共识协议(算法)是区块链技术的核心关键，从根本上决定了区块链网络的性能、安全性和可用性。本文简要阐述了目前最主流的两种公有区块链共识协议——PoW(Proof-of-work,工作量证明)和PoS (Proof-of-stake,权益证明)的起源、设计理念、优势、劣势以及一些知名的改进方案。最后，本文以目前世界上最著名的公有区块链智能合约平台——以太坊为例，总结了以太坊 PoS方案未来的发展前景和重大战略意义。

The author argues that,in terms of policy,the establishment of China's public financial system laid the foundation for identifying and implementing the fiscal responsibility for compulsory education.Because compulsory education is a kind of pure public product,the government should completely bear the fiscal responsibility for it.We should integrate centralization with decentralization in labor-division among governments in different levels to realize a balanced development of compulsory education.The key for Beijing municipal government to implement the fiscal responsibility for compulsory education is to clarify the common responsibilities of city and local finance,and the municipal government should increase investment in compulsory education.

This paper has analyzed the reasonable compulsory education financial system arrangement under the public financial system,and the main question of the present compulsory education financial system in our country,In this foundation,this paper proposed the basic train of thought of further improving our country compulsory education finance system,that is: under the major premise of the moderate decentralization of compulsory education finance,besides increasing the financial transfer payment of a few poor counties,more importantly,the Central authorities and the province government should solute the drive insufficiency of county government in the compulsory education expenditure through the effective intervention mechanism.

China is one of the countries that can carry out successfully financial division of powers. Compulsory education carry out division of powers either. However, our country enormous compulsory education is undertaken by countries or villages' finance. It may be called Try to put out a burning cartload of faggots with a cup of water-an utterly inadequate measure. That children are not go to school is very common in poor rural areas. From this we can draw a conclusion that excessive division of powers in compulsory educational system is restricting the development of Chinese compulsory education.
