Архитектура управления организацией в эпоху пост-Web3: от децентрализации к экосистемной координации

В.В. Абрамов, Georgiy Kolesnik

This paper is devoted to a comprehensive analysis of the evolution of management models for digital platforms and organizations in the context of the transition from Web2 to Web3 and the formation of a future post-Web3 management paradigm. The main existing management models are considered in detail, their strengths and weaknesses are identified. A multi-criteria comparative analysis of three models (centralized, DAO, and hybrid) is carried out in terms of democracy, economic efficiency, and risk tolerance. The results of the analysis demonstrate that none of the pure management models is universally optimal. At the same time, the hybrid model demonstrates the most balanced results in all groups of criteria, which makes it possible to consider the creation of hybrid institutions that ensure a balance between decentralization, efficiency and resistance to manipulation as the basis for the formation of a post-Web3 management architecture. The principles of building a post-Web3 management system as an adaptive, multi-level system combining an operational core, expert subdomains and a broad community are outlined. The key characteristics of post-Web3 are the transition from quantitative token voting to reputation-based management and participant contributions (meritocracy), the introduction of algorithmic legitimacy, and the integration of AI to support decision-making.

Management of Decentralized Autonomous Organizations in the Digitalization Setting

A. S. Yukhno

The paper’s subject is examining decentralized autonomous organizations (DAOs) governance models during the digital economic shift. This study aims to deeply analyze DAOs to find governance aspects, and to develop a model to help integrate them into global finance and public administration. To achieve this goal, the study addressed the following tasks: analyzing existing methods to DAO governance; identifying key risks and opportunities; modeling a hybrid organizational structure; and assessing the role of stablecoins as a stabilizing element. The study’s novelty comes from the creation of a unique adaptive DAO governance model that combines elements of centralization and decentralization to enhance efficiency and legitimacy. The author used methods of comparative and systemic analysis, modeling, and real-world solutions and regulations. The results prove DAOs can complement traditional governance by making economic interactions more transparent and efficient. The study’s main takeaway is that DAOs need a balanced regulatory framework and better governance. Government agencies, blockchain developers, and specialists in public and corporate governance can use the work results.

The potential of crypto-economic tools in managing the risks associated with pharmaceutical research and development

Olga S. Stepchenkova

The article deals with the development and theoretical justification of a set of economic and mathematical models that ensure the risk management of decentralised research projects in the pharmaceutical industry using crypto-economic tools. The necessity of this development stems not only from the challenges posed by geopolitical instability and the obsolescence of the traditional “blockbuster” funding model in pharmaceutical corporations, but also from the development of highly specialised markets of medications for the treatment of rare diseases, research into longevity therapies, and the advancement of “long-tail science”, as well as new ways of organising research and development within the paradigm of decentralised science based on Web3 technologies. The study presents models that are unified by an endto-end risk management logic: from the assessment of management structure and human resource capacity, through fundamental valuation, to revenue distribution and protection against biomedical risks. The results obtained make it possible to establish threshold criteria for the management structure in scientific decentralised autonomous organisations (DAOs) and to formulate targeted recommendations for public authorities on improving the regulation of decentralised organisations.

Opportunities and threats of decentralized financing development for traditional financial institutions

A. Pogosyan

Decentralized financing may become an effective tool for developing financial markets in the Russian Federation in the foreseeable future, but its legitimization is associated with a number of threats and occurs in conditions of uncertainty. At the same time, postponing decisions in the development of the state's financial policy may lead to even greater costs associated with the departure of a promising segment of the new financial market into the shadows. The paper considers the opportunities and threats of decentralized financing development for traditional financial institutions in the Russian Federation. The study was prepared using the methods of conceptual, comparative analysis, financial and economic foresight. Results: the concept of decentralized financing is clarified, the differences between decentralized financing and digital financial assets previously legalized in Russia are considered. International experience of companies - traditional financial intermediaries - entering decentralized financing is presented, which is mainly in the nature of a test approbation of possibilities. Based on international statistics, an increase in the share of traditional financial companies in the volume of decentralized borrowings is shown. The article describes the diversity of development opportunities in the decentralized finance market for such classic financial intermediaries as commercial banks. Solutions for the development of financial policy in the Russian Federation are proposed, the need for legalization and the fastest possible construction of a sovereign infrastructure of decentralized finance with the safe involvement of traditional financial institutions is argued.

DIGITALIZATION AS A KEY TREND IN THE TURBULENT ENVIRONMENT OF CORPORATE ENTERPRISES

O. Peshko

The article examines the role of digitalization as a key trend in the turbulent environment of corporate enterprises. Key infrastructure components necessary for the successful functioning of the digital economy have been identified, including the regulatory framework, digital skills of professionals, and effective and accountable institutions. An important trend in the development of the digital economy is the emergence of "FinTech" companies that replace traditional financial intermediaries. The main aspects of the essence of the concept of financial technologies "FinTech" are considered. The tools for implementing digital technologies in the financial market of Ukraine are analyzed, including neobanking, artificial intelligence and machine learning, cryptocurrencies, open banking and financial ecosystems. The rapid development of these instruments is causing turbulence in both the financial sector as a whole and the emission activity of corporate enterprises. Among the features of the digitalization of emission activity in the financial market, the network effect, globalization, changing business models and increasing the speed of change are highlighted. The risks of introducing digital technologies into the financial market, including in the context of digitalization of emission activities in Ukraine, in addition to general risks related to cybersecurity, data privacy, lack of qualifications and knowledge, lack of flexibility and dynamism, include such specific risks as the emergence and development of decentralized autonomous organizations (DAO). A feature of DAO is that their role as a mechanism for protecting interests of stakeholders does not require the usage of an extensive system of various intermediaries that are necessary for the traditional stock market, which helps minimize transaction costs. The analysis of the role of digitalization as a modern trend in the formation of the corporate environment of enterprises showed a dual nature of the impact, since digitalization contributes to the growth of the adaptability of enterprises by accelerating the response to the challenges of a dynamic environment. However, digitalization enhances the dynamism of the environment itself and, in the process of interference with other factors, generates its turbulence. Prospects for further research include the development of a methodology for assessing the effectiveness of the usage of digital technologies, in particular artificial intelligence and blockchain, for the digitalization of the emission activity of corporate enterprises.

THE THEORY OF TRANSFORMATION OF INTELLECTUAL PROPERTY LEGAL REGIMES USING BLOCKCHAIN TECHNOLOGIES: INTERNATIONAL CONTEXT

Oleksandr Bignyak, S. Mazurenko, Olga Ivanchenko

This article is dedicated to the study of the theory of transformation of intellectual property legal regimes through blockchain technologies on an international scale. It focuses on three thematic blocks: firstly, defining the essence of blockchain technologies; secondly, analysing international blockchain technology standards; and thirdly, exploring variations in the use of blockchain technologies for the registration of intellectual property objects. The subject of the study is the social relations in the field of intellectual property and the mechanisms for their regulation. Methodology. The article employs scientific methods of cognition and doctrinal resolution of issues related to the use of digital tools in the regulation of social relations. This encompasses formal-logical and dialectical methodologies. A variety of empirical techniques, including synthesis, deduction, and statistical analysis, were employed. Results. The study reveals the absence of a direct indication of the use or intent to use distributed ledger technology, otherwise known as blockchain technology. The study demonstrates the significance of utilising blockchain technology in maintaining the customs register to account for intellectual property objects protected by law. This ensures the impossibility of unauthorised alteration or deletion of information about intellectual property objects, as provided by distributed ledger technology. These legal relations emerge in the course of entering information into the aforementioned registers, making modifications (updates), and providing information to interested parties. The use of blockchain technologies in the formation of the register of issued certificates of state registration of copyright for a work is justified.

In today's digital age, technical engineering plays an important role in using artificial intelligence and cryptocurrency to optimize tax systems and improve financial efficiency in fintech businesses. Artificial intelligence helps automate business processes, especially in taxation, which reduces the cost of tax administration. Cryptocurrencies open up new opportunities for optimizing tax systems, providing greater transparency and efficiency in financial transactions.. The use of AI in tax administration can streamline processes, reduce human error, and improve compliance. AI algorithms can analyze large amounts of data, identify patterns, and detect potential tax evasion or fraud, leading to more accurate tax assessments and improved revenue collection. Additionally, AI-powered chatbots and virtual assistants can provide taxpayers with personalized support and guidance, enhancing the overall experience. Cryptocurrencies, on the other hand, offer a transparent and secure way to conduct financial transactions. By leveraging blockchain technology, cryptocurrencies enable immutable and auditable records of transactions, which can facilitate tax reporting and compliance. Furthermore, the decentralized nature of cryptocurrencies eliminates the need for intermediaries, reducing transaction costs and increasing efficiency. However, the implementation of these technologies in tax systems requires significant investments in infrastructure, software, and personnel training. Tax authorities ought to allocate substantial budgets to modernize their systems and integrate AI and blockchain solutions seamlessly. Additionally, concerns over data privacy and the potential for cyber threats pose challenges in ensuring the confidentiality and security of taxpayer information.

The Development Model of the Tax Administration of Cryptocurrencies

N. N. Utolin

The subject of the study is the improvement of tax administration in the context of new economic forms of investment and settlements. The purpose of the work is to form a stable structure of interaction between taxpayers and tax authorities, based on ensuring compliance with the principles of accessibility, clarity and simplicity in order to increase the receipt of taxes and fees into the country's budget system and simplify the process of taxpayers fulfilling their obligations. The need to improve the tax administration of cryptocurrencies by modifying the processes of interaction between taxpayers, tax and other authorities has been established. A model of interaction and regulation of transactions with cryptocurrency is proposed, which minimizes the financial and resource participation of the state apparatus and ensures minimal participation of investors in the calculation and payment of taxes and fees, shifting responsibility for tax offenses to operators in the form of credit institutions, exchanges, and other accredited organizations in Russia that carry out these operations by integrating part of them functions, which will lead to a reduction in negative factors, due to the lack of elaboration of legislative norms, it will reduce the burden on tax administration authorities and simplify the payment of taxes for taxpayers. Conclusions are drawn about the need to regulate transactions with such a financial instrument as cryptocurrency at the legislative level and improve tax administration at the level of tax and other authorities to ensure budget filling.

Project analysis of digital technologies in supply chain management

Tetiana Наikova, Mykola Мoroz, Volodymyr Zahorianskyi, Yurii Burіennikov

Most often, the possibilities of the applied digital technologies / tools are not used to their full extent, which is due to either the insufficient level of knowledge and competencies of the staff, or the complexity of the technical program implementation. At the same time, the methodology of digital transformation itself, especially in relation to logistics and supply chain management (SCM), is insufficiently developed, despite the existing works of foreign and domestic specialists in this field. The results of the analysis show the relevance and urgent need for the development of conceptual technological platforms of digital solutions for logistics services in supply chain management at the stage of using artificial intelligence and blockchain technology. A study was conducted on the possibility of using promising digital technologies in logistics and ULP, in particular Blockchain (distributed ledger systems), Cloud Services (cloud services), Augmented/Virtual Reality (AR/VR) (augmented / virtual reality), Big Data (big data analytics), Predictive Analytics, Industry 4.0 (Robots) and the Internet of Thing. The very procedure of digital transformation of supply chains should include a number of project solutions related to the formation of a communication network structure (Multi Party Net-work), in particular, using blockchain technology, an integrated supply chain planning system, as well as a digital platform for controlling and monitoring events in the chain supplies (Supply Chain Control Tower). Warehouse logistics is an industry that actively implements innovations. To work in the warehouse, special robots with the prefix AGV (literally – automatically controlled vehicle) are used. A project analysis is being conducted on the development of unmanned trucks using the existing developments of unmanned technologies of domestic car manufacturers and prototypes of unmanned cargo vehicles. The necessity of researching the prospects of robotization of warehouse operations and the use of unmanned vehicles (drones and trucks without drivers) in the distribution / delivery of Final Mile Logistics is shown.

Ways of Interaction of Autonomous Economic Agents in Decentralized Autonomous Organizations

Denis Virovets, Sergiy Obushnyi, Olena Shtepa, Hennadii Hulak · 5 authors

Decentralized Autonomous Organizations (DAO), which have already become independent participants in the relationship in the Web 3.0 economy, are currently neither decentralized nor autonomous because most of the functions and tools used are still centralized, the management of DAOs still largely depends on collective decision-making by all participants. Regulation of the development of the market infrastructure of digital payments and the use of tokenized assets

Надія Проскурніна

Classic banking operations, such as granting loans, accepting deposits and participating in payment transactions, are on the verge of revolution thanks to the potential use of web 3.0 technologies and tokenized assets. These new financial horizons run the gamut from unsecured virtual assets (like cryptocurrencies) and shadow payments to central bank digital currencies and widespread circulation of money rights. The potential of digital transformations in the financial sphere is best illustrated by distributed ledger technology (blockchain) and new solutions based on it – decentralized digital platforms and tokenized assets. However, there are other forms of decentralized financial instruments, payment services and financing that can allow households and companies to access credit and share unbreakable financial risks, bypassing traditional financial intermediaries. This scientific article discusses relatively new methods of providing access to low-cost and "seamless" payment systems from the point of view of their implementation in small or regional banks. The drive to innovate through alternative financing mechanisms involves the integration of many disparate customers into mainstream and even new financial systems. Tokenized assets can become a means that are available to those who are deprived of access to classic banking services, and even to those who are outside the scope of services of traditional banks.
