The global transition to sustainable energy is critical for achieving development goals and addressing climate change. Beyond technology, economic paradigm shifts are now seen as essential to reshaping power markets and accelerating this transition. This paper explores key economic transformations driving the shift, focusing on innovative financial mechanism such as green bonds, blended finance and de-risking tools that mobilize capital for clean energy. It also examines the role of carbon pricing instruments like Emissions Trading Systems in incentivizing decarbonization and the rise of decentralized business models, including Virtual Power Plants and Energy-asa-Service and their implications for market structures and revenue streams. Drawing from international case studies and a review of current literature, the study identifies effective policy frameworks and financing strategies. Applying these insights to Vietnam’s energy context, it offers targeted recommendations to attract investment, reform power market design and strengthen the green finance ecosystem. This research contributes to a deeper understanding of the economic levers vital for enabling a sustainable, inclusive and resilient power sector aligned with Vietnam’s net-zero goals.

Low-orbit satellite communication systems (LOSCS) should have the property of noise immunity, which is based on informational, structural and energetic secrecy, as well as noise resistance. One of the directions associated with increasing of informational secrecy is based on the use of a satellite identification system. This system is designed to prevent the imposition of someone else's content on the subscriber through the use of an authentication protocol based on zero-knowledge proof. In a number of works it is proposed to use modular codes (MC) for a reduction of the time of identification of the applicant as MC give the possibility for parallelizing the process of calculations in the protocol. It is known that MC can increase the fault tolerance of the identification system as they are able to eliminate the consequences of failures during operation. But they can also be used to increase the noise immunity of the LOSCS. Thus, the use of a single algebraic system in the construction of MC that are capable of correcting errors caused not only by failures during operation of the identification system, but also by interference in the communication channel, will allow us to abandon cascade codes. Therefore, the development of a method for constructing a modular turbo code for a noise-proof satellite authentication system is an urgent task.

Support for integrated capacity building focusing on learning support for government organizations, communities, networks and small business is the most important contribution foreigners can make to local development.Excessive equipment and action assistance with minimal learning support, is more likely to create dependence.However learning support without locally financed working resources and improved motivation is hardly effective.Decentralization of authority requires decentralization of skills.Learning support focusing on specialist and management training without integrated courses for all staff limits organizational effectiveness.Aid/ cooperation should be much better integrated.This can only be achieved through deeper dialogue and better strategies.To seek a reasonable future for the region
