ANALYSIS OF FOREIGN EXPERIENCE IN THE REGULATORY FRAMEWORK OF DISTRIBUTED LEDGERS AND ICO (INITIAL COIN OFFERING) WITHIN INNOVATIVE ECONOMY

Purpose: The article analyzes the content of economic and legal mechanisms of state control over the emerging market of ICO (Initial Coin Offering). Methodology: This was analytical-logical research based on content analysis. Result: Regarding the considered areas of legal regulation, it is worth noting that in regulating the protection of intellectual rights, counteracting legalization and laundering of money obtained by criminal means, as well as in regulating the protection of personal data, most states use the current legislation without any changes. Applications: This research can be used for universities, teachers, and students. Novelty/Originality: In this research, the model of the analysis of foreign experience in the regulatory framework of distributed ledgers and ICO (initial coin offering) within innovative economy is presented in a comprehensive and complete manner.

Decentralized Finance to Improve the Performance of Centralized Finance

The urgency of the problem under investigation is conditioned by the need to find mechanisms that contribute to maintaining a balance in the process of realizing increasingly complex tasks that state faces with a lower level of budgetary opportunities The article is aimed at developing the theoretical foundations of finance and the mechanism for mobilizing financial resources necessary for the region in implementing strategic tasks by means of involving decentralized finances in the process of implementation of state programs by the subject of measures to achieve the synergistic effect obtained in their interaction with centralized finances contributing to improving the efficiency of public finances The article considers theoretical aspects of finance and formulates the necessity of application and introduction in practice of the accumulated scientific potential in the processes of solving state problems makes generalization of the main problems in the sphere of centralized finance management in the subjects of the Russian Federation presents the algorithm of practical application of the model of the mobilization mechanism of centralized and decentralized financial resources in the process of implementing the state program designed to increase the effectiveness of public finances in the region using the example of the Samara region The materials of the article can be useful and successfully implemented in practice in other regions of the Russian Federation

Difficulties in Realizing Economic Structure Transition in China——Based on the Relation of Public Investment,Economic Growth and Transtion of Economic Structure

Positive financial policy always goes along with unbalanced economic structure in China.It is easy to follow the simple logic and make the judgment that large-scale public investment construction may aggravate structural imbalance and threaten sustainable economic growth while maintaining rapid economic growth.Based on research of Chinese practice,intrinsic investment impulsion of local authority indeed strengthens the imbalance of economic structure under specific decentralization system of China.But as a policy tool,public investment doesn't have positive connection with the transition of economic structure.However,under the control of finance decentralization and other institutional factors,excessive growth of public investment and economic aggregate has remarkable inhibitory effect on transition of economic structure.Therefore,moderate economic growth and investment increase will benefit the transition of economic structure.

This paper testified the privilege of SME cluster financing through an empirical study on the issues of financing situation of SME clusters.The empirical results show that the clustering is an innovation in SME's financing,which lays financing foundation for SME to solve the natural constraints.As a result,we must consider the risk sharing mechanism of symbiotic relationship,increasing the system utility and decentralizing systematic credit risk.An opinion has been put forward that the expanding the boundary of symbiotic relationship is an innovative mechanism of industrial clusters'financing.
