자치분권에 따라 재정권한을 많이 향유하는 지방자치단체에는 그만큼의 통제와 책임이 확보될 수 있 는 방안이 필요하다. 따라서 우리가 추구하고 있는 재정분권의 강화가 회계책임성의 제고를 담보할 수 있는 것인가 라는 의문에서 본 연구는 시작되었고, 회계책임성의 강화를 주민의 참여, 의식제고나 자치 단체장과 지방의회 등 정책결정자의 도덕적 차원만이 아닌 재정관리제도의 개선으로 제고될 수 있는 현실적 방안을 도출하고자 하였다. 자치단체의 재정운용에서 재정정보의 수요도 제한적이며, 본질적인 정보가 아닌 부수적인 정보의 양 산과 이들이 공시되는 상황에서 시의적절한 정보(timely information that is objective, fact-based, nonpartisan, nonideological, fair, and balanced)가 필요하다는 점을 강조하였다. 이와 함께 지방자 치단체의 회계책임성을 구현하기 위해서 주민에 대한 재정공시제도와 재정책임성을 확보할 수 있고, 내 부관리자들이 더 나은 결정을 할 수 있는 각종 제도적 장치를 모색해야 한다. 그런 면에서 사업별 원가 산 정, 사업의 유사・중복 식별, 사업성과의 평가에 기본이 되는 예산분류체제, 예산편성형식(format)은 개 선되어야 할 과제이다. 아울러 재정담당부서(예산, 회계, 세정 등)의 내부통제가 강화되어야 할 것으로 예산부서는 사업에 관한 정보, 일상의 재정운영이나 예산・결산의 내용, 특히 차년도 예산편성 정보 등 재 무전반에 대한 정보에 관하여 총괄책임(control tower)의 역할을 하여야 할 것이고, 재정부서 공무원의 전문성 제고를 위한 조처가 필요하다. 그리고 재무회계와 관련해서는 회계감사제도의 도입, 재무회계결 산으로의 일원화 등이 논의될 수 있는데, 이를 위해서 우선적으로 재무회계 담당자의 전문성 제고, 자치 단체장의 인식 제고가 필요할 것으로 보았다.
SUMMARY The novelty, ambiguity, and the lack of official guidance surrounding cryptocurrency transactions impose additional audit risks that should be considered during client acceptance and retention and planning audit procedures. We develop a four-quadrant model to assist auditors in client acceptance and continuance decisions and identify cryptocurrency risks that should be considered during audit planning and audit evidence gathering.
ABSTRACT Recently, accounting academics have reported increased attention in the accounting profession toward the employment of various technologies. These studies only highlight the exploitation of these technologies in the profession and areas for future research, while missing the need for modernizing the accounting curriculum to meet the industry's technological needs. This paper follows an integrated model for curriculum redesign to reflect blockchain technology, business data analytics, and artificial intelligence employment in the accounting profession. By building on the main four educational curricula designs components, we propose ways to incorporate these technologies into the accounting curriculum. Current industry implementation of new technologies should be considered by academia when designing accounting curriculum to prepare graduates for the market and to ensure their employability. This paper calls for radical changes in the accounting curriculum to reach a balance between existing accounting knowledge and information technology skills relevant to the profession. ABSTRACT This paper explores U.S. public firms’ cryptocurrency holdings and accounting practices from 2013 to 2022 against the backdrop of the recently enacted crypto accounting rule, ASU 2023‐08. Descriptive analyses suggest exponential growth in corporate crypto holdings and significant variation in crypto accounting practices, underscoring the rule's necessity. Hypothesis tests using the pre‐rule data reveal three insights with direct relevance to the rule. First, firms appear to view crypto assets more akin to investments than intangible assets, consistent with the rule's mandate of the fair value model. Second, Big 4 auditors steer firms toward the impairment model and less detailed presentation choices. This conservative approach is unlikely to meet the new rule's goal of providing the most decision‐useful information. Third, increased liquidity of crypto markets prompts the use of the fair value model and a more detailed presentation, consistent with the rule's focus on more actively traded tokens. However, within our sample, we find some evidence consistent with fair value reporting increasing stock return volatility and no evidence that it enhances earnings informativeness.

Araştırmadaüniversite öğrencilerinin, mevcutteknolojisiyle birlikte yeni bir para birimi olarak gündeme gelenBitcoin piyasasına katılım eğilimlerinin ortaya konması ve buna yönelik bir ölçek geliştirilmesi amaçlanmıştır. Buamaçla Cumhuriyet Üniversitesi, Gaziosmanpaşa Üniversitesi, Kahramanmaraş Sütçüİmam Üniversitesi ve Osmaniye Korkut Ata Üniversitesi öğrencilerine bir anketuygulanmıştır. Araştırmanın örneklemi seçilirken özellikle İktisadi ve İdariBilimler Fakültesi öğrencileri ile Bitcoinle daha alakalı olabileceği düşünülenbazı mühendislik fakültelerinden öğrenciler seçilmiştir. Çalışmada örneklembüyüklüğü ana kütleyi yeterince temsil eder büyüklüktedir. Söz konusuörneklemden elde edilen verilerin analizi aşamasında SPSS 21.0 paket programıkullanılarak katılımcıların frekans ve yüzde değerleri hesaplanmış, ölçeklereilişkin geçerlilik ve güvenirlik analizi yapılmış, ölçekler arasında ilişkinintespitinde ise korelasyon analizinden yararlanılmıştır. Araştırma sonuçlarınagöre, üniversite öğrencilerinin Bitcoin hakkında yeterli bilgiye sahipolmadıkları ancak güncelliği nedeniyle büyük ölçüde ilgilerini çektiği ve işlemyapmaya hazır göründükleri gözlemlenmiştir.
This paper revolves around the evolving policies of India regarding cryptocurrencies and blockchain technology are extensively analyzed in this study with an objective to establish a dynamic and sustainable regime.India currently follows an observational or wait-and-watch approach instead of an active regulatory role, as per a review of government statements, legislative measures1, and infrastructure initiatives. The thesis focuses specifically on the taxation of crypto-assets in the Indian scenario. It examines critically the current tax provisions under the Income Tax Act and the Finance Act, 2022,where cryptocurrencies have been categorized as Virtual Digital Assets (VDAs)2, thus making them subject to special taxation and reporting requirements. The research assesses how these provisions relate to wider regulatory and economic goals, including investor protection, financial stability, and technological advancement. This study suggests a two-character regulatory framework for cryptocurrencies depending on their function and usage. This purpose-based, time-bound categorization aims to offer clarity and adaptability so that policymakerscan modify rules for the changing applications of digital assets.
With the rise of Bitcoin, the blockchain technology as its core technology has received wide attention from all walks of life. Blockchain technology demonstrates its potential for audit applications by virtue of decentralization, transparency, and data tampering. This paper starts from the characteristics of blockchain technology and discusses the application value of blockchain in audit. Through the comparative study on the blockchain audit application of the international "big four" firms and Chinese firms, the impact of blockchain audit on the firm's business and the working methods of auditors is discussed. Based on this, relevant suggestions are put forward for the future development of blockchain audit.
Günlük yaşama çok hızlı bir giriş yapan kripto para birimleri bireyin hayatını çevrelemeye başlamıştır. Muhasebe bilimi açısından konuya bakıldığında incelenmesi gereken finansal açıdan hayati derecede önemli yeni durumlar ortaya çıkmıştır. Bunlara kripto para birimlerinin muhasebeleştirilmesi, meydana gelen kazancın vergilendirilmesi, işletmelerin bünyelerinde bulunan kripto paraların ve bu paralarla yapılan işlemlerin denetim açısından durumu sayılabilir. Bu çalışmada kripto para birimlerinin muhasebe açısından incelenerek muhasebeleştirilmesi, vergiye konu edilmesi ve denetim açısından durumunun irdelenmesi ve çeşitli önerilerde bulunulması amaçlanmaktadır.
Son günlerde ekonomi gündeminde oldukça fazla yer kaplayan Bitcoin faaliyetleri, bazı ülke- ler tarafından yasal olarak kabul edilmekte iken, Türkiye’de ise Bitcoin için tam olarak yasal bir zemin oluşturulamamıştır. Bitcoin’nin en önem- li özelliği ise, vergi cennetleri gibi kapalı bir kutu olması sebebiyle yapılan işlem miktarının belir- lenememesidir. Özellikle son günlerde Bitcoin’in oldukça değer kazanması ve Bitcoin’le yapılan iş- lemlerin kayıt altına alınamaması dolayısıyla mali kontrollerden kaçılabilmesi yatırımcılar açısından Bitcoin’i daha da değerli kılmıştır. Ayrıca Bitco- in’lerin belirli bir sayı ile sınırlı oluşu bu sanal para- yı (kripto parayı) enflasyonun etkilerinden de uzak tutmakta ve gelişmekte olan ülkelerin yerel para birimlerinin Bitcoin karşısında daha az istikrarlı ve finansal krizlere karşı dayanaksız oluşu Bitcoin’i oldukça cazip bir alternatif haline getirmiştir. Bir- çok ekonomist tarafından güven vermeyen bir yatırım ya da ödeme aracı olarak tanımlanan Bit- coin, sadece 2017 yılı içerisinde yüzde 1.700 değer kazanması sebebiyle bu söylemlerin aksine işlem hacmini gün geçtikçe katlamayı başarmıştır. Bun- dan dolayı birçok dünya ülkesi Bitcoin’i yasal bir işlem olarak kabul etme yolunu tercih etmiştir. Böylece yapılan işlemlerin kayıt altına alınabilecek olması Bitcoin ile yapılan işlemler üzerinden de vergi alınabileceği hususunu gündeme getirmiştir. Bu çalışmada, Bitcoin’in tanımına ve gelişimine, özellikleri ve işleyişine, avantaj ve dezavantajla- rına, Türkiye özelinde Bitcoin işlemlerinin vergiye tabi tutulması durumunda hangi gelir unsuru ola- rak kabul edileceği, ne şekilde vergilendirileceği ve muhasebeleştirileceğine ilişkin önerilere yer verilecektir.
Click on a number in a financial report and get all the details. In the late 1980s, most accountants put aside their columnar pads and calculators and advanced to computers. In some respects, that was a big step, but in reality, very little actually changed: The financial reports were simply transferred from paper to the computer screen. Although the efficiency of report generation was improved, the reports were still static and what you saw on the screen, just as what you saw on the paper, was what you got. Unless extra information was added in a footnote or an addendum, there was no way such a static report--whether it was prepared on paper or on the computer--would show where any of the numbers came from or how they were calculated. Today's technology has given financial managers the opportunity to make reports both interactive and multidimensional. Mind you, we're not talking about leading-edge or tomorrow's technology. Set up properly, Microsoft Excel call allow financial report viewers to dig below the surface of a statement and uncover the source of any number and how it was calculated--in effect, to add new dimensions to otherwise static reports. The technique is commonly called drill-down functionality. Previously, we described how to distribute financial reports throughout an organization electronically rather than on paper (see Financial Reports in a Snap, JofA, Apr. 00, page 31). Once freed from the paper medium, reports also can become dynamic and interactive. This article demonstrates how to achieve drill-down functionality by creating an interactive selling, general and administrative (SGA exporting as a comma-delimited flat file works well. The minimum fields you need to export are month, department number, account number, account description, transaction description and transaction amount.
