An analysis of on-chainLightning Network transactionsin the Bitcoin blockchain

The blockchain is one of the main mechanisms enabling Bitcoin to be a decentralized electronicpayment system. It provides the system with a shared transaction history, which can be verified byevery participant. With increased use, it has become apparent that there is limited possibility forscaling this to handle more transactions. Payment channel networks are one proposed solution tothis problem. They allow for more transactions to be done by moving some transactions to a sepa-rate network. The Lightning Network is one such network, which uses Bitcoin and the blockchain tooperate. While the transactions in this network will not be included in the blockchain, there will bedata there related to the network. This is because it needs the blockchain to manage the paymentchannels which the network consists of.In this project we have explored the blockchain with the goal of identifying transactions relatedto the Lightning Network, and by doing so, determine what information about it is available in theblockchain. We have created different methods for identifying these transactions. The methods usedifferent transaction characteristics differing in uniqueness, making some methods more precise,but having fewer results, and vice versa. We created software implementing the methods, whichwere used to parse the blockchain. The effectiveness of these methods have been quantified bycomparing the data we found when parsing the blockchain, to data we collected directly fromthe Lightning Network. The results shows that the methods are viable for identifying a subset oftransactions, and that precision can be sacrificed for finding more. By identifying these transactionswe were able to determine what information about the Lightning Network we can see from theblockchain perspective, and also some aspects where we are limited.We have also adapted heuristics from previous work doing blockchain analysis to our scenario.These were used to link related information we had found when parsing the blockchain, whichenabled us to create network graphs showing the relations between the Lightning Network channelsidentified on the blockchain. While the relations in this network graph were limited, comparedto the actual relations found within the lightning network, they show how the blockchain canbe used to infer non-explicit information about the lightning network. We have also identifiedseveral methods for potentially inferring or locating more information using what is available inthe blockchain.

A Sensor Data Sharing System for Intelligent Space Based on Blockchain

Intelligent space is an environmental robot system where many intelligent sensor nodes are distributed for supporting humans and mobile robots. This paper introduces a blockchain-based sensor network system for the intelligent space. Blockchain is a system for distributed ledgers of crypto currencies such as bitcoin. Recently, blockchain is considered to be effective for construction of distributed sensor network systems without central servers. In this paper, a prototype sensor system with blockchain based on Ethereum is introduced for intelligent space.

The purpose of this study is to explore, from Social Security Reform in 1945 to present, the evolutions social welfare policies in France and their characteristics. The aspect with which this study is concerned is that of change of state role and the responses to new social risks. The following points were found through this study. First, as time passes, the state role has increased on the side of administration and funding of social welfare in France. Especially, ons of the philosophy of social security reform in 1945 was, based on social democracy, autonomous management by insured persons in social insurance. For it, members of social insurance fund committee are composed by the direct election on which insured persons have participated. However, from the mid-1990s, the method of its composition han changed definitely into designation by the representative organization of the employer and the worker. In addition, the state has increased son power in social insurance funding by the creation of purposive tax as CSG and CRDS and the parliament`s control on the fiscal balance of social security. Second, to the difference of social insurance, the decentralization was dominant in the domain of social assistance and social service (in french action sociale). This phenomenon has began to appear during the socialist government in the first half of 1980. Third and finally, this study has found the implementation of the new policies concerned with the responses to new social risks, especially poverty and social exclusion. In 2000, the CMU has been introduced to protect persons who were excluded from the coverage of health insurance. the rSa, in 2009, has the purpose of overcoming the poverty and social exclusion problem by introducing the concept ``workfare`` which is dominant in contemporary welfare states. Considering that Korea`s welfare state is faced with dual challenges, namely coping not only the traditional social risks but also the new social risks, this case research gives us many lessons.

This study has attempted to comparatively analyze autonomous police system bills and determine a logical plan of action from the perspective of a large local organization. Although Korea became decentralize via local elections in 1995, an autonomous police system has not yet been introduced. The Lee Myung-bak administration has shown a willingness to introduce an autonomous police system through a partial revision of the Autonomous Police Act (draft). To ensure the success of an autonomous police system, the promotion of the following is needed: First, it is necessary to introduce an autonomous police system to large local governments that takes into consideration financial aspects. If the integration of administrative districts is coordinated, the introduction of a municipal/district/county autonomous police system would also be recommended. In terms of the type of organization, an autonomous police system should be under a municipal or provincial governorโ€™s direct control. Second, a close relationship with related organizations should be maintained in terms of supply of manpower. Besides the expansion of this kind of force, it is important to build an intimate and cooperative relationship with the local society. Third, it is necessary to builde expertise and specializationin addition to security services. To fulfill the duties of special judicial police, support from government employees and experts is essential. Therefore, it is necessary to establish a support department such as the โ€˜Department of Special Judiciaryโ€™, which can connect and coordinate a cooperative system. Fourth, it is important to clearly clarify police duties. National police should focus on those issues associated with response to crime, establishment of law & order and ensuring a social safety network. On the contrary, the duties of local police should be limited to customized security services for the locals, support of the fulfillment of official duties and other special judicial police duties. Fifth, a cooperative and complementary relationship with national police should be established. Local police should set up and maintain an equal cooperative relationship with national police to efficiently manage and operate the police force. For this, it is necessary to make mandatory those details including mutual support, joint use of facilities, and establishment of a communication network, etc..

This study describes how the function of central government and local governments for social welfare finance should be allocated. Two dimensions are considered to design a policy instrument. One is who provides social welfare service. The other is who burdens the social welfare expenditure. The policy goals toward the decentralization of social welfare finance are to design the optimal allocation of social finance between central government and local governments, and to obtain the territorial justice for social welfare among local governments. The policy instruments toward the decentralization of social welfare finance are as follows. The responsibility of central government for social welfare finance should be expanded. The type of subsidizing social welfare service by central government should be bloc grant. Four dimensions should be considered to design the bloc grant for social welfare. They are the method of finance, the scope of bloc, the ratio of matching by local government, and the performance evaluation.

During recent years, the environmental conditions around the deliverly system of social welfare in South Korea is dramatically changing. Specially, establishment of social welfare office, operation of the committee of community welfare, and decentralization of finance to local government are very important tries to rebuild the social welfare delivery system not only for the people in each local community but for constructing more developed welfare state. The purpose of this paper is to make suggestions about the developmental plan for more successive social welfare deliverly system and find primary conditions setting the system constantly in the changing environmental conditions.
