China is unique in its investment strategy over the past 40 years. Its rate of investment was much higher and its investment efficiency much lower than those of Japan and other Asian developing countries. Investment efficiency had experienced little improvement in recent reforms mainly owing to the fact that decentralization of investment had not been accompanied by substantial reforms in prices and enterprise accountability. China is also one of the few countries in the world which not only financed its investment through its own saving but also exported capital during its early industrialization drive. In the past, the government was apprehensive that in the absence of government saving national saving might drop drastically. Recent experience with decentralizing saving proved this to be wrong.

This paper discuss the smoke sensor and the relay control in the smart home.STM32 is used as the central part of the whole system and LwIP protocol is also applied to transfer data. The system uses the MQ-2 smoke sensor detect the concentration of combustible gases in air, and uses the SRD-05VDC-SL-C to close and cut off the circuit. The paper also discuss the sensitivity characteristics and the temperature and humidity effect of the smoke sensor. At the end of the paper, it is given the C code in the KEIL MDK environment.

Reviews and journals are currently revolving the topic of cryptocurrencies, even if, so far, the domain of law has not found the spur to adequately and univocally frame this phenomenon. Nonetheless, the US legal theory is presently debating how to include Bitcoins into pre-existing “regulatory folders”, while the country’s judiciary is dealing with the first cases pertaining to Bitcoins. The reaction of the US legal system to this radical technological innovation demonstrates that the operational rules resulting from the joint action of the legal formants may grant a legal system a first response by relying merely on its own legal tools. In light of this, the present article investigates the reactions to Bitcoin and the potentially suitable regulatory frameworks proposed by US legal theory. These keywords were added by machine and not by the authors. This process is experimental and the keywords may be updated as the learning algorithm improves.

Implementation of fiscal decentralization in improving services and needs in various sectors of the public sector one, giving authority to local governments to provide capital expenditure for the development of higher beneficial sectors in each region. The purpose of this research is to obtain empirical evidences of the influence of Economic Growth, Local Own Revenue (PAD), General Purpose Grant (DAU), Special Purpose Grant (DAK), and Surplus of budget financing altogether in allocating capital expenditure in districts/cities in central java province. In this study, the sampling method used was saturated sampling technique, where the entire population to be sampled. Population in this study is all local governments In central java Province for year of 2013 – 2014. In java central Province, there are 35 local governments which consist of 29 districts and 6 cities. The data used is Budget Realisation Statements of districts/cities in central java Province which had been audited by BPK. The test results showed PAD, DAK, and SiLPA positive and significant impact on capital expenditures in the Districts / Cities in central java Province, while economic growth and DAU have not significant effect on capital expenditurein the Districts / Cities in central java Province

The smart grid is widely considered as an efficient and intelligent power system. With the aid of communication technologies, the smart grid can enhance the efficiency and reliability of the grid system through intelligent energy management. However, with the development of new energy sources, storage and transmission technologies together with the heterogeneous architecture of the grid network, several new features have been incorporated into the smart grid. These features make the energy trading more complex and pose a significant challenge on designing efficient trading schemes. Based on this motivation, in this paper, we present a comprehensive review of several typical economic incentive approaches adopted in the energy-trading control mechanisms. We focus on the technologies that address the challenges specific to the new features of the smart grid. Furthermore, we investigate the energy trading in a new cloud-based vehicle-to-vehicle energy exchange scenario. We propose an optimal contract-based electricity trading scheme, which efficiently increases the generated profit.

Although indispensable and in daily use, money and more specifically money creation in our two-layered fractional reserve banking system is still poorly recognized by social science at large. Its main features are outlined in order to identify (a) money’s double nature to be private and public at once and (b) inflation and speculative excess as two of its inherent dangers. Bitcoin and sovereign money are discussed as prominent examples of, on the one hand, private or libertarian and, on the other hand state-oriented or social-democratic monetary reforms, each intended to solve one of the two systemic problems our currency order. The new money’s respective advantages notwithstanding, it is shown that neither Bitcoin nor sovereign money can overcome money’s double nature or realize the dream of an eventually neutral money.

With the increased speed of information exchange provided by the advance and the popularization of technology especially in the information technology, telecommunications and Internet fields, many of the critical elements for the implementation of a decentralized monetary system, such as the high cost and precariousness of computational mathematics engineering, were overcome, making possible the emergence of cryptocurrency within the virtual environment of the Internet, with open source code and collaborative work, decentralizing control and ensuring the anonymity of financial transactions. In this context, this work includes from the design of cryptocurrency, especially the Bitcoin until the functioning and other more technical aspects such as encryption and the key technical concepts involved, also addressing the economic and security aspects of these new forms of virtual and fully electronic payment methods

© Springer International Publishing Switzerland 2016.Motivated by tampering attacks in practice, two different but related security notions, termed complete non-malleability and relatedkey attack security, have been proposed recently. In this work, we study their relations and present the first public key encryption scheme that is secure in both notions under standard assumptions. Moreover, by exploiting the technique for achieving complete non-malleability, we give a practical scheme for the related-key attack security. Precisely, the scheme is proven secure against polynomial functions of bounded degree d under a newly introduced hardness assumption called dmodified extended decisional bilinear Diffie-Hellman assumption. Since the schemes are constructed in a direct way instead of relying on the noninteractive zero knowledge proof or signature techniques, they not only achieve the strong security notions but also have better performances.
