En partant des constats de l’omniprésence des nudges dans les « écosystèmes » blockchain et d’une convergence entre les fondements philosophico-politiques de la blockchain et du nudging , cet article propose une approche critique de l’automatisation organisationnelle qui constitue l’horizon et l’un des moyens privilégiés du développement des DAO ( Decentralized Autonomous Organizations ). Ces entités fonctionnent en effet largement grâce à la blockchain, dont nous analysons ici d’abord, grâce à la théorie de l’ hypernudge , le potentiel de concrétisation numérique d’une forme de dérive systémique de l’usage des sciences comportementales. Ayant conclu à l’inopportunité de l’application de la qualification d’ hypernudge aux blockchains en elles-mêmes, nous proposons de qualifier celles-ci de systèmes complexes dont les architectes tentent de réduire l’incertitude ontologique. À partir de ce résultat, nous concluons que si les DAO agglomèrent des nudges, c’est qu’elles sont des organisations dont la complexité redouble celle de la blockchain et que, à ce titre, elles agglomèrent avant tout des normes.

Between 2000 and 2011, the military-political and civil crises undermined the implementation of various local development projects in Côte d’Ivoire. After crises, funding difficulties became even more acute. Decentralized communities, which have already been faced with shrinking budgets since 1980, are struggling to meet the needs expressed by local people. Faced with such a reality, decentralized cooperation would seem to be an effective and appropriate approach. However, this approach remains unknown and unexplored by the majority of elected officials in Côte d’Ivoire. The objective of the article is to show that in the Abidjan District Municipality of Yopougon, decentralized cooperation has made it possible to finance and implement development projects at the local level.

The globalization of trade and the organization of work are currently causing a large migratory flow towards the cities. This growth of cities requires new urban planning where digital tools take a preponderant place to capture data and understand and decide in face of changes. These tools however hardly resist to natural disasters, terrorism, accidents, etc. Based on the expertise of the CITI laboratory of INSA Lyon and SC3 of the Industrial University of Santander, we propose to create the ALERT project - Autonomous Liable Emergency service in Real Time - with decentralized, reliable and efficient services, physically close to the citizens, taking decisions locally, in a relevant manner without risk of disconnection with a central authority. These information gathering and decision-making will involve the population with participatory and social approaches.
