance its quality. The method used is a qualitative approach of correlational-transversal cut, with a non-experimental design. At the level of disciplinary contribution at a theoretical level, it allows the understanding to improve land transportation services at the canton level, with emphasis on strategic and organizational management. The results show that there is a clear relationship between land transportation, traffic and road safety, integrated aspects that can increase the quality of service in the city of Quevedo.

Implementación de BITCOIN en El Salvador

Septiembre 7 de 2021 en El Salvador adopto el BITCOIN está criptomoneda como moneda de curso legal con el fin de facilitar la inclusión financiera e impulsar el crecimiento económico, por lo que el presente articulo busca analizar el uso BITCOIN en las micro y pequeñas empresas en el desarrollo de sus transacciones comerciales ante el establecimiento de esta moneda. Para ello se realiza un estudio cualitativo mediante encuestas a 133 empresas definidas en un muestreo no probabilístico por conveniencia, a fin de obtener información acerca del uso del BITCOIN en su implementación como moneda de curso legal que permitiera identificar su posicionamiento de las empresas con esta estrategia. En las empresas encuestadas, se determina el bajo nivel de aceptación en el uso del BITCOIN, para cobrar o pagar en la realización de sus operaciones comerciales y aquellos empresarios que la aceptaban lo retenían en la billetera de Chivo emitida en el Gobierno en Dólares. La mayoría de los negocios manifiestan que no han percibido un beneficio como efecto en la implementación del BITCOIN. El BITCOIN como moneda de curso legal se estableció en El Salvador como una medida de inclusión financiera, donde 40,00% de las personas tienen acceso a una cuenta bancaria, pero el desconocimiento de funcionamiento de las criptomonedas ha llevado a que no la acepten en su uso, lo que presenta un reto de formación. La inclusión financiera no debe hacerse desvinculada de mecanismos de alfabetización financiera para que cumpla sus objetivos de uso, acceso, calidad y bienestar, donde el mostrar a las poblaciones vulnerables los beneficios y riesgos de los distintos productos entre ellos las Criptomonedas se vuelven relevantes para su implementación.

Development an Artificial Intelligence to Automate the Buying and Selling of bitcoins

Trading consists of purchasing and selling listed assets with high market liquidity such as: stocks, currencies and futures. then this financial market is used electronically and it is regulated (the trading and generation price is freely agreed through a negotiation process between the consumer and the trader. ). One of its objective is to obtain an economic benefit when the operation generates a capital income , repeating the process for a considerable number of operations, therefore it makes it possible to increase the initial capital. This article will approach the implementation of an algorithmic trading model which can help to maximize the profitability of a portfolio for cryptocurrency assets based on the application, combination and weighting of some of the most advanced mathematical techniques using the Python programming language, its libraries and some other tools in a controlled development environment and also guided by a previous research and training based on the topics planned for the completion and satisfaction of the project.

Diversificación de carteras de inversión con criptomonedas

Objetivo: Organizar en forma experimental carteras de inversión con los criptoactivos bajo la teoría moderna de estructuración de portafolios de inversión de Markowitz. Método: La investigación fue del tipo cuantitativa y experimental, abarcando el proceso de estructuración de portafolios de inversión con criptomonedas bajo la teoría de Markowitz, mediante el modelo de programación no lineal cuantitativa. Resultados: Se pudo observar que el periodo de cotización más pronunciado se presentó en el periodo comprendido entre 2017 a 2018. Una rentabilidad mayor le corresponde a Ethereum, seguido de Bitcoin y de Ripple; consecuentemente, Ethereum es el que tiene el mayor indicador de volatilidad. La opción de cartera eficiente se obtuvo cuando se invirtió el 70% en Bitcoin, 14% en Ethereum, 6% en Ripple y 10% en Thether y, como efecto de la diversificación de carteras de inversión, se verifica el comportamiento inverso de la volatilidad. Conclusiones: En el estudio en referencia, se demostró el efecto del número de activos en la conformación del portafolio de inversiones en la reducción de la volatilidad y las opciones que provee el mapa de la frontera eficiente para que los inversionistas opten por las opciones que calcen mejor con sus expectativas de riesgo y rentabilidad.

El modelo de gestión execution premium aplicado en el gobierno autónomo descentralizado del cantón Portoviejo-Ecuador

&#x0D; Este trabajo tiene como objetivo describir el modelo de Gestión Execution Premium aplicado en el Gobierno Autónomo Descentralizado (GAD) del cantón Portoviejo Ecuador: 2014 – 2018, para ello se aplicó una metodología descriptiva – histórica, realizando un recorrido analítico de los resultados de trabajos previos en el tema y concepciones ejecutadas en cuanto a la Gestión Execution Premium aplicado al GAD del cantón Portoviejo. En los resultados se queda en claro que este instrumento de gestión ha sido aplicado de manera exitoso en otras organizaciones tanto públicas como privadas nacionales e internacionales y en otros países como es el caso de Medellín en Colombia. Como conclusiones dentro del proceso se describe en particular el hecho de que éste permitió establecer un diagnóstico y conocimiento de la realidad local, así como de las potencialidades del territorio, estableciendo una visión de largo plazo; donde se enfoca las decisiones hacia un modelo de desarrollo: territorio moderno y planificado; economía activa y próspera; una sociedad diversa e inclusiva; y, todo apalancado en una institución eficiente y confiable.&#x0D; &#x0D; Palabras clave: planificación, coordinación y reforma, mercados de factores y de productos; precios; población&#x0D; &#x0D; ABSTRACT&#x0D; The objective of this work is to describe the Execution Premium Management Model applied in the Autonomous Decentralized Government (GAD) of the Portoviejo Canton, Ecuador: 2014 - 2018, for which a descriptive - historical methodology was applied, making an analytical digest of the results of previous works in this area and conceptions executed in terms of Execution Premium Management applied to the GAD of the Portoviejo Canton. The results make it clear that this management instrument has been applied successfully in other public and private national and international organizations and in other countries such as Colombia, specifically in the city of Medellin. As conclusions within the process, it is particularly described the fact that this made it possible to establish a diagnosis and knowledge of the local reality, as well as the potentials of the territory, establishing a long-term vision, where decisions are focused towards a development model: modern and planned territory; active and prosperous economy; a diverse and inclusive society; and, all leveraged in an efficient and reliable institution.&#x0D; &#x0D; Key words: planning, coordination and reform, mercados de factores y de productos; precios; población&#x0D; &#x0D;

Technological Opportunities and Recommendations for Modernizing Integrated Financial Management Information Systems in Latin America and the Caribbean

Based on the analysis of some success factors of integrated financial management information systems (IFMIS) in Latin America and the Caribbean (LAC), this paper identifies the technological pillars of a modernization strategy for these systems as a platform for public expenditure management and makes recommendations. It also describes aspects of properly maintaining these systems, extending their life cycles, using international best practices on information technology management, focusing on system users, expanding the use of cloud-based data and services, sharing programming codes, exploring the use of new distributed ledger technologies, expanding horizons for electronic payments, and increasing the use of data analytics, among other emerging technologies.

Criterios a considerar para la financiación de la educación superior en Venezuela

The growing economic inability in Latin-American states to finance public universities, has positioned public funding as a common theme in almost all targeted reforms of higher education. Insufficient public resources are compromising the effectiveness of academic management in public universities, without knowing the key economic issues for strengthening public sector policies. This essay is intended to: propose a new system of criteria for funding of higher education; based on the analysis of the Venezuelan experience in allocations of public resources used to finance higher education institutions during the 2000-2015 period. It is a documentary research. The proposal contains seven (7) integrating elements that would lead to the establishment of a funding policy for higher education. Finally, it is suggested that the State exceeds the old negotiated "incremental “schemes, "rigid" budget formulas and deferred funding allocations, which fail to identify basic needs and costs associated to the academic management of higher education institutions, in terms of promoting efficiency, equity and decentralization in public funding for the Venezuelan higher education system.

Given that the global crisis is a cyclical phenomenon that directly affects the company's existence, this adaptation is a condition more than necessary to carry out an activity in a reliable way. Adaptation involves choosing innovative solutions that can withstand market in the current context, as the use of virtual currency Bitcoin as an alternative method in order to remove barriers, given that Bitcoin, a virtual currency created six years ago is not supported or controlled by any government or central bank and is freely traded, fluctuating depending on demand.

La descentralización del Estado y su incidencia en la investigación universitaria

The decentralization of state competency began with the use of the resource established in article 137 of the National Constitution of Venezuela, where the Congress of the Republic approved in 1989 the Organic Law of Decentralization as a strategy of the Venezuela state to propitiate political administrative, and management changes. This law opened the possibility for states to assume a number of areas of competence aimed at the development of the regions in as self-sustaining entities. This paper develops an analysis in reference to the determination of the reach of those policies of state decentralization in the area of higher education, and especially in the area of research in the university sector. There are decisions which refer to incidents in the politics of state decentralization at the regional level in financing priorities and pertinence of the scientific activity in the sector where it intervenes, as to its relationship with the social and productive surroundings, to the weaknesses and fortitudes of the universities in attending the increasing demands of the region, in the inherent aspects to their fundamental programs, and in other aspects that have appeared in the process of regional development management and decentralization.
