PREREQUISITES FOR NON -FUNGIBFUNGIBLE TOKEN ACCOUNTING

Today, in the world and in Ukraine, in particular, along with fiat money, there are cryptocurrencies in circulation. One type of cryptocurrency is non-fungible tokens (NFT). NFT is a type of digital asset created on the blockchain basis, which allows you to obtain ownership of a product that exists exclusively on the network (images, videos, animations). NFT opens up new opportunities for intellectual property objects. The purpose of the article is to research the theoretical foundations of cryptocurrency accounting, in particular one of its types, non non-fungible token (NFT). NFT framework is the ERC-721 (Ethereum Request for Comments 721) standard for issuing and trading non-fungible assets. The creation of legislative norms to regulate relations related to cryptocurrencies has just begun in Ukraine. The Law "On Virtual Assets" was adopted in Ukraine, but it has not entered into force. Accounting issues remain unsettled due to the lack of a regulatory framework.

Building the capacity of territorial communities by revealing their latent potential

Decentralization is a common component of public finance development and reform strategies through efficiency, better governance and accountability. It has become particularly important for the local governments to recognize and test policies and practices that promote building the capacity of local communities by revealing their latent potential. The aim of the article was to identify and describe the current state of the decentralization process in Ukraine and in the EU, the problems and achievements of local communities. Observation and comparison were the leading methodological tools. The research found that the effective development of territorial communities of Ukraine requires further implementation of the relevant regional strategic planning of the European Union. The appropriateness and prospects of the LEADER/CLLD approach in the form of cooperation and partnership between urban and rural areas were established. Fiscal decentralization as a basic factor on the way to improving the level of regional development was determined through a comparative analysis of the factors of positive dynamics of development of territorial communities in the EU and Ukraine. A comparative analysis of the practice of Ukraine and EU countries in the implementation of LEADER/CLLD projects in the context of building the capacity of local communities by revealing their latent potential is a promising vector of further research.

PATTERNS OF FINANCIAL CRIMES USING CRYPTOCURRENCIES

The cryptocurrency market is rapidly gaining momentum and is becoming an alternative financial platform to the traditional financial trading market. Currently, cryptocurrency is of particular interest to criminals to make illegal profits, such as money laundering, terrorist financing, financing the proliferation of weapons of mass destruction, corruption. The main purpose of the study is to identify information signs that indicate the implementation of illegal financial transactions using cryptocurrencies. Empirical (observation, description) and theoretical (grouping, synthesis, abstraction) research methods were used for this research. According to the results of the study, it is established that the signs of illegal transactions with cryptocurrency are: non-transparent cryptocurrency contracts; encrypted cryptocurrency transactions; impersonal transactions; fragmented systematic transactions into marginal, limited amounts to avoid identification; transactions that do not comply with the approved transaction protocols; currency exchange transactions by unidentified traders; confusing cryptocurrency to other forms of electronic funds in order to withdraw such funds in cash. The authors of the article identify the main agents in the cryptocurrency economy (centralized and decentralized cryptocurrency exchanges, token issuers, distribution services, gaming services, cryptocurrency wallets). The paper describes software products for the identification of illegal cryptocurrency transactions. The results of the study are of practical value to national regulators in strengthening financial stability and combating illegal financial transactions. management of financial institutions to improve the system of counteraction to illegal financial transactions using payment cards, namely the creation of separate bodies for analysis and regulation of fraud in the banking sector, strengthening responsibility for fraud at the legislative level, establishing a single authentication standard for customers, development of open banking.

Cryptocurrency Market: State, Problems and Prospects

The first cryptocurrency appeared in 2009 and since then, both the number of active cryptocurrencies and the number of owners of crypto accounts have been steadily increasing. Despite the lack of a unified position on the issue of its legalization and the legality of its use for settlements and transactions on a par with “real” money, more and more users, both among individuals and legal entities, are inclined to the prospects of cryptocurrency investments, as evidenced by the investment policy of a number of large Wall Street companies in 2020–2021. Thus, the relevance of the chosen topic is due to the need to analyze the dynamics of the young cryptocurrency market, which is developing according to its own laws, which differ from the mechanisms of functioning of traditional markets. The development of the cryptocurrency market is influenced by factors such as the number of investors and the degree of development of blockchain technologies. The purpose of the study is to identify the factors that control the dynamics of the cryptocurrency exchange rate and assess their impact on the current state of the cryptocurrency market. To achieve this goal, such scientific and practical research tasks were formulated as identifying factors affecting the popularity of cryptocurrencies in the world; describing the advantages and disadvantages of using cryptocurrencies; conducting a retrospective analysis of the world experience in regulating the cryptocurrency market and analyzing the dynamics of the value of cryptocurrencies, using Bitcoin as the first and most popular cryptocurrency in the world. Particular attention was paid to the problem of identifying the factor that influenced the downward dynamics of the value of cryptocurrencies since mid-September 2021. When writing the article, such methods as analysis of statistical information, analysis of the dynamics of individual elements of the market, a forecast based on consumer judgments, the study of global strategy directions, and others were used. The result of the study was the disclosure of the influence of a new factor on the cryptocurrency market – energy.

Main mechanisms of blockchain technology implementation in digital technologies application

Purpose. To analyze the basic principles of blockchain technology implementation, highlighting the algorithms for reaching consensus in the blockchain network to ensure its reliability; to identify key problems in the implementation of such technology and suggest ways to overcome them; to perform a systematic analysis of the blockchain technology contradictions and suggest ways to eliminate them. Methodology. The research used the basics of economic analysis of economic entities to compare their managements centralized and decentralized models. This approach showed that another wave of transformation of business and social models has unfolded in recent years, caused by the next-generation digital technologies involving the economys transition to the digital area. Revealing the blockchain technology mechanisms is based on modern databases and peer-to-peer computer networks, covering in detail the main means of contradictions, application, and implementation of blockchain technology. Findings. The main results of these studies are obtained in the digital economy. The paper shows that digital technologies open up a wide range of opportunities for different sectors of the economy. The research highlights the features and principles of distributed registry technology (Blockchain) applications. It is shown that as a decentralized data registry, blockchain technology is the most discussed and relevant topic in the digital economy. Originality. The paper further developed the main component of the digital economy, which is progressing most intensively, the distributed ledger technology (Blockchain). The paper analyzed its strengths, such as cost reduction, increased security, and transparency of transactions that attracted the attention of various sectors of the economy. The authors approach for eliminating the revealed mechanisms of contradictions, application, and implementation of blockchain technology is presented. The definition of the digital economy, digital technologies in the economy, and end-to-end digital technologies have been improved to clarify the understanding of the economic management decentralization problems. That showed that the digital economy has several subtleties associated with insufficient research and comprehension of technical implementation and flexibility. Practical value. The research results will be useful for expanding ideas about the blockchain technology implementation in different sectors of the economy, accompanied by lower costs, increased security and transparency of economic entities, and improving their economic efficiency and development in digital technologies application. The blockchain technologies implantation at the enterprises of the mining and metallurgical industry allows making the production and sales of products more efficient and transparent, and at the same time significantly reduces the human factor.

Directions of increasing the efficiency of the development of social infrastructure enterprises in rural communities under the conditions of decentralization

The subject of the study is theoretical aspects and practical proposals regarding the strategic directions of development of enterprises and institutions of social infrastructure in the countryside under conditions of decentralization. The purpose of the article is to substantiate the theoretical principles and practical recommendations regarding the directions of development and increasing the efficiency of the functioning of enterprises of the social infrastructure of rural territorial communities in conditions of decentralization. The methodological basis of the article is the methods and approaches of economic, institutional and theory of sustainable development. In particular, historical, monographic, economic comparisons, statistical-economic, systemic-structural analysis and synthesis were used. Results of the article. As a result of the research, it was found that the main problems of the enterprises of the socio-cultural sphere, respectively, and the strategic directions of development relate to the optimization of their placement and ensuring operation and proper maintenance; expansion of the range of services and their optimization and new forms of provision; development of new sources of financing, motivation of personnel and intensification of community cooperation in socio-cultural activities. The directions of the development of educational institutions relate to improving the quality of educational services, improving the content and organization of training, financing, including and on the principles of implementing the "New Ukrainian School" concept; ensuring budgeting and filling of preschool education institutions with children; increasing the prestige and preserving the network of professional (vocational and technical) education institutions on the basis of duality of education, improving educational programs in cooperation with employers. The directions of development of medical institutions in the village relate to the spread of family and insurance medicine; improvement of primary medical care forms; introduction of innovations in all types of services and financial income "according to the patient". Field of application of results. Conclusions and practical recommendations can be used in the activities of social infrastructure enterprises; business and public organizations; territorial communities and their leadership; the educational process of institutions of secondary special and higher education. Conclusions. A comprehensive analysis of the problems of the development of enterprises and organizations and institutions of the main sectors of social infrastructure in the village (socio-cultural, educational, medical) made it possible to come to the conclusion that they were and in many cases remain acute and require an urgent solution; have different manifestations in accordance with sectoral and territorial characteristics; depend on the effectiveness of the management decisions of the management, community specialists, and the active civic position of all their members. Meanwhile, it is decentralization that allows them to be solved most productively, systematically and in a short time. The financial resources and authorities available to communities already provide and can provide in the future the main strategic directions of the development of social infrastructure enterprises: optimization of the number, placement and capacity of institutions and forms of service provision; introduction of innovations directly into the main activity, management and organization, investment and their modernization.

Financing of municipal enterprises: European experience

Introduction. The article studies the practice and methods of the municipal owned enterprises management in the EU, including methods of forming their capital. Problem. Ukrainian decentralization reform has increased the scientific interest in the problematic issues of municipal owned enterprises’ financing. Military aggression against Ukraine have raised these issues. The aim of the article is disclosure, systematization and generalization of European experience in the organization, management and financing of municipal in European countries and development of proposals for the use of best practices in Ukraine. Methods. Methods used: historical, genera­lization; analysis using tabular and graphical; inductive; abstract-logical. Results. The practice of the municipal owned enterprises capital formation is characterized by the two types of relations: full ownership of the municipality or mixed ownership. The number of the municipal owned enterprises in the EU has increased in recent years, but this growth has been uneven. Provision of financial support to such enterprises by local authorities is carried out in the following forms: grants, tax conditions, loans and direct financial support. Conclusions. There is no unified practice for the financing of municipal enterprises in the EU, as there is no significant diversity in terms of countries. There is also no significant trend towards total privatization, in many European countries the number of utilities is growing, which indicates the increasing of the public sector influence on the economic situation in the EU. The solution to the problems of our municipal companies must lie in the adoption of the best European practices. In particular, the provision of grants to finance socially significant enterprises or enterprises in financial difficulties can be considered as one of the best practice.

REGULATION OF CRYPTOCURRENCIES AS A MECHANISM OF NEUTRALIZATION THEIR WEAKNESSES: MODEL APPROACH

Introduction. Dynamic changes in the geo-economic and geopolitical spaces associated with the global financial crisis of 2008-2009, the coronavirus pandemic and the Russian-Ukrainian war have led to the accelerated development of fintech, in particular the emergence of cryptocurrencies. Problem. The high probability of widespread use of cryptocurrencies as a means of payment, circulation and investment with particular urgency raises questions about their regulation at the state and international levels. Purpose: an in-depth analysis of the strengths and weaknesses of cryptocurrencies in terms of their regulation within the respective models. The presentation of the material of the article. Cryptocurrencies (bitcoin and others), while not related to fiat money, still have a number of strengths, in particular, such as decentralized character. At the same time, they have many weaknesses, namely, the imperfection of blockchain technology; significant energy consumption of mining; high volatility; the presence of "bad actors" associated with laundering "dirty money"; displacement of national currencies. It is for their neutralization that the regulatory mechanism should be used. Currently, five models of cryptocurrency regulation have been clearly outlined: repressive, which implies a complete ban (Bolivia, etc.); conservative - allows them to buy and sell only to individuals (China); liberal - provides for most operations of their circulation (EU, Ukraine, USA, etc.); legal circulation (Switzerland, Japan, etc.); permitting, under which bitcoin is recognized as a legitimate means of payment (El Salvador). The formation of cryptocurrency regulation models is influenced by the actions of world and national regulators, international payment systems and stock markets.Results and its discussion. Conclusions. Despite significant restrictions, the global volume of cryptocurrency transactions is growing rapidly. Ukraine's cryptocurrency use index, including for the defense of the country, is one of the world leaders.

Some aspects of the functioning of the cryptocurrency market

The article considers the main factors that have a positive effect on the quantity demanded for cryptocurrency, and information is the primary one. The authors separately consider the use of Bitcoin throughout 2020 as the leading cryptocurrency on the market. The position of the direct dependence of the value of other cryptocurrencies on the behavior of Bitcoin is given. The study shows that in the modern world, cryptocurrency is not only an investment tool but also a payment instrument which gathers momentum. This is evidenced by the annual expansion of the use of cryptocurrency in the market for goods, works and services. Despite the increasing demand for cryptocurrencies, the problem of infrastructure formation remains open. In modern times, cryptocurrency exchanges appear to be a key element of the infrastructure of the cryptocurrency market, their functioning cannot be stabilized in individual states, which leads to the formation of a shadow cryptocurrency market. A significant aspect of the functioning of cryptocurrencies is the difference in the key factors affecting the cryptocurrency market and the securities market. For the first market such a factor is information, for the second – financial position of the issuer of the securities. It shows investors the difference between these segments of the financial market. In the future, with the participation of all elements of the cryptocurrency market, it is possible to form a balanced system that will function steadily under the influence of external factors.

FUNCTIONING OF UNITED TERRITORIAL COMMUNITIES AND IDENTIFICATION OF MAIN PROBLEMS OF ORGANIZATIONAL SUPPORT OF LOCAL BUDGET MANAGEMENT

The importance of the study of the united territorial communities functioning and the identification of the main problems of organizational support of local budget management are substantiated. It has been studied that the issues related to the development of organizational support of local budget management are insufficiently researched in the domestic scientific literature. The paper clarifies that the decentralization of government should ensure the democratization of society, combine administrative, political, fiscal decentralization and involves the transformation of the interaction between governmental agencies and citizens, NGOs and businesses. The regulatory framework for the reform process is provided. Problems of united territorial communities development are identified. One of the first of them is the problem of proper implementation of the territorial community functions, which is intertwined with the filling of the UTC budget, the formation of financial resources sufficient to adequately finance the urgent social needs of communities based on the principle of subsidiarity, implementation of their economic and technological development. Conditions for the formation of able-bodied territorial communities are provided. The own and delegated powers of the united territorial communities in Ukraine are studied. The factors and subjects of ensuring the financial capacity of territorial communities are singled out and generalized. As a result, the well-established interaction of the subjects of financial relations under the influence of both external and internal factors will help meet the legitimate needs and interests of local communities. The basic legislative bases of the mechanism of voluntary association of territorial communities are generalized. It is determined that the current state of local budgets does not seem to be the best, which hinders the complex tasks assigned to local authorities: scarcity of their own sources of income, almost complete dependence on the state budget, lack of transparency of budgetary relations in providing financial assistance from the center, additional assistance revenues and economic expenditure of budget funds. According to the analysis conducted by the authors, a set of problems of organizational support of local budgets is proposed.

PROJECT MANAGEMENT APPLICATION IN PUBLIC ADMINISTRATION IN UKRAINE

The article deals with the peculiarities of the project management application in public administration of Ukrainian institutions. Changes in the financial management of Ukraine, reforms in the administrative, security, educational, medical, cultural, law enforcement sectors have led to the developments in the system of public administration. Decentralization reform has been a particularly important stimulus. Ukraine has developed and applied a regulatory framework for the development of strategies, programs, projects, with defined methods of calculation and investment support. As in the business environment, the project management in public administration uses the connection of projects, programs with the strategy of the state, communities and industries. The forms and directions of the project approach application have been expanded both at the state and local levels, which contributes to the change of management from the process approach to achieving results of public importance, strengthening the funds efficiency, and public involvement in control over public expenditures. Projects in public administration in Ukraine are used in the following forms: public investment projects, projects financed by ministries and departments (internal and distributed externally on the basis of competitions); public-private partnership projects; projects submitted for financing by international organizations, banks; participative public budgets. The base for financing projects has expanded with extensive use of international finance. Project management also affects the organizational structure of institutions. In Ukraine, project departments / offices have appeared in local governments, institutions, and ministries, which helps to expand the application of the project approach. The Cabinet of Ministers of Ukraine has an Office of Reforms of the Cabinet of Ministers of Ukraine to assist in the development and implementation of reforms in the country. The article identifies weaknesses in the application of project management, in particular the need to improve the training of public administration in the organization of teamwork, improve monitoring and project control, risk assessment; improving communication between state, local authorities and the public.

The emergence and development of the cryptocurrency as a sign of global financial markets financialisation

The article presents one of the most important, in the author's opinion, manifestations of further intensification of the processes of financialisation of global financial markets, which was the emergence of decentralized digital currencies (so-called cryptocurrencies) based on blockchain technology. Their creation and existence on the global financial market have been widely considered as one of significant effect of the global financial crisis, which symbolic beginning is September 15, 2008, when one of the largest US investment banks Lehman Brothers collapsed. The worldwide COVID-19 pandemic has only highlighted the importance of this effect of financialization. The purpose of the article is to present the impact of cryptocurrencies, including bitcoin, on the deepening of the processes of financialisation of modern financial markets. Author analysis is based on statistical data, on the literature review and documents of world financial institutions.

USE OF CRYPTOCURRENCIES BITCOIN AND ETHEREUM IN THE FIELD OF E-COMMERCE: CASE STUDY OF UKRAINE

Abstract. The article examines integration of cryptocurrencies as electronic payment systems in e-commerce enterprises. Practical usage of Ethereum and Bitcoin cryptocurrencies as electronic payment systems, as well as factors that may affect their functionality are studied. Coinbase Commerce and Bitpay, as market leaders in cryptocurrency payment providers, were analyzed to compare integration issues and commission analysis with traditional payment systems LiqPay, PayPal. It is determined that the factors influencing the integration of cryptocurrencies in the enterprise include the field in which this enterprise is operating, instability of the national currency, development of information technology. It has been proven that e-commerce companies specializing on selling consumer goods could use hybrid cryptocurrency payments in Bitcoin in 50% of transactions and Ethereum in 65% of transactions in the studied timeframe to reduce the cost of the transaction compared to the LiqPay system. ASSESSMENT OF FINANCIAL CAPACITY OF TERRITORIAL COMMUNITIES

Considered structural sectoral reforms taking place in Ukraine in the process of decentralization are aimed at forming viable territorial communities that are able to solve social problems to meet the needs of residents of administrative-territorial units, taking into account socio-economic, environmental, geographical, cultural, historical and other factors of their development. At the same time, the issues of obtaining financial results from the introduction of tax and budget decentralization, budget financing of expenditures guaranteed by the state remain relevant. Assessment of indicators in these areas will allow to determine the level of financial potential and risks for the functioning and development of spheres of life of local governments. The outlined indicators of assessing the financial capacity of local budgets are based on the analysis of budget indicators of territorial communities and aim to identify problematic issues that hinder the socio-economic development of administrative territories and the inability of local authorities to perform their own and delegated powers. Among the factors influencing the indicators of indicators of local government solvency assessment, the system of horizontal budget equalization and the methodology for determining the local budget tax capacity index need to be improved. Standardization of indicators for assessing the financial capacity of local communities will increase the effectiveness of existing methodologies for measuring them. The updated mechanism for assessing the financial autonomy and independence of local budgets is based on a deeper analysis of financial indicators of local budgets, which requires further study.

Administrative and legal status of local self-government bodies in the context of decentralization reform

The article is devoted to the study of the administrative and legal status of local self-government bodies in the process of implementing the decentralization reform. Currently, Ukraine is undergoing a decentralization reform. Its beginning, in its current form, is considered to be the approval by the Cabinet of Ministers of Ukraine of the concept of reforming local self-government and territorial organization of power in Ukraine in 2014 and the approval of the action plan for its implementation, which launched the decentralization reform. In 2020-2021, a new stage of decentralization is taking place in Ukraine, which was characterized by a number of significant legislative changes. The article examines the administrative and legal status of local self-government bodies. It is argued that the term “local self-government body” is understood as an autonomous, non-sovereign legal entity of public law, which was created and received its power from a law adopted by Parliament. The degree of independence of local self-government in decision-making is determined by the nature and structure of administrative relations with state authorities. It is concluded that during the implementation of the reform, the legislation on local self-government and related legislation should be revised and improved in such a way as to expand the powers of local self-government bodies and contribute to the better performance of their functions, especially in the management of personnel issues, financial affairs and in determining their own priorities in the provision of public services. Despite the revision and amendment of the legislation on local self-government and other relevant legislation, the analysis of scientific sources gives grounds to assert that the exercise by local self-government bodies of their statutory powers and the performance of the functions assigned to them largely remained under the influence and control of the state authorities.

Institutional imbalances in the territorial development management model

Introduction. It is extremely important to improve the management of territorial development and to determine the priorities of state regional policy and to harmonize national, regional and local interests. At the present stage, the institutional support for the development of territories is characterized by the slowness of state measures to implement reforms, the inconsistency of regional and local development and «point» bills. Therefore, today there is an urgent need to explore the essence of institutional imbalances and their impact on the management of territorial development.Purpose of the research. Research of defining features of the development of territories, the characteristics of the evolutionary transformations of the state regional policy of Ukraine and the definition of institutional imbalances in the modern management model and their impact on the development of territories.Research methods. To achieve this goal, the following research methods were used: system analysis, systematization, generalization - to identify signs of development of territories; chronological - to study the peculiarities of the evolutionary transformations of the state regional policy of Ukraine; institutional analysis - to determine the impact of institutional imbalances on the development of territories.Results. The signs of the development of territories are highlighted, namely: the impact of the development of territories on the national economy as a whole; rational use of various territorial resources through effective institutional mechanisms and management tools; development is always associated with the spatial organization of the territory; the real development of territories is based on partnership relations between public authorities, business representatives and the public. The features of evolutionary transformations and the current state and specificity of the state regional policy of Ukraine are investigated: from smoothing disproportions in regional development and solving point chronic problems to socio-economic cohesion and unity of the country and sustainable growth in the quality of human life, regardless of where he was born, where he lives now and where he will live in the future. It has been proved that decentralization is primarily due to the declared state regional policy, which determines the scale and pace of reforms, and that the relationship between decentralization and the development of territories is ambiguous, since in the context of the new state regional policy, the problems of institutional support for managing the development of territories lead to a number of contradictions and imbalances. , namely: the formation of a hierarchical system of regional and local authorities has not been completed; low involvement of state authorities and local self-government bodies at the district and regional level in the processes of organizing cooperation between territorial communities; lack of a full-fledged system for monitoring the impact of reforms on the development of territories; inadequate participation in the territorial development management model of the Regional Development Agencies; the development of territories requires not only their effective functioning, but also ensuring economic security. It has been determined that the development of territories requires both the effectiveness of measures of state regional policy and the development of local authorities, since the decentralization reform itself will be perceived as an expansion of the powers of local authorities, and therefore the ability of local residents to develop, finance and implement local policy.Perspectives. In the conditions of realization of the new state regional policy the prospects of further scientific researches are directions of improvement of institutional maintenance of management of development of territories.

Сurrent tendencies of the development and consequences of the transformation of the budget system of ukraine in the context of public finance management reform

Introduction. For solving problems connected with slowing down of economic growth and declining of social welfare level, it is advisable to develop and implement state measures based on the concept of inclusive sustainable growth and forsee building an effective system of public financial management. This stipulates the necessity of improvement of budget policy, the principles of functioning of state and local budgets, inter-budgetary relations and requires detailed monitoring of the consequences of the transformation of the budget system as a result of administrative and territorial reforms and decentralization reforms.Methods. Such general and special methods as analysis and synthesis, comparison, generalization, associations, analogies and others have been used in the study. The purpose is to assess the impact of transformation processes on the functioning of state and local budgets, identifying problems and outlining prospects for improving the budget system in the context of continuation of reformation of the public financial management system.Conclusions. As a result of assessing the consequences of administrative and territorial reform and decentralization reform on functioning of the budget system, it has been found that most reform measures are aimed at improving the quality and accessibility of public services. Given the feasibility of raising the efficiency of the public financial management system, the need in the following has been proved: to develop a budget policy strategy that would take into account the key objectives of inclusive sustainable development; introduction of strategic and medium-term budget planning; improvement of program and target budgeting; increasing the financial capacity of territorial communities; development of gender-oriented and participatory budgeting; increasing the level of transparency of public finance management.Discussion lie in finding the ways of improving the functioning of the budget system in the context of continuation of reformation of the public financial management system.

Digital assets in accounting: the concept formation and the further development trajectory

Introduction. The transition to digital technologies stimulated the emergence of new accounting objects in the form of digital assets whose features are problematic for being displayed in a rather tightly regulated system of accounting and reporting standards. In the context of emerging new ways of using crypto assets in business practice and increasing the volume of transactions with them, accounting has problems with displaying digital assets in part of confirming their controllability, their assessment at various stages of the life cycle, and identification of participants of cryptocurrency transactions. The paper deals with impact of economy digitalization on accounting methodology in the context of the Industry 4.0, in particular, the prospects for a separate display of digital assets in financial statements. Purpose. This article is aimed at the systematic substantiation of the exclusive status of digital assets as a fundamentally new accounting object in order to further develop, on this basis, the strategy for the development of their accounting and displaying them in the companies’ reporting. Methods. The paper contains a critical analysis of scientific publications devoted to the essence, status and features of the digital assets’ use, as well as the formation of information about them in the accounting and financial statements. The authors have carried out a bibliometric analysis of the frequency of use of terminology in the field of digital assets with the help of special software (VOSviewer and Google Trends). Results. The authors have developed a taxonomy of digital assets based on the use of distributed ledger technology and cryptography. The paper also explores the issue of the differentiated application of existing valuation bases for various types of digital assets. The article systemizes approaches to the deanonymization of participants in transactions with crypto assets which are used to control their origin and the legal regime of applying, for the purpose of rational organization and accounting of them. Conclusions. There is a need to introduce a separate standard designed to regulate accounting and display of digital assets in financial statements, in order to provide stakeholders with relevant information in the process of making managerial and investment decisions.

THE REGIME OF INTERNATIONAL PRIVATE-PUBLIC PARTNERSHIPS IN ACHIEVING THE SUSTAINABLE DEVELOPMENT GOALS IN UKRAINE

The purpose of the article is to substantiate the introduction of international public-private partnerships (IPPPs) to achieve the Sustainable Development Goals in Ukraine. Methodology. The methodological framework of the research relies on the systems approach, which allows the authors to determine the main characteristics of international public-private partnerships to achieve the Sustainable Development Goals; the comparison method, which illustrates the unity of the strategic focus of international public-private partnerships and the Sustainable Development Goals; the dialectical method, which facilitates establishing potential directions for developing international public-private partnerships in Ukraine. Results. The importance of fostering international public-private partnerships to achieve the Sustainable Development Goals in Ukraine is argued. The authors have defined the regime of “international-public-partnerships” in terms of the ideology of the modern economy. The components of the regulatory regime of international public-private partnerships are characterized: the goals to be achieved through introducing the regime; subjects covered by the regime; incentives, benefits, and restrictions necessary to achieve the declared goals; resources involved as part of the regime’s implementation; action plan for the regime’s implementation. The algorithm for introducing the regulatory regime of international public-private partnerships is considered: initiation and initial selection of a project for implementation in terms of an international public-private partnership; assessment and structuring of an IPPP project; drafting an IPPP agreement; conducting tendering procedures and concluding the IPPP agreement; management of the implementation of the international public-private partnership agreement (the IPPP monitoring implementation). Analysis of the current state of the implementation of public-private partnerships shows that state policy remains ineffective. The bulk of public-private partnership agreements deals with housing and public utility services, as this sector is characterized by the low cost of capital expenditures, a simple scheme of investment return, and guaranteed demand. The principal barriers hindering the development of public-private partnerships have been identified. The authors put forward a road map for the IPPP development in Ukraine with the identification of key areas. The main directions of the road map of the regulatory regime of international public-private partnerships involve: amending the legislation on public-private partnerships; increasing the level of responsibility and competence of officials charged with the formation and implementation of public policy on international public-private partnerships; guaranteeing additional sources of business financing; strengthening the role of public-private partnerships amid decentralization. The road map of the IPPP regulatory regime is aimed at stimulating the development and implementation of public-private partnership agreements for the realization of long-term projects in priority economic activities in all regions of Ukraine. Practical implications. The main development directions of the regime of international-public-private partnerships in the current economic realities are outlined. Value/originality. The introduction of the regulatory regime of international public-private partnerships in Ukraine is substantiated, given the achievement of the Sustainable Development Goals.

Transformation of Audit Methodology with the Use of Blockchain and DLT Technologies

The development of blockchain and distributed ledger technology (DLT) technologies stimulates diametrically opposite points of view about the prospects of traditional institutions in the digital economy: from their complete disappearance to a cardinal transformation. This matter also applies to the field of accounting and auditing. The purpose of the study is not only to identify trends in the transformation of the audit methodology but also in an accountant/auditor profession itself by using blockchain and DLT. The conduct of this research is based on the use of the following methods: analysis and synthesis, comparison, systemic and logical approach, analogies and grouping. The paper contains an overview of the implementation practice of blockchain technology by the Big Four audit companies, as well as the composition of the main developers and the software products they offer based on the blockchain technology and DLT used in audit activities. There have been identified the key trends in the development of an accountant/auditor professions in connection with the use of blockchain technology and DLT. The conclusion is made about the need for a significant transformation of the audit methodology, as well as the profession of an accountant/auditor in connection with the use of blockchain and DLT, but it is not about replacing the audit institution with these technologies. The authors have formulated proposals and defined the most significant innovations of the classical methodology for conducting an audit of the business processes effectiveness based on the use of blockchain technology and DLT.

Cryptocurrency (Virtual Coins): Accounting Aspects and Tax Regulations

Lately, there have been many questions from specialists regarding the accountability of cryptocurrency. The lack of a legislation has allowed them to be interpreted as either intangible assets or stocks, even though Romania owns the biggest transaction platform in Eastern Europe (Bitcoin Romania). National Bank of Romania (NBR) acknowledges the lack of regulations and supervisions regarding cryptocurrency, regarding them as “speculative assets, extremely volatile and risky”. Simultaneously, this brings to attention the fact that these are not national coins nor currencies, and accepting them as a payment method isn’t, legally speaking, mandatory.

POSSIBILITIES OF USING BLOCKCHAIN TECHNOLOGIES TO PROTECT FRAUD

The article examines the nature and main types of fraud based on the classification of the Association of Certified Fraud Experts (ACFE), which proposes the division of fraud into three groups: corruption, fraud in financial reporting and misappropriation of assets. The purpose of the article is to conduct a comparative analysis of economic losses from fraud and provide suggestions for reducing them through the use of blockchain technology. The research methodology is based on the use of Report to the Nation data and the results of other surveys presented on the ACFE website for a comparative analysis of types of economic fraud by volume, period, territorial affiliation and counteraction. Based on a report for the nation prepared by ACFE, it was found that the company's largest monthly losses are caused by fraud with financial statements, which lasts an average of 18 months. The frequency of cases of different types of fraud depending on the industry was analyzed and it was found that the most common companies in each industry are corrupt. The 8 most risky departments with different types of fraud were identified, and it was found that corruption is also the most common in each department. The most common schemes of professional fraud by region were studied, which showed that the most common schemes of professional fraud in all countries are corruption, with the highest level in South Asia. It has been established that tip, internal audit and management review are used to detect company fraud in all regions. A study of the most common means of control against fraud showed that the most effective of them are the External Audit of Financial Statements and the Code of Conduct. It has been established that in most countries of the region the Code of Conduct and the External Audit of Financial Statements are used as anti-fraud tools. It should be noted that a large number of companies use proactive monitoring / analysis of data, of which blockchain technology is an integral part. The main stages of creation and use of blockchain technologies for the financial operations of the company are offered, which will allow more effective control over the fight against fraud.

BLOCKCHANE TECHNOLOGY: ESSENCE, BENEFITS AND PROSPECTS OF USE

The article examines the trends of rapid development of blockchain technology. Approaches to interpretation of the concept of "blockchain" in the works of domestic and foreign scientists are revealed. The principles which the development of blockchain technology is based on are determined. Examples of use of blockchain technology applications with class grouping are studied. Examples of application of blockchain technology in such areas as finance, international trade, smart cities, banking are given. The current state of development, opportunities for implementation and features of legal regulation of blockchain technology in Ukraine are described. The advantages and disadvantages of blockchain technologies are highlighted. The further directions of blockchain technology development are analyzed according to such scenarios as centralized programs are replaced by decentralized ones, development of programs for financial inclusion, increase of efficiency of international digital transactions, blockchain turns into "new Internet".
