Optimization of Hybrid Systems ’Operating Modes Based on Renewable Energy

The development of the isolated and decentralized territories' energy infrastructure is one of the most important issues for the development of world energy. This task was set by the International Energy Agency within the framework of the adopted energy policy until 2050. Isolated energy supply zones in Russia cover up more than 60% of the entire territory. Authors in this paper define the operation modes of the hybrid systems with a high penetration level of diesel fuel. In the article, a multipurpose selection method of the main and auxiliary equipment of the energy complex based on renewable energy sources was showed. In the article, the process of creating unique laboratory bench for conducting simulation studies of wind power plants was described. The research work was completed during ENI CBC project Energy-efficient systems based on renewable energy for Arctic conditions "EFREA" financed by the European Union, the Russian Federation, and the Republic of Finland.

The article reviews one of the solutions to the challenging issue – energy supply and the organization of telemetry and communication system of process facilities located in remote areas, often in the zone of decentralized power supply, where the cable laying is impossible or requires time and money. The author considers the possibility of creating a wireless self-contained block valve unit through the example of the linear section from 0 to 153 km of the “Zapolyarye – Purpe – Samotlor” pipeline s transportation system (the Yamalo-Nenets Autonomous District, Russia), what is proposed to be implemented with energy from fuel-free technologies for generating electricity. The author has developed a scheme of the combined power complex using various sources of energy supply. It is proposed to use wind-driven power plants and solar photovoltaic modules as the main energy source, and a rechargeable battery pack and a diesel generator set for back-up power supply. The energy potentials of wind and solar radiation of the territory where the main pipeline is passes was statistically analyzed. Also, the paper discusses the organization of a wireless telemetry and communications system of the main oil pipeline. It is proposed to carry out by creating a line-of-sight radio relay link system with two radio links (primary and backup) and auxiliary duplication from the existing digital global communication system deployed on the basis of low-orbit satellites.

The socioeconomic factors of development gas pipeline systems republic of Sakha (Yakutia)

The article deals with the financial aspects of the implementation of programs to ensure the energy security of the regions of the Far North of the Republic of Sakha (Yakutia). The decentralized model of energy supply in the medium and long term, production of gas from deposits of Yakutia and the completion of main gas pipelines, which is fundamental to the sustainable growth of the economy of remote communities and to improve social and environmental conditions. Energy security means economic security of the Russian Federation on the external and internal factors and rational use of energy resources in the economic and environmental feasibility and prospects for sustainable socio-economic development. Economic efficiency is shown in the article replace the imported fuel to gas, and the dynamics of the share of the federal budget, budget, credit institutions and investment companies in the funding of projects. Focus also on the socio-economic factors that reduce the overall impact of the program on gasification of the region the financing of projects. In the context of the importance of autonomous power systems requires effective public policies that encourage the use of alternative energy sources.
