Objective National Immunization Program belongs to a government behavior with social welfare and public goods.But shortage of government input on national immunization program for a long-time limits future progress and places the program at risk of slipping backward.According to relevant study results,immunization program depends on fiscal decentralization and the government input accounts for less than 1/3 of total program financing.About 65% financing of immunization program relies on cost-recovery(revenue).Operation of immunization at township and village level depends on revenue mainly.The model of excessive fiscal decentralization and over-reliance on revenue results in development unbalance and growing inequities in access to service.Revenue not only increases the parents,burden,but also decreases service quality.The probelem leads the immunization program to slip back.The Ordinance on the Management of Vaccine and Immunization confirms the responsibilities of the government at all levels financing for national immunization program.So the government at all levels should provide enough money for the program.Central and provincial governments should provide further support for EPI work in poor areas and ensure financing for immunization service providers instead of user fee.
Recent studies argue that traditional voting systems do not encourage increased voter participation due to constraints in time, location, accuracy, and, accessibility. To ensure the rights of a democratic society and to enhance and secure the voting rights of citizens by surpassing all the limitations of the traditional voting system, the development of an electronic voting system is an attractive solution. Research on secure electronic voting systems has been conducted for at least the past two decades. We propose to develop an electronic voting system, called the Rochester Institute of Technology Student Government Election System (SGEES) based on Damgard et al. This voting scheme will use efficient honest-verifier zero-knowledge, which, unlike previous election schemes, are both easy to compute and to verify for both voters and authorities. Our proposed electronic voting system will allow convenient and confident voting while maintaining the accuracy of election results. This project will address the security requirements for electronic voting over the Internet, including privacy, completeness, soundness, receipt-freeness, and universal verifiability. In particular, we will research the feasibility of the voting scheme and protocols by studying three related cryptographical theories: homomorphic encryption, efficient honest-verifier zero-knowledge proofs, and threshold decryption cryptosystem.
This paper examines the Annual Progress Report on the Federal Democratic Republic of Ethiopia’s Poverty Reduction Strategy. The broad thrust of the government’s strategy remains creating rural growth, accelerating private sector growth in the modern economy to create employment and incomes, and strengthening of public institutions to deliver services. The government has embarked on an aggressive program to accelerate progress as rapidly as possible, including a big push on education to create human capacity, expanding infrastructure as rapidly as financing and capacity will allow, opening the economy, building institutions, and decentralizing government.
What political factors influence the allocation of economic patronage in democracies? Answering this question is vital to improving our knowledge of how states and markets interact. In this paper, I argue that changing levels of party centralization can drive important changes in the allocation of state largess. When governing parties are centralized, national party leaders will control sources of patronage, targeting benefits to particularly influential regions and industries. By contrast, when governing parties are decentralized, influential sub-national party leaders will advocate for their constituents, allocating patronage evenly through a national logroll. I find evidence for these relationships by comparing India's distribution process for industrial licenses and government finance under a decentralized Congress Party (1954-61) to its distribution process under a centralized Congress Party (1969-75).

The common assumption about digital signatures is that they disallow any kind of modification on signed data. However, a more flexible approach is often needed and has been advocated lately, one in which some restricted modifications may still occur, without invalidating the data. This is made possible by offering signatures which are homomorphic with respect to some operation on the message domain. Starting from the signature(s) of some data instance(s), computed by the data owner, anybody else can derive the signature corresponding to a new data instance, if obtained only via some accepted operation from the previous one(s). More, updated signatures should be indistinguishable from the ones computed by the data owner and this updating step should be applicable as many times as needed. This paper deals with the signing of insert-only collections, in which element insertions are accepted but no removals should occur. Newly inserted elements do not have to be signed or known by the initial signer. We propose two techniques: one which transposes the insert-only problem into a delete-only one (which is already solved), and another technique based on zero-knowledge proofs. We also give performance measures and discuss applications.
Contracting out is the practice of public sector or private firms of employing and financing an outside agent to perform some specific task rather than managing it themselves.The rationale for contracting is that public providers lack the incentive to use resources efficiently, and that private (or autonomous) providers are more efficient than public providers.Contracting out clearly separates the roles of purchaser and provider, and tightly links payment to performance of the provider.According to classical economic theory, contracting stimulates competition among providers in managed markets, induces cost awareness among providers and purchasers, and enhances transparency in negotiations.Providers are forced to minimize production cost and adjust the prices to meet the demand and requirements of purchasers.All these factors contribute to efficiency.In addition, contracting would promote decentralization managerial responsibility, a shift that would translate in efficiency gains in contrast to the old highly-centralized, bureaucratic structure, considered insensitive of the cost implications of allocative decisions.As is the case with any model, contracting out approach is not a panacea to all health problems.But in light of the limited absorptive capacity of the public sector, it is an alternative strategy worth considering for increasing the coverage and the quality of services in developing countries such as Indonesia.Monitoring and evaluation is an indispensible instrument for contracting out to exhibit its relative advantages.
In this paper, we propose a generic construction of chosen-ciphertext secure cryptosystems against adversaries with a bounded number of decrytion queries from arbitrary semantically secure encryption in a black box manner. Our construction is not only an alternative to the previously known technique, i.e. the Naor-Yung paradigm [37, 19, 42], but also has some interesting properties. Especially, (1) it does not require non-interactive zero-knowledge proof, and (2) its component ciphertexts can be compressed into only one if the underlying encryption has a certain homomorphic property. Consequently, when applying our construction to the ElGamal encryption, ciphertext overhead of the resulting scheme will be only one group element which is considered optimal since it is the same as the original ElGamal. Disadvantages to previous schemes are that the upper bound of the number of decryption queries (e.g. 2 30) has to be known before set-up phase, and the size of public key is large. 1

Mexico’s Compensatory education programs provide extra resources to primary schools that enroll students in highly disadvantaged rural communities, thus increasing the supply of education. By reducing the price of schooling through school stipends conditional on school attendance and performance, Oportunidades is increasing the demand for schooling amongst its eligible beneficiary households. This study exploits the different phasing-in over time and space across these interventions to test their degree of complementarity (or substitutability). We focus on the effects on intermediate school quality indicators (failure, repetition and dropout) of teacher training, provision of supplies, and empowerment and financing of parent associations -on the supply side; and conditional on attendance cash transfers -on the demand side. Difference-in-difference estimates prove reducing the opportunity cost of schooling and decentralizing school management at the lower level as effective measures in improving educational outcomes. No robust evidence of synergies between the two interventions is found.

In a mobile ad-hoc network (MANET) architecture, there is no pre-existing fixed network infrastructure, and a mobile node in this network sends data packets to a destination node directly or through its neighbor nodes. This situation is of potential security concern since the neighbor nodes cannot be always trusted. In this paper, we design a group member authentication protocol used in a MANET. It aims to allow a set of nodes to legitimately participate in group communication and then distribute a secret group key to the approved nodes to establish secure communication with group members. Our protocol provides knowledge-based group member authentication, which recognizes a list of secret group keys held in a mobile node as the node's group membership. It employs zero knowledge proof and threshold cryptography. We then introduce our actual implementation and evaluate the behavior to ensure its successful deployment
One of the most significant journeys in our understanding of international business has been that from an essentially centralized view of innovation in MNEs toward one that encompasses an increasing range of decentralized inputs and strategic postures. This change in perspective can then be seen as decisively embodied within comparable changes in the way in which the effects of international business on individual host countries have been analysed. Here we can see a refocusing from an FDI-based interpretation of flows of separate firm attributes (increasingly technology and other intangible assets rather than finance capital per se) toward a more MNE-strategy oriented evaluation of how firms position their operations in a specific location within wider globalized programs (Pearce, 2001, forthcoming). The aim of this chapter then is to generate a methodology for the assessment of the ways in which MNEs’ globalized strategies for innovation involve themselves with the attempts of national economies to generate and operationalize innovation competences as a source of growth and international competitiveness. However, with his dense and allusive descriptions of modern historiography and contemporary controversies, Jarvis does provide a dexterous summary of critical work on the late eighteenth and early nineteenth centuries; and lecturers of ahistoricist cast eager to supplement their students' knowledge will no doubt find this volume invaluable. This stimulating collection of essays investigates the wide range of issues implied by the term 'Romantic biography', examining not only biographies of writers of the Romantic period (including Wordsworth, Clare, Southey, Austen, Byron, Burns, Scott, Keats, and Shelley), but also the degree towhich the form is itself shaped by assumptions about the self and its relations to creativity and society that are themselves Romantic. The volume is framed by two polemical essays that address particularly this question, the editors' introduction, which calls for Romantic biography to become both 'less Romanticized' by escaping these assumptions and 'more Romanticized' by bringing to light the hidden contexts of Romanticism (p. xii), and Ralph Pite's excellent closing essay, 'Writing Biography that is not Romantic', which argues that biography is 'worth reforming because it is ameans of revealing the social locatedness of particular selves' (p. 178). The collection begins with four essays by writers who are both Romantic biogra phers and literary critics. In the first, Michael O'Neill shows how the poems of the period are themselves engaged with the issues at stake inRomantic biography; they offer a complex treatment of selfhood and feeling that the biographer can never hope to equal. As O'Neill argues with reference to 'This Lime Tree Bower My Prison', 'what one wants is a biography as sensitive to the fluctuations of feeling as the poem itself.Which is to say, one wants the poem' (p. 7). It is testimony to both the power of O'Neill's argument and the brilliance of his readings that at the end of his essay it is indeed the poems he discusses that the reader wants to turn to, rather than the bio graphies of their writers. With a different readership inmind, Jonathan Bate argues strongly that it is literary biography, rather than academic literary criticism, that will bring John Clare to the attention of a large potential audience who 'would be com pelled by his life and work if only they knew about it' (p. i8). Mark Storey presents the aim of his biography of Robert Southey as being 'to set the record straight, to give as true a picture as possible' (p. 34), while Kenneth R. Johnston illuminatingly discusses the challenges presented to the biographer byWilliam Wordsworth's own self-creation as aRomantic figure. A concern with the extent towhich Romantic assumptions shape the biographies of Romantic subjects is shared by the next three essays. Joe Bray contrasts Claire Tomalin's and David Nokes's biographies of Jane Austen, showing how their dif fering attitudes to the relationship between the life and the novels informs their YES, 36.2, 2006 273 presentation of the writer, particularly in relation to the mysterious gaps in her life. Alan Rawes examines Benita Eisler's treatment of a similar mystery in Byron's life, demonstrating how her emphasis on the poet's incestuous relationship with his half sister (of which there is no decisive proof) is influenced by Byron's own fictions and by the Romantic model of poetry as self-expression. One of the central questions in Cryptography is to design round-efficient protocols that are secure under man-in-the-middle attacks. In this paper we introduce and study the notion of non-malleable witness indistinguishability (NMWI) and examine its relation with the classic notion of non-malleable zero knowledge (NMZK). Indeed, despite tremendous applicability of witness indistinguishability, while a lot of attention has been given to NMZK, very little attention has been given to witness indistinguishability in case of man-in-the-middle attacks. We initiate this study, with several (perhaps somewhat surprising) results: • We give the first definition of NMWI proof systems. Just like every NMZK proof is a zero-knowledge proof which aims to attain a very strong proof independence property, we require (and formalize) the notion that every NMWI proof is a witness indistinguishable proof system which enjoys a very strong witness independence property against any man-in-the-middle attack. • We show the existence of a constant-round NMWI argument system for NP in the standard model (i.e. without any trusted or any other setup assumptions).
The existing protocols that are used to prove that a committed number x lies in a specific interval mostly prove that the integer x is no less than a and then repeat the same method to prove that b is no less than x.In order to delete the repetition in these methods a new protocol is proposed by integrating the protocol that two committed numbers are equal with the protocol of the CFT proof.A verifier can be convinced that the committed number x is neither less than the integer a nor more than the integer b after the protocol is operated only once,and hence the exact proof that x lies in the interval is achieved.The proposed protocol is a statistical zero-knowledge proof.In contrast to Boudot's protocol,our method reduces an exponentiation operation;the communication quantity decreases from(16 176) bits to(13 222) bits,and the communication efficiency increases by 18.26 percent.
The growth of Africa’s towns and cities has outpaced local authority capacity in terms of management, infrastructure, and financing. Many African towns and cities are now facing a governance crisis. Accordingly, the capability and capacity of urban local government to provide basic services to a growing population have entered the core of the development debate. In particular, fiscal decentralization – the devolution of revenue mobilization and spending powers to lower levels of government – has become a main theme of urban governance in recent years.\nThis paper explores the opportunities and constraints facing local revenue mobilization in urban settings in Africa. The study examines various revenue instruments available, including property taxes, business licences, and user fees, and their effect on economic efficiency and income distribution. Moreover, political and administrative constraints facing various revenue instruments and factors impacting on citizens’ compliance behaviour are discussed. The analysis is exemplified by cases from across Africa and other regions. Local governments need to be given access to adequate resources to do the job with which they are entrusted. However, a general conclusion emerging from this study is that local revenues mobilized in most urban authorities in Africa are necessary but not sufficient to develop and supply adequate services for the fast-growing urban population.

The purpose of this article is to describe the unique statewide effort in Oregon to implement multidisciplinary/multisector simulation education in schools, health systems, and community training centers. This article describes the development of high-fidelity simulation education programs throughout Oregon. It is important to recognize that this project was not the result of the work of one person or institution, but rather it was a collaborative effort between multiple individuals and groups. THE NEED The need for an efficient, reproducible model for simulation program development and implementation is more pressing now than ever. Health care institutions are eagerly seeking a method of teaching healthcare-related skills in a risk free environment. The forces that are propelling simulation into practice and education in Oregon do not seem to be based on concrete validation of the methodology, but rather based on workforce, patient safety, and regulatory pressures1–3. Over the past several years, as healthcare institutions across the state of Oregon began to recognize the importance of simulation training, many began to independently investigate medical simulation as a teaching method. Initially, simulation manikins cost upward of $150,000. The high cost of equipment limited access to technology to a wider audience. In 2000-2001, manikins became much more affordable as companies introduced lower-cost alternatives.4 The lower price-point provided access to a greater segment of the market. Nationally, institutions started to buy equipment as the prices became more affordable, but they had not developed strong plans or implementation strategies for their simulation technology.5 The results of the “buy first, think later” approach were costly in some cases. In general, buying simulation equipment without utilization and implementation plans in place has the potential to stall the process, as well as result in the purchase of inappropriate or inadequate equipment. Many institutions and health systems that purchase simulation equipment look for program implementation guidance but find scarce resources and encounter daunting operational expenses.5 The Oregon Simulation Alliance (OSA) grew out of a statewide need to make sound purchasing and implementation decisions in the field of healthcare simulation. THE OREGON APPROACH Prior to this collaborative project, the only substantial high-fidelity simulation experience in Oregon was at Oregon Health and Science University (OHSU). As a result of the Oregon Simulation Alliance, by the end of 2005, at least 20 simulation education programs/facilities will be in use in Oregon. These programs are at various stages of development and serve multiple disciplines and healthcare sectors. To our knowledge, this is the first comprehensive, successful attempt of large-scale simulation-based education implementation. The core objective of the Oregon Simulation Alliance was to address the demand for quality simulation by making expertise accessible and by developing a system that was sustainable and robust. The type of simulation was not specifically defined other than to encourage the use of manikins, virtual reality, and other methods consistent with a high-fidelity simulation experience. The initial focus of OSA, however, was manikin-based simulation. The implementation model (Fig. 1), developed through the OSA, was based on core fundamental concepts, outcomes and goals (Fig. 2). Re-evaluation of the Oregon Simulation Alliance mission and structure to adapt to the progress made. Development of new simulation facilities. THE OREGON SIMULATION ALLIANCE Who Is The Alliance? The Oregon model included the establishment of a collaborative statewide simulation organization. The Oregon Simulation Alliance (OSA) is a group of individuals with a common purpose: simulation education. The group represents most healthcare sectors and its makeup is described in Table 1. The group included representatives from the Governor's Office, organization vice presidents, university and community college deans, public health officials, Area Healthcare Education Centers (AHEC) officials, and simulation experts. Simultaneously, the Governor of Oregon created a statewide Healthcare Workforce Initiative that included the establishment of a network of simulation centers. Early on, it became obvious that there was a common need to incorporate healthcare simulation across disciplines. Although nursing seemed to have the most pressing desire and need, the group ensured it remained representative of most health care disciplines and sectors. In this way, the Oregon Simulation Alliance was established (November 2003).TABLE 1: Participating Disciplines and OrganizationsThe OSA recognized that simulation implementation would be greatly facilitated if resources were pooled and efforts centralized. All schools, and healthcare institutions were included as members as of the OSA unless they opted not to participate. The participation rate has been 100%. The Governor's office appointed a coordinator for the OSA who devoted time to the development and implementation of the OSA. It was clear from the outset that members of the OSA were not interested in acting as a controlling agency nor were they interested in determining what simulation education should be. The group sought to be effective in acting as an information and referral resource. The ability to act as a conduit for best practices was also appealing. To be successful in a statewide venture, the OSA sought to accomplish several things: To educate institutions and individuals about the essential elements of simulation program design.6–8 To provide a conduit for efficient knowledge transfer, networking, and collaboration. To provide funding for initial program assessment and advice. To provide funding for the purchase of startup equipment. To make simulation specialist training and faculty development accessible. In addition to the above goals, the OSA recognized that the success of the alliance would be based on trust. Alliance leaders needed to trust that the other members had something to offer, and were able to contribute to the goal of creating a statewide simulation network. The initial OSA leadership recognized the need to form a vision as a group to work effectively and successfully. This was not an instantaneous process; it required time, enthusiasm and commitment. The makeup of the group was crucial. Professional and employment responsibilities, leadership skills, and commitment to a shared vision were factors that influenced the collaborative environment. The members decided that all parties would have a stake in the final outcome of the organization, and that decisions would not be made solely by the few members with experience. Members of the OSA agreed that regardless of institution or discipline, success for the OSA was measured by the effectiveness of successful implementation irrespective of site or discipline. With this common understanding, the member institutions have been able to work collaboratively to bring simulation to many institutions in Oregon. INVOLVING THE STATE AND FUNDING In Oregon, workforce issues (especially in nursing) were a top priority for executive decision-makers. This was also one of the focal points for the Oregon Governor's Health Care Initiative. The initiative had multiple parts that focused on patient care as well as workforce enhancement. The case was made to funding agencies that simulation, although not a magic bullet, would be a tool to facilitate increasing healthcare training capacity and the healthcare workforce, while improving patient safety9. Arguments specific to workforce included: Simulation can increase the number of graduates by increasing education efficiency, and decreasing the strain on clinical sites. Simulation can be used as a method to shorten orientation time for new hires. Employers can use targeted simulation scenarios that address competencies specific to specialties. In this model, new hires have the opportunity to demonstrate competencies. Any gaps in skill knowledge or performance can then be addressed. Through these compelling arguments the OSA obtained funding from a variety of sources including: the Oregon Workforce Investment Board, the Federal Department of Labor, the Oregon Department of Public Health, and the Northwest Health Foundation (a private granting agency). Each of these organizations was approached individually, with separate proposals. The total funding for the year of 2004 was $1,050,000. This was considered seed money for the overall process. The OSA lacked any legal status, so all funds, with the exception of private foundation monies, were routed through a state agency that acted as the fiscal agent. The state agency was mandated to disburse monies as per the recommendation of the OSA. STATEWIDE SIMULATION: THE PROCESS The statewide simulation process included visits to communities, development of coalitions, simulation specialist education, faculty development, and a mechanism for allocation and distribution of funds. The successful implementation of the OSA vision was dependent on each of these elements. LOCAL SITE VISITS Irrespective of the OSA multidisciplinary makeup, it would be foolish to assume that we as a group understood the fundamental issues at each different location. Beyond being identified as a resource, the OSA elected to visit each community with an interest and need, and thus tailor the consultation to the site. This allowed the OSA to deliver education around simulation, initiate discussion on program development, and offer sound basic implementation strategies. Simultaneously, the OSA gathered information at each location that would allow it to develop both a statewide and site-specific strategy. These visits were funded through a public–private collaboration between the state of Oregon and the Northwest Health Foundation. The assessments were designed to capture the state of “readiness” for simulation at the different locations in Oregon. An in-depth analysis of the data was reported in February 2005.5 The report included formative suggestions for next steps to help sites develop simulation programs, as well as site readiness scores to serve as a gauge for future comparison. The data showed that the majority of sites had at least the basic foundations in place to succeed in program implementation. This was valuable information in our delivery strategy. The majority of sites had a strong desire for simulation but lacked substantive business plans, executive directives, and funds to sustain a simulation program. The lack of a plan to address simulation specialist training and faculty development was also readily apparent. The site visits had the added benefit of acting as a bridge for communities to lessen the effects of traditional barriers between healthcare disciplines and sectors. The OSA left the communities with a good sense of the basic issues and necessary next steps. Communities that were not ready for simulation were not falsely encouraged to immediately implement but were guided with ideas that would help them improve their state of readiness. The data from the site assessments continues to provide a comprehensive nonindustry-sponsored view of the elements that will help individual communities implement simulation programs. The findings of this report will be published in the near future. DEVELOPING MULTIDISCIPLINARY COALITIONS Rather than prescribe regional coalitions, the OSA coined the phrase “let local define local.” If coalitions formed that sought a regional center, then that would be their decision, not that of the OSA. In this way, respect for geography, diversity, historical relationships, and more was maintained. The OSA development model attempted to fully embrace the diverse needs of each location, helping participating organizations attain their goals. It was well understood that dispersing the burden and knowledge across many institutions with similar needs would provide significant increases in efficiency at multiple levels. One function of the OSA was to show the importance of functional coalitions, and to provide ideas for potential partners that may not have been considered. At each location, the challenge was to attract multiple disciplines to this process simultaneously. This was facilitated by the multidisciplinary makeup of the OSA group (nurses, executives, legislative liaisons, physicians, paramedics, etc). Disciplines were encouraged to consider simulation program development not as single entities but rather as a coalition with other interested parties. This was not a mandatory element but was a key consideration. Failure to consider this early on could preclude the opportunity in the future, as ownership issues (figurative and literal) act as potent barriers. Similar to the OSA's internal definition of success, we encouraged separate local coalition members to shed traditional measures of success and measure success as the ability of the group to complete its stated goals for development. ACCESS TO SIMULATION SPECIALIST TRAINING Over the last decade, simulation education training facilities have been slow to materialize. Simulation specialist courses at existing facilities are generally comprehensive and well regarded and range from 1 day to a full week in duration. Not unexpectedly, individuals who take these courses often return home with many questions and challenges. Simulation specialists take months, if not years to develop. The OSA felt it was important to train specialists and trainers with multiple repeated experiences, realizing that skill and knowledge is rarely instantaneous, especially when it is complex. At the request of the OSA, OHSU developed a training curriculum and program that requires prospective simulation specialists to not only complete an introductory course but to join an operational and experienced simulation team and to work as part of that team. This Article explores, and ultimately embraces, a new exception to the complete diversity rule in removal cases: the doctrine of procedural misjoinder. We argue that the doctrine offers federal courts a vital tool with which to police joinder gamesmanship. Absent this power, plaintiffs may preclude defendant access to federal courts by the relatively simple expedient of joining in state court largely unrelated claims against or on behalf of non-diverse parties. The resulting lawsuit thus fails the complete diversity test, rendering such cases removal-proof. Like fraudulent joinder, the long-standing practice of ignoring non-diverse parties against whom no valid claim may be asserted, the doctrine of procedural misjoinder would permit federal courts to disregard any diversity-destroying parties who have been improperly added to the state lawsuit. Because access to federal courts is at stake, we believe federal courts should adopt this new doctrine, applying federal joinder standards to test the legitimacy of plaintiffs’ party alignments before denying removal jurisdiction.
