The purpose of the article is to study the theoretical and applied aspects of identifying the problems of normative and legal regulation of the process of applying blockchain technology in the financial system of Ukraine. The results of the conducted research allow us to assert that blockchain technology is a qualitatively new tool for carrying out financial transactions and strengthening the financial system of Ukraine, the essence of which is the creation of a decentralized database consisting of blockchains capable of preventing deliberate actions, the subject of which is data falsification and their chronological records for the purpose of tracking and controlling transactions. The important role of blockchain technology in the financial system of Ukraine has been established, which is manifested in the modernization of the processes of moving funds, making cross-border payments, and the functioning of cryptocurrency. The excessive weakness of the legislative and normative and legal regulation of the process of applying blockchain technology in the financial system of Ukraine was revealed, which is situational and fragmentary in nature and cannot fully regulate the organizational and legal mechanisms of its effective application in the implementation of financial transactions. Detailed studies made it possible to substantiate the need for the formation of a national system of normative and legal regulation of the process of applying blockchain technology in the financial system of Ukraine, as a number of its problems were identified, in particular, the low level of the country's provision of digital technologies and the absence of high-speed Internet, as well as the high cost of using technologies and energy for maintenance of financial transactions in the blockchain system. On the basis of comparative studies of the USA, Great Britain and Ukraine, it has been proved that the development of blockchain technology is significantly dependent on the level of socio-economic development of the country and its ability to regulate problematic aspects arising under the influence of modern challenges and dangers at the legislative level. The need to adopt the Law of Ukraine "On Virtual Assets" is proposed, which will partially solve the most acute problems by unifying norms and creating an organizational and legal mechanism for regulating the process of applying blockchain technology in the financial system.
The article considers blockchain technology, which is one of the types of distributed ledger technology and currently has real prospects for application in the medical field, in particular for managing data arrays in clinical trials. The essence of the currently existing discussion among medical managers and other employees on the feasibility of introducing blockchain technology into clinical trials is revealed. To address this issue, the authors carried out a thorough analysis of the social and economic aspects of the application of blockchain technology in clinical trial data management. As a result of the analysis of a large number of scientific publications, social effects of the use of blockchain technology in the management of clinical trial data have been established and systematized. The article proves that the social effect of using blockchain technology in the management of clinical trial data is certainly significant. This factor clearly indicates the need to use this technology in the practice of clinical trials. The authors argue that it is important for a contractual research organization, pharmaceutical company, healthcare institution or other entity in which a clinical trial is performed to take into account the economic component of using blockchain technology to manage data sets in the process of performing clinical trials. Therefore, for the final decision on the adoption of blockchain technology in the management of clinical trial data, the article also considers the approach to taking into account the economic aspect. To determine the economic effect of the introduction of blockchain technology, an appropriate calculation method has been proposed. According to this methodology, the effect of the application of blockchain technology depends on: the proportion of conflicting disease and treatment records (drug studies) that require reconciliation; percentage reduction in the cost of issuing one conditional entry in the patient's medical card. It is indicated that the predictive assessment of the effect for a medical institution depends on a specific blockchain solution. The conditional example in the article shows the expediency of applying the proposed methodology for determining the economic effect of using blockchain technology in the management of clinical trial data.
The article analyzes the ongoing changes associated with the financial instability of the current global monetary system. In the course of the study, the prerequisites aimed at changing the world monetary order were considered; an assessment was made of the possible use of cryptocurrency as a new global monetary standard. The concept of supranational currency is formulated. The paper proposes an alternative theoretical solution for the circulation of the world monetary system, based on the simultaneous circulation of several types of world currencies at once, including cryptocurrencies. The purpose of this study was to study and determine the trends of ongoing changes associated with the transformation of the world monetary system, the circulation of cryptocurrency and a decrease in the level of confidence on the part of the world community in the US dollar. As a hypothesis of the study, the judgment is formulated that the improvement of the world monetary system must be carried out through the introduction and development of cryptocurrency as a new independent financial instrument that meets the requirements of modern society, as well as the processes of functioning of international monetary relations. The analysis of the actual problems of the current state and the prospects for the circulation of the current global monetary system made it possible to formulate the factors that influence the increase in the demand for cryptocurrencies among market participants. An assessment of the future of cryptocurrencies was carried out, the prospects for the influence of the existing world monetary system on international financial relations, as well as the further role of cryptocurrencies in it, were considered.
Motivation: So far, nothing has been known about the impact of the war in Ukraine on the dynamics of cryptocurrency markets, in particular on the intraday trading patterns in Bitcoin, nowadays the largest market capitalization and trading volume cryptocurrency.Aim: Use the data from the period January–April 2022 exhibiting over 1.5 million trades at Bitstamp, one out of four largest in trading volume Bitcoin markets, to identify and compare the day of the week and the hour of the day effects in the rate of return, bid-ask spread and trading volume at times preceding and following the war outbreak.Results: The analysis based on the regression including dummy variables showed that the bid-ask spread and trading volume exhibited both the day of the week and the hour of the day effects. The same applied to the rate of return — but only incidentally. The effects differed in the magnitude across the peace and war periods being mostly smaller in the latter one due to increased risk faced by market participants who, as reflected in the number of trades and trading volume, lowered their activity. Since Bitcoin at Bitstamp is traded 24 hours a day and 7 days a week and incoming information is continuously impounded into its prices, the intraday trading patterns are different from those at the mature and emerging stock markets. The wider spreads and larger trading volumes were found present close to open of the major stock markets (NYSE, NASDAQ, London, Frankfurt, Tokyo).
This publication focuses on the definition of “virtual assets of a distributed registry” as an economic category. Analysis of the term showed a lack of unity in the definition. The opportunities provided by the deployment of virtual assets in a distributed registry are new but potentially effective. Virtual assets can be distributed or unallocated registry assets, secured or unsecured. Among the virtual assets of the distributed ledger: tokenized assets and cryptocurrencies. Accordingly, these are types of virtual assets that exist exclusively in the form of a record with an information identifier. But in the case of a tokenized asset, this information is derived from the original asset. And in the case of a crypto asset, this information is not derived from the primary asset. The stakeholders of the virtual assets market are individuals, miners, mining pools, which carry out the storage, exchange, transfer, provision of intermediary services. Disadvantages of the introduction of virtual assets of the distributed register are the possibility of anonymous transfers, complicated process of identification of stakeholders in the virtual assets market, the possibility of financial speculation, money laundering, difficulties with taxation. The advantages include relatively low transaction fees, their irreversibility and rapid validation. Any changes to the data in the chain of blocks are possible only when stakeholders confirm the legitimacy of transactions in accordance with general rules and protocols. This technology prevents data loss because all network members keep an up-to-date, up-to-date copy in encrypted form. The use of blockchain eliminates the possibility of making changes to the data, so the database is considered relevant at the time of access. Data is stored on different servers, data cannot be processed with expired dates, changes are made in real time and it is impossible to forge them. It is noted that the introduction of virtual assets of the distributed register in order to stimulate economic growth requires a joint effort of the science sector, education sector, IT sector, financial sector, the sector of state regulators. The possibilities of distribution register technologies are constantly growing and opening new perspectives.
Introduction. The application of blockchain technology has a significant potential to increase the efficiency of accounting compared to the traditional system and will ensure the digital transformation of the accounting process. Problem Statement. The introduction of blockchain technology into the accounting system is at an initial stage and requires significant refinement due to existing limitations. Purpose. To carry out a comparative analysis of the advantages and limitations of using blockchain technology in accounting in comparison with traditional accounting. Methods. The main research methods were general and special scientific approaches to theoretical generalization and grouping, systematization, comparative analysis, logical generalization. Results. Substantiated that the relationship and functionality of the blockchain are perfectly combined with the basic logic of accounting systems. The immutability of the transactions recorded in the blockchain process, the strong ongoing control of the procedures and compliance guaranteed in each phase meet the cardinal principles of accounting summarized in terms of informative data reliability and transparency. Conducted a comparison between pre- and postblockchain accounting characteristics. This established the advantages of blockchaintechnology compared to traditional accounting. The study defines confidentiality issues, scalability and interoperability as important significant constraints for adoption and deployment of blockchain based accounting. Procedural automation of blockchain technology always requires support and monitoring of the correctness of the interpretation of accounting phenomena that require professional judgment. Identified groups of asset transactions that reflect a high probability of outcome uncertainty and measurement uncertainty. Conclusions. Blockchain integration in accounting at enterprises supports consistent with Ukraine's digital transformation strategy. Accounting from this technology perspective would significantly reduce the amount of time and effort used by accountants for traditional and repetitive daily accounting records and constant control over their reliability. The introduction of blockchain in accounting requires overcoming limitations, the main one is the need to make changes to transactions, which require adjustments due to uncertainty and require accounting judgment.
The article examines the institutional foundations of the formation and features of the use of the concept of multi-level governance, the determination of methodical approaches to the formation and possibilities of applying an integrated approach to multi-level governance at the subnational level in the context of the implementation of European policies on the development of Ukraine. It has been found that the role of sub-national structures in European politics is becoming increasingly independent and may partially depart from the direct influence and control of national governments. At the same time, regionalization, which took place in a number of leading European countries, ultimately contributed to the decentralization of political power and the transfer of significant powers from the national to the subnational level. The most significant principles of multi-level governance are defined, which should include: transparency and openness of the process of development and adoption of political decisions; compliance with the principles of subsidiarity, inclusiveness and proportionality within this process; comprehensive protection of basic individual rights; development of partnership with the participation of institutions and persons of both public and private law; achieving management efficiency and budgetary balance at all levels of multi-level governance. The principle of partnership in the system of multi-level governance provides for the equality of different levels of power within the European Union, as well as their recognition of mutual democratic legitimacy. The specified principle also provides that the supranational, national and subnational levels of government should develop cooperation, which is carried out on a voluntary and mutually beneficial basis. It is emphasized that the institutional capacity of the governing bodies of the subnational level is the ability of these bodies to effectively, competently and stably perform their functions and powers. This concerns the legal, resource capabilities, competences of the relevant bodies and their ability to coordinate collective actions in the direction of promotion and implementation of public projects and public initiatives that are significant for society. It provides for effective partnership and coordination of relevant bodies, including with government institutions; interdepartmental partnership and coordination; increasing one's own capacity in the field of finance and in the provision of public services in accordance with the principles of subsidiarity and inclusiveness; partnerships and coordination outside the sphere of public administration; as well as audit, evaluation and citizen feedback. Attention is focused on the fact that the consolidation of efforts, that is, the joint interaction of local state authorities and local self-government bodies, is an important condition and at the same time a means of implementing democratic, decentralized management of territories and a condition for proper multi-level governance in the context of the European integration goals and objectives of Ukraine. The implementation of such cooperation will ensure the effectiveness of the mechanism of interaction between executive authorities and local self-government bodies; establish high-quality interaction of local authorities with territorial divisions of central executive authorities; to increase the professional level of employees of local state administrations; regulate the legal status of heads of local executive bodies; to ensure the provision of services to the population of appropriate quality.
Today, the main threat to the security of the country in general and its regions and territorial communities in particular is still the armed aggression of the Russian Federation. This requires the concentration of efforts of state and local authorities, military administrations in this direction. Despite all the problems caused by the war, local self-government bodies respond to unforeseen challenges in a timely manner, ensuring the restoration of destroyed objects, providing services to the population, creating jobs for internally displaced persons, attracting investments, etc. The Law of Ukraine “On the Legal Regime of Martial Law” defined the modes of functioning of local self-government bodies and their interaction with military administrations. During the war, military administrations perform the powers of local state administrations and, partially, local self-government bodies, defined by current legislation.The article analyzes the main measures to protect the population from possible emergency situations at the level of territorial communities. It is noted that local authorities are making efforts to restore destroyed housing, schools, kindergartens, hospitals, critical infrastructure facilities, etc. In the conditions of war, decentralization makes it possible to strengthen the potential of territorial communities, to strengthen the initiative of citizens in solving issues of social and economic development. On this path, the State Fund for Regional Development, international partnership between communities, new subventions, and additional sources of income for local budgets demonstrated their success. The article emphasizes that communities have shown their ability to effectively increase and manage the received financial resources. Despite this, the funds received from international donors and grants for the reconstruction of destroyed objects should be partially used to finance the country’s reconstruction projects.
The article examines the procedure for accounting transactions with cryptocurrency as a special type of asset. Circulation of cryptocurrency in Ukraine currently does not have proper legislative regulation, and the Law of Ukraine "On Virtual Assets" adopted in 2022 has not yet entered into force. There is no proper legal provision for accounting and taxation of transactions with cryptocurrency carried out by business entities taking into account the advantages of using a decentralized means of circulation. Solving the issue of proper accounting of cryptocurrency and operations with it will contribute to the unshadowing the economy and the receipt of taxes to the state budget. It has been established that cryptocurrency can exhibit characteristics of goods, cash and their equivalents, financial instruments, investment real estate, intangible assets, shares, etc. With this in mind, the article analyzes permissible options for classifying cryptocurrency and operations with it to specific classes of accounting accounts based on international and national accounting regulations (standards). The European practice of accounting for operations with cryptoassets is analyzed, which is based on two options for accounting for cryptocurrencies: as an intangible asset or as stocks. It was concluded that in the absence of a single methodical approach to the issues of proper accounting of cryptocurrency and operations with it, it is necessary to use international accounting standards and recommendations for accounting of cryptocurrency developed on their basis as an intangible assets (if it is held for sale in the everyday economic activity) or stocks (if held for the purpose of obtaining an investment profit from resale). The purpose of its use by the business entity should be the basis for selecting the recommended accounting options for cryptocurrency as a virtual asset.
Background: An investigation was conducted into the 2020 campaign to declare the incomes of civil servants in Ukraine. On June 23, 2022, the country became a candidate for full accession to the European Union, subject to increased efforts to combat corruption. During the study period, it was found that 652 Ukrainian officials declared 46,351 bitcoins, which as of 04/01/2021 was the equivalent of 2 billion 564 million US dollars or 2 billion 348 million euros. Against this background, the existing anti-corruption legislation and the state anti-corruption apparatus are characterised . Methods: To achieve objective scientific results, the author used methods such as analysis and synthesis to understand and build a logical chain of ideas. The author used the statistical method to emphasise their positions with real data regarding the situation that developed in practice. Results and Conclusions: The study revealed a potential threat of money laundering by civil servants through the declaration of cryptocurrencies before their legalisation, against the background of a complete absence or imperfection of current laws. It was established that this factor was the most acute form on the evening of the planned state legalisation of cryptocurrencies. This highlights the need for states to take preventive measures to eliminate such risks before legalising cryptocurrencies and preventing “silent amnesties” regarding illegal capital transferred to cryptocurrencies or to “whitewash” future illegal proceeds in advance through the declaration of non-existent cryptocurrency.

This scientific article is dedicated to the analysis of the opportunities for integrating cryptocurrencies into the global economy. The article provides a history of the emergence and development of cryptocurrencies, their impact on the economy, as well as the opportunities and challenges of their integration. Various methods of integrating cryptocurrencies into the economy are examined, and case studies of countries and companies that have successfully integrated cryptocurrencies into their economies are analyzed. Furthermore, the article presents directions for further research in the field of cryptocurrency integration. The findings of this research can be valuable for economic researchers, regulators, and participants in the cryptocurrency market.
Blockchain technology is known as one of the most transformative technologies of recent years, revolutionizing digital transactions and data storage. Originally developed as the underlying technology for Bitcoin, blockchain has since found numerous applications beyond cryptocurrencies, such as in supply chain management, identity verification, and smart contracts. In the digital economy, blockchain has the potential to significantly impact a wide range of industries and business models, from finance to healthcare and e-commerce. Blockchain issues have been developed by researchers who have focused on blockchain as the latest digital technology capable cause profound changes in society and are, to some extent, debatable. In particular, the work examines how blockchain and decentralized platforms have the potential to be powerful tools for managing large-scale social interactions and disrupting traditional power structures. However, it also cautions that the dominance of private interests within these distributed ecosystems could lead to the emergence of a stateless global society, posing significant risks. The purpose of the work is to explore the potential applications and impacts of blockchain technology in the digital economy, and to identify the opportunities and challenges that arise from the adoption of this technology in various sectors such as finance, healthcare, supply chain management, and intellectual property. Additionally, the work aims to provide insights into the role of blockchain technology in promoting digital transformation and innovation, and to assess the potential benefits and risks associated with the use of this technology in the context of the digital economy. It has been established that the use of blockchain in intellectual property can change the way creative works are protected, managed and monetized. It found that blockchain technology can be used to provide secure and transparent ownership records, automate licensing and royalty payments, and facilitate the identification of infringing uses. The main problems and limitations created by the use of blockchain technology are systematized: scalability, compatibility and regulatory regulation. As the technology continues to develop and evolve, it is imperative that these challenges are addressed in order to realize the full potential of blockchain. We believe that while blockchain technology is still in its early stages of development, it has the potential to transform various industries by providing secure, transparent and efficient data management solutions.
The article analyzes challenges and prospects of development of business activity of territorial communities (hereinafter – TC) in terms of decentralization. Particular attention is paid to the extension of the opportunities for entrepreneurs due to the establishment of TC and in the context of implementation of the European Green Deal. The principal powers concerning support of economic development, solving environmental problems and supply of social services on the territory are delegated to the local bodies. It is a positive aspect, but it requires improvement of human resources of the local governmental bodies to secure efficient use of the provided opportunities. The research substantiates directions of business activation in TC, particularly creation of favorable environment for enterprises development at the state level, supply of broader access to financing for small and medium-size enterprises, simplification of tax administrating for small and medium-size enterprises, promotion of business culture and development of business skills and sustainable thinking, support for internationalization and greening of small and medium-size business, improvement of competitive capacity and innovative potential of enterprises. The work suggests a model of efficient management of business activity of territorial communities. The authors define the principal criteria for setting local taxes and charges at the level of community. The research also marks the problems that have a negative impact on business development of TC, particularly, restraints for business running, development of local infrastructure, and employment of population. The article specifies the reasons and factors of the obstacles appearance and proposes the ways for them overcoming.
The article considers the possibility of optional implementation of financial and educational decentralization approaches in Ukraine. The strategic role of CMU Order No. 333-r dated April 1, 2014 on the approval of the Concept of Reforming Local Self-Government and Territorial Organization of Power in Ukraine as a conceptual measure of financial and educational transformations is outlined. The legal status and legal options of educational self-government at the level of OTG are defined in accordance with the national "normative basis of decentralization": the Law of Ukraine "On the Voluntary Association of Territorial Communities" No. 157-VIII, the Law of Ukraine "On the Principles of State Regional Policy" No. 156-VIII, etc., as well as relevant legislation (the Law of Ukraine "On Education" No. 2145- VIII of the Law of Ukraine "On Higher Education" No. 1556-VII, etc.).
 A terminological distinction between the concepts of "power decentralization" and "financial decentralization of the region" is proposed. The problem of budgetary and educational provision of scientific and educational facilities is conceptualized spheres in Ukraine through the prism of the Budget Code of Ukraine No. 2456-VI.
 Examples of foreign decentralization-educational (management and financial) support are presented and implementation methods of its application in Ukraine are proposed.
 The ideological problem is that the decentralization of power presupposes, among other things, the financial independence of the region (one of the principles of decentralization is the transfer of resources from the ODF to the OMS), and the issue of its provision is problematic for a country that is used to building financial and economic relations by the "vertical" principle, i.e. "from top to bottom".
 Taking into account the dependent connection of the educational sphere in Ukraine on the accompanying and sectoral legislation, such trends, without having a direct impact on the volume and expenditure mechanisms of scientific and educational support from the State Budget of Ukraine, create a precedent of institutional and jurisdictional inconsistency.
 The issue of financial support for higher education and directly – institutions of higher education (HEIs) has several problems, among which “financing of expenses for the maintenance of HEIs, not the actual cost of the educational process” stands out; calculation of budget transfers only in the amount of "educational needs" (without cultural and sports and social assistance initiatives of the development and education self-government); inadequate financial and logistical support of vocational education as a subcomponent and pregenerator of higher education in Ukraine.
The article is devoted to the study of the basics of the development companies' integration into the virtual assets market as a component of their economic potential growth in the context of the digital transformation of Ukraine. The article proves the role of development companies in the digitization development of the construction industry of Ukraine. The current state of Ukrainian legislation regarding digitization and the virtual assets market was considered, the analysis of which allowed to single out the virtual assets’ application areas in the operational activities of development companies, in particular, investment activities and marketing communications. The application areas of secured virtual assets are defined and the concepts of construction products tokenization are considered. The issue of entering smart contracts by the development company on Blockchain technology using secured virtual assets was investigated. Particular attention is paid to the construction of the development company metauniverse with a hierarchical structure in the form of non-fungible tokens (NFTs) sets of different levels. The relationship between the growth of the development project metauniverses and the implementation of BIM technologies in the design of real estate objects is proven. A universal concept of metauniverse construction of development company that implements residential construction projects has been developed. With the help of artificial intelligence technologies, conceptual views of non-fungible tokens at the level of the development company, development project (housing complex), individual multi-story residential buildings, individual apartments in these buildings, as well as individual stages of real estate development have been created. The main features of the created tokens are described concerning the corresponding characteristics of particular real estate objects. A scheme for integrating the real estate development process into the virtual asset market has been developed concerning the stages of the real estate object's life cycle. The prospects for the growth of development projects metauniverses after the introduction of "real" real estate objects into operation are determined, in particular, through the introduction of PTE technologies.
Purpose: In this paper, we analyze the impact of the war in Ukraine on the price and volume volatility of bitcoin. Design/methodology/approach: We apply a two-stage methodology, to explore whether bitcoin price and volume were affected by the Ukraine war event, and to analyze the magnitude of this effect. Findings: Our results show that the Ukraine war affected more bitcoin volume, than bitcoin price. Practical implications: We explore whether the effect of a major political event, such as the war in Ukraine, is differentiated between bitcoin price and volume respectively, and we show that volume is affected much more than price. This has important practical implications for traders and investors in the crypto-market, since bitcoin is gradually perceived as an asset that can bear portfolio diversifying features. Originality value: Our results are surprizing since prior event literature shows that bitcoin price is heavily affected by major political and economic events, but is in line with the only to-date study of Bitcoin price and Ukraine war (Yatie, 2022).
The article is devoted to the legal analysis of the concept of cryptocurrency in the context of the need to harmonize its legal and economic characteristics. The economic content of cryptocurrencies has been studied, taking into account the fact that they were created specifically to perform economic functions — decentralized storage and circulation of value. It is substantiated that the presence of decentralized principles of cryptocurrency emission through mining and the existence of blockchain technologies and cryptographic algorithms do not allow the state to establish legal features of cryptocurrency through traditional legal forms of defining a certain subject as a means of payment. It was concluded that cryptocurrency couldn’t be defined as an intangible good, regulated by the Civil Code of Ukraine, because of the economic purpose of cryptocurrency as a means of circulation and preservation of value. It is proposed a legal approach to cryptocurrency, which would allow incorporating cryptocurrency into the national legal system and circulation operations, prevent shadow operations and the legalization of “dirty funds”. In this context, it is proposed to approach cryptocurrency as ejusdem generis, bringing the understanding of cryptocurrencies closer to other things. The possibility of recognizing of cryptocurrency as the right of claim characteristic of non-cash money is denied. Unlike electronic money, cryptocurrencies do not mediate the payment obligation and the right to demand. It was concluded that cryptocurrency should be defined, taking into account the theory of legal fiction, an interchangeable type of virtual asset in the form of an encrypted electronic record, the emission and accounting of which is performed decentralized on the basis of distributed ledger technology and cryptographic algorithms, which is an object of property rights and can perform circulation and accumulation functions.
The subject of the research is theoretical approaches to the formation and development of the cryptocurrency market and its integration into the national financial system. The purpose of the article is to determine the theoretical foundations of the functioning of the cryptocurrency market based on a systemic approach and to explore the possibilities of its integration into the financial system of Ukraine. Method or methodology of research. The article uses the methods of scientific abstraction, analysis and synthesis, generalization, systematic approach. Results of the article. The article examines the theoretical aspects of the economic category "cryptocurrency". A retrospective analysis of cryptographic money research was carried out. The largest cryptocurrencies by capitalization were studied and it was concluded that Bitcoin remains the leader in terms of price and level of capitalization among existing cryptocurrencies. The state of introduction and development of the cryptocurrency market in Ukraine is considered. In particular, the article presents Ukrainian companies that offer the purchase of their goods and services for cryptocurrency. The prospects for the use of cryptocurrencies in the financial system of Ukraine are outlined. Field of application of results. The results of the research can be used in the process of streamlining the legal framework regulating the circulation of virtual assets and electronic money. Conclusions. A significant potential for the development of the cryptocurrency market is seen in Ukraine. Currently, the issue of implementation, full legal and institutional support for the circulation of cryptocurrencies is open and relevant, but has certain inhibitions, which are caused by an objective factor – the war in the country.
Abstract. Introduction. The history of the emergence of Bitcoin and other cryptocurrencies is analyzed. Basic concepts related to blockchain technology are explained. The main focus is on issues important from an investor's point of view, as well as on technical aspects, including the essence and importance of blockchain technology. Purpose. The purpose of the article is to generalize and systematize the available information about the emergence of cryptocurrencies and analyze their patterns. Results. The specifics of digital assets and the bitcoin exchange rate in 2012-2021 were studied in more detail. It was found that on the cryptocurrency market you can earn (as well as lose) both as a trader and as a so-called cryptocurrency hodlers. A rating of cryptocurrency exchanges was developed according to the following indicators: security, number of crypto currencies, fiat currencies, advantages of the exchange, disadvantages of the exchange. Cryptocurrency exchanges are a central part of the entire digital collection ecosystem today. Currently, there are already several hundred crypto exchanges on the market, which differ in terms of transactions, security levels or listed values. In this article, we have described cryptocurrency as objectively as possible so that you can assess for yourself whether it will be the right form of investment for you. Conclusions. The wide choice of service providers and the fact that digital currencies are a relatively new form of investment means that finding the best place to trade is not easy. The cooperation of international financial conglomerates in the development of blockchain technology will save these enterprises billions of dollars per year and will be able to improve their operations and eliminate errors related to the human factor. Participants in the financial system are forced to propose standards that would apply to each participant in the network without disturbing the established status quo in international markets.

Abstract The development of efficient local governance and establishment of comfortable conditions for the living activity are the major strategic tasks of the public governance and authorities’ decentralization system modernization that is currently underway in Ukraine. The complicated socio-environmental and economic situation faced by Ukraine due to the deployment of military and political events, the collapse of the national currency, the deformation of industrial infrastructure, the depletion of natural capital, the exhaustion of natural resources, the spread of coronavirus infection COVID-19, and other destabilizing factors constitutes an incredibly high threat to the socio-political and economic security of the state as a whole and of each territorial community (TC). In this perspective, each element of the complex national economy system is important and should be translated into the principles of intellectualization in a strategic perspective. Today, the economic systems of both the state and the TCs are largely supported by international organizations – mainly through the provision of international loans and grants. The harmonization of national legislation on the preservation and reproduction of natural capital with European directives is the priority area of the foreign policy of Ukraine. Cooperation with international organizations sets a number of requirements for Ukraine, including the transparency of financial flows and natural capital accounting. Clear regulation of accounting, storage, and reproduction of natural capital is an urgent task of the public administration system. Taking into account the fact that climate security is a global problem, adaptation of national standards to European directives will make it possible to unify the information support of public finances and form a strategy for the development of natural capital. The main factors of economic efficiency in the Republic of Poland and Ukraine are compared. The research verifies the regression relationships between budget funding of territorial communities and the population of these territorial communities and provides conclusions about the efficiency of TCs’ funding in Ukraine.
The pandemic and subsequent changes in various spheres of human activity have also transformed consumer behavior, particularly in the cryptocurrency market. The article is aimed at identifying the priority directions of transformations taking place in the cryptocurrency market in the conditions of the Covid-19 pandemic under the influence of certain groups of factors. System and network approaches to understanding the cryptocurrency market have been identified. The cryptocurrency market is considered from a functional and institutional point of view. From a functional point of view, the cryptocurrency market is a set of economic relations in cyberspace regarding cryptocurrency mining, initial coin offering (ICO) and circulation of cryptocurrencies based on the laws of supply and demand. From an institutional point of view, the cryptocurrency market is a set of participants in the virtual currency schemes who carry out cryptocurrency transactions. The following signs of cryptocurrency market segmentation are justified such as those depending on the market capitalization of the cryptocurrency; on the nature of the crypto assets movement; on operations carried out on the market; on the region; on consumers of services. Factors which influence the functioning of the cryptocurrency market are systematized according to the following groups: macroeconomic, price, environmental, geographic, market, behavioral and technological. The influence of gold, oil prices, the daily number of Covid-19 cases and deaths from Covid-19, the MSCI ACWI global stock index, the iShares MSCI All Country Asia ex Japan ETF, the Wilshire 5000 Total Market Index on the Bitcoin exchange rate is revealed. The trends in the cryptocurrency market development in the post-war period are justified, namely the growth of investors’ interest in cryptocurrencies against the background of the initial coin offering collapse; growth of payments in cryptocurrencies; strengthening the regulatory landscape on a global and national scale; integration of the cryptocurrency market with traditional finance; attracting non-typical participants to the cryptocurrency business; expansion of participants in the infrastructure of the cryptocurrency market due to the rapid cryptocurrency market development, in particular, due to the production of equipment for its operation.
The prerequisites and principle of the formation and development of the social sphere in Ukraine have been studied. It was pointed out that despite the multilevel and multichannel nature of the social infrastructure financing, the state and local budgets are the main source of the financial resources that ensure the social sphere functioning and development. It was specified that the budget expenditures for financing the social sphere are versatile and have both state and local financing source and differ according to their functional, departmental and target designation. This factor complicates the social sphere financing system, decreases the level of coordination between individual institutional components and levels, and increases the costs of maintaining and management of the social sphere institutions. It is clarified that the priorities of the state policy and their financing depend on the current financial possibilities. The most problematic aspect of the social sphere financing is still the system of the inter-budgetary transfers. The important directions for improving efficiency of the social sphere financial support are: harsher punishment for the non-purpose use of the funds; optimization of the authority pertaining to the distribution of expenditures between authorities at all levels; involvement of the non-governmental organizations in provision of social services with a view of improving their quality, etc. The general conclusion is that it is expedient to set up conditions for integrating all kinds of social support so as to make a unified complex system; adhere to the program management method of budgetary planning and social sphere financing; ensure transition from the model of financing institutions to the model of service financing; diversify the social sphere sources of financing; implement the practices of social service procurement and mechanisms of the public private partnership; extend autonomy of the local self-government so as to provide social services in accordance with the principles of decentralization of funding; and facilitate the development of the social services market using the legal and economic tools, etc. Provided the indicated activities are adhered to, it becomes possible to develop modern, advanced and effective methods of the social sphere financing.

The article is devoted to the problems of taxation of transactions with cryptocurrencies. Disagreements in the interpretation of the essence of cryptocurrencies in the recommendations of the regulators were revealed, which leads to the lack of a reasonable approach to the reflection of such transactions in accounting and the subsequent determination of the tax base. The current legislation and explanations of tax authorities regarding the declaration and taxation of transactions with cryptocurrencies were analyzed and the absence of special rules regarding the taxation of such transactions was found. The general principles of taxation of operations with cryptocurrencies are characterized by a significant tax burden on such operations, which, in conditions of anonymity of cryptowallet owners, leads to concealment of such operations and avoidance of their taxation. The draft laws on regulation of circulation and taxation of transactions with cryptocurrencies were analyzed, the advantages of which compared to the current legislation are a reduction in the rates of taxation of such transactions by personal income tax and income tax; VAT exemption. In order to ensure the possibility of state control of transactions with cryptocurrencies in matters of taxation and financial monitoring, it is proposed to include cryptocurrency exchanges in the list of subjects of primary financial monitoring.
