The Shibuya DAO Hypothesis (2000):

In approximately the year 2000, the author conceived and partially implemented a multi-layered community economic system centered on Shibuya, Tokyo. The system integrated real-time human broadcasting, local media production, a unified community coupon currency, youth-driven cultural monitoring, and digital education — years before the terminology of "DAO," "Web3," "UGC," or "creator economy" existed. This paper documents that original conception, analyzes its structural architecture, and demonstrates its direct lineage to the author's current work: the Hikari Currency (光貨) ecosystem and the ECHO AI Artist platform. The Shibuya system was not understood by contemporaries. It is understood now.

参加・自治・分権の自治体改革と地方財政 -鳴海正泰の「地方分権型財政論」の再評価

This study examines the theoretical contributions of Masayasu Narumi, who served as a policy advisor to Mayor Ichio Asukata of Yokohama. He formulated influential ideas on local autonomy and local public finance. Despite his central role in shaping the theory of reformist local governments,Narumi’s theoretical contributions have not been sufficiently clarified. His work is characterized by its practical orientation, grounded in municipal reform and citizen participation, as well as its historical consciousness in addressing challenges and prospects for local governance. In the context of the 1980s “era of local autonomy,” when the essence of progressive local governments was under critical scrutiny, Narumi advanced a new paradigm such as a “policy-making government” or “citizens’ government.” In his theory of local public finance, Narumi conceptualized local autonomy and local public finance as integrated activities. He argued that the realization of reform and policy within a“ citizens’ government” required a decentralized administrative and fiscal structure between the central and local governments. His formulation of a“ decentralization-oriented fiscal theory” anticipated later debates on local choice and fiscal responsibility. As contemporary Japan again confronts the necessity of municipal reform, Narumi’s pioneering insights into participation, decentralization, and autonomy warrant renewed scholarly attention.

It traces Satoshi’s reasoning, architecture, and vision for Bitcoin as a peer-to-peer electronic cash system that replaces trust with cryptographic proof. Covering technical design, economic principles, security assumptions, and predictions for adoption, it captures both the engineering precision and the foresight with which Satoshi anticipated mining centralization, smart contracts, and alternative digital currencies. The result is an unfiltered account of Bitcoin’s origin, entirely in Satoshi’s own words.

Establishing a Self-Financing Base for Decentralization: Case Study of Basic Municipalities in the Tokyo Metropolitan Area

本稿では東京大都市圏における基礎自治体による地方税の増加要因の認識,重視する税収確保策,地方税割合の規定要因の関係を検討することで,地方分権に向けた自主財源基盤確立の可能性と課題について考察した.本稿の分析により得られた課題は,自治体が重要視する税収確保策は主に歳入構造に規定されており,一部地域の近隣自治体間では施策に差異が生じていることである.その課題を踏まえて,地方税の増加要因の認識には空間的なまとまりがあり,空間分析により推定される地方税割合の規定要因と整合性があることから,地域特性に対応した施策により税収増加を実現させた自治体があることを明らかにした.それゆえに,地方分権に向けた自主財源基盤確立に対して,地域特性を踏まえた施策と課税ベースを増やすための広域連携の検討がなされることで,より効果的な税収確保策が実現する可能性がある.

Trajectory and Tempo of Institutional Development in a Context of Multiplicity: The Centralization of Public Finance in the Meiji Restoration Re-examined

By the early 1890s, the Japanese government had built centralized institutions to collect indirect taxes on alcohol and manage government finance. This institutional development helped the Japanese government safeguard the convertibility of the banknotes issued by the Bank of Japan and raise long-term domestic borrowings. The new centralizing institutions greatly enhanced the capacity of the Japanese state and paved its way to become a rising power in Asia after defeating China in 1894 and Russia in 1905. How shall we account for this institutional achievement which contrasted sharply with the fiscal decentralization and low creditworthiness of government borrowing only two decades earlier?

〈Articles〉 A Preliminary Study of the Impact of Reorganization on Profitability in Japan

【概要】本研究の大きな目的は, 分権化の一層の促進を目指した近年の日本企業おける組織改革が, 意図する成果を生み出しているのかを明らかにすることにある。本稿ではその予備的調査として, 社内組織構造の改革である社内カンパニー制の導入と財務的業績の関係に焦点を当てた分析を実施した。 1994年から2000年にかけて社内カンパニー制を導入した東証一部上場企業49社をサンプル企業とし, 公表財務データから導かれた2つのROAをパフォーマンス指標として, 社内カンパニー制導入前後の業績の比較・分析を行った。 その結果, 社内カンパニー制導入は企業の業績向上に結びついているとはいえず, むしろ低下させていることが判明した。 ただし, この分析結果にはリサーチ・デザインが影響しており, 組織改革が実際の財務的成果として現れるまでのタイム・ラグを考慮すると, より長期的を分析対象とするならば異なる結果が導かれる可能性があると考えられる。【Abstract】Under the pressure of 10-year long economic decline, Japanese firms are struggling to improve their profitability. As one of the ways to do it, Japanese large firms have begun to reorganize their organizational structure and process. This reorganization includes separating strategic and operational decision-making more clearly, decentralizing more decision-making authority, making divisions more autonomous and self-contained to make a prompt decision in response to market conditions at the divisional level. In this paper, the performance of reorganization is preliminarily analyzed based on the sample of 49 Japanese firms which publicized reorganization during 1994-2000. Two ROA are used as performance measures of reorganization. The results show that organizational performance declines after reorganization, but there is some possibility that a time lag exists between implementation of reorganization and its smooth functioning.

Fiscal Cuts or Common Sense? Fiscal Decentralization in Japan

Japan is stuck between lots of rocks and several hard places. It confronts the escalating costs of the world's most rapid pace of ageing with a low and declining birthrate and virtually no support for mass immigration. Moreover, the country faces these costs while severely handicapped by a public debt 1.5 times its GDP plus dramatic declines in the high rate of savings that has hitherto financed it. In addition to all this, the poorly performing economy is in its fourth year of deflation with little hope of producing a recovery in tax revenues. Indeed, deflation and minimal economic growth have eroded national income- tax revenues to their lowest level since the collapse of the bubble economy.

戦後日本における地方自治財政の回顧―いわゆる「革新自治体」の役割について―

The purpose of the paper is to revaluate the roles of the reformed local autonomy for promoting decentralization and local autonomy against new centralization. I consider the local autonomy and finance in Japan after World War II, focussing on the roles of so called 'Kakushin Jichitai', reformed local autonomy in the 1960's and 1970's. Firstly I review the developing and declining processes of 'reformed local autonomy' in the period of high economic growth in Japan. Then I discuss the roles of these reformed local government bodies through rising citizen movements. The local governments like Minobe-Tosei or Asukata-Yokohama-Shisei contributed to the tax reforms and some other financial reforms and promoting decentralization. The 1960's and 1970's in Japan are called 'The Period of New Centralization' in intergovernmental relations. However, the roles of these reformed local autonomy for promoting decentralization against new centralization should be revaluated.
