Distributed ledger technology, blockchain and insurance: Opportunities, risks and challenges

This article canvasses examples of developments and initiatives driven by distributed ledger technology or blockchain technology within the insurance industry. These activities undertaken by insurers and reinsurers are designed to improve efficiency, lower the costs of transaction processing and to improve data quality and transparency. Fraud detection, risk prevention and ‘smart’ contracting are at the forefront of several collaborative efforts undertaken within the industry or in conjunction with major external technology entities. However, as this article discusses, these opportunities are not without their corresponding challenges and risks, technological, legal and otherwise. Key challenges and risks to be considered in the context of existing legal frameworks relate to security and privacy, governance, scalability and standardisation. While this new technology may enhance data security it is not ‘bullet proof’ and may commonly give rise to three major types of potential liability risk: ledger transparency risks, cyber risks and operational risks. Paradoxically, for example, one of the perceived strengths of distributed ledgers being the enhanced level of transparency whereby every node operator has access to data stored on a distributed ledger, does also facilitate re-personalisation of data stored on a distributed ledger or enable nodes to make an informed guess as to identities entering into certain transactions. This in turn leads to two main legal risks, being data privacy and insider trading and market abuse. Regulators globally have to date largely taken a ‘light touch’ approach to the question as to whether existing legal frameworks are sufficient to meet the technological challenges posed by distributed ledger technology or blockchain technology. This article considers industry initiatives within the existing legal framework and reviews some of the challenges in extending and applying private law and regulation to blockchain applications.

Social funding of green financing: An application of distributed ledger technologies

To achieve the sustainable development goals (SDGs) as well as the Paris Agreement major investments in renewable energy (RE) production are necessary worldwide. In particular, decentralized, small-scale projects offer copious potential to create energy access as well as to contribute to an affordable, reliable and sustainable energy supply system. However, in developing countries such projects often face issues in finding funding. Direct private investment tools like the community-based hometown investment trust (HIT) fund address this issue and offer a way of financing for those projects. Technical developments in the sphere of distributed ledger technologies (DLTs) provide the opportunity to increase the fund's transparency and thus to improve its functioning. On that basis, this paper contributes to the literature in two ways: First, it delineates a concrete application of DLTs in the field of green financing, which offers the potential to increase social welfare. Second, the decision problem of investors is modeled, which illustrates through which channel the use of DLTs impacts the investors' behavior.

Blockchain and other Distributed Ledger Technologies in Operations

Blockchain is a form of distributed ledger technology (DLT) that has grown in prominence, although its full potential and possible downsides are not yet fully understood, especially with respect to Operations Management (OM). This manuscript contributes to filling in this gap. We identify three research themes in applying Blockchain technology to OM, illustrated through several applications to OM problems. Elsewhere, in a companion article, (Babich and Hilary (2018)), we provide a conceptual framework for the role of Blockchain and other DLT in OM, along with specific examples of research questions, and we demonstrate how research in economics can inform research in OM on Blockchain applications. Finally, we discuss possible future uses for the technology.

Distributed ledger technology for securities clearing and settlement: benefits, risks, and regulatory implications

Abstract This article outlines the benefits and risks of the distributed ledger technology (DLT) for the clearing and settlement of exchange-traded and OTC securities, followed by a description of the technology’s potential role for central counterparties and central securities depositories. Although the industry and scholars are attempting to solve the technological and operational issues that DLT systems still face, outstanding legal risks are such that the financial industry is asking for more regulatory guidance and intervention. This article wants to contribute to the public policy debate by presenting potential regulatory barriers that may have to be removed for DLT to be fully adopted. In addition, it identifies areas requiring an update of the legal framework in order to address certain prudential and conduct risks that this technology could introduce.

When Ostrom Meets Blockchain: Exploring the Potentials of Blockchain for Commons Governance

Blockchain technologies have generated enthusiasm, yet their potential to enable new forms of governance remains largely unexplored. Two confronting standpoints dominate the emergent debate around blockchain-based governance: discourses characterized by the presence of techno-determinist and market-driven values, which tend to ignore the complexity of social organization; and critical accounts of such discourses which, while contributing to identifying limitations, consider the role of traditional centralized institutions as inherently necessary to enable democratic forms of governance. In this article, we draw on Ostrom’s principles for self-governance of communities to explore the transformative potential of blockchain beyond such standpoints. We approach blockchain through the identification and conceptualization of six affordances that this technology may provide to communities: tokenization, self-enforcement and formalization of rules, autonomous automatization, decentralization of power over the infrastructure, increasing transparency, and codification of trust. For each affordance, we carry out a detailed analysis situating each in the context of Ostrom’s principles, considering both the potentials of algorithmic governance and the importance of incorporating communities’ social practices into blockchain-based tools to foster forms of self-governance. The relationships found between these affordances and Ostrom’s principles allow us to provide a perspective focused on blockchain-based commons governance.

Understanding Blockchain Technology

Initially introduced to support programming cryptocurrencies, blockchain technology has evolved quickly to be considered fundamental for secure, transparent, and decentralized systems in and across industries. This chapter attempts to illustrate how blockchain system rests on the cornerstones of distributed ledger technology, immutability, and consensus mechanisms and provides case studies in areas like healthcare, real estate, and urban infrastructure to illustrate how blockchain can be used to strengthen trust, enhance efficiency, and automate processes; it also goes on to address the challenges of security concerns and standardization. The role of artificial intelligence (AI) also strengthens the application of blockchain in the field, developing cybersecurity solutions for a smart governance system. Through insight into general-use scenarios and experimental work, this chapter defines a field vision over a variety of scholarly perceptions of blockchain. It also suggests governance, interoperability, and intelligent systems as significant elements for the scaling of blockchain solutions. The narrative ultimately reflects on the future convergence of blockchain, AI, and digital governance to pave the way for resilient and intelligent communities connected throughout sustainable digital landscapes.

Governance in the Blockchain Economy: A Framework and Research Agenda

Blockchain technology is often referred to as a groundbreaking innovation and the harbinger of a new economic era. Blockchains may be capable of engendering a new type of economic system: the blockchain economy. In the blockchain economy, agreed-upon transactions would be enforced autonomously, following rules defined by smart contracts. The blockchain economy would manifest itself in a new form of organizational design—decentralized autonomous organizations (DAO)—which are organizations with governance rules specified in the blockchain. We discuss the blockchain economy along dimensions defined in the IT governance literature: decision rights, accountability, and incentives. Our case study of a DAO illustrates that governance in the blockchain economy may depart radically from established notions of governance. Using the three governance dimensions, we propose a novel IT governance framework and a research agenda for governance in the blockchain economy. We challenge common assumptions in the blockchain discourse, and propose promising information systems research related to these assumptions.

Whither Policing Cryptocurrency in Malaysia?

Cryptocurrency, like Bitcoin, is a digital currency in which encryption techniques are used to regulate the generation of units of currency and verify the transfer of funds, operating independently of a central bank. It is an emerging financial technology enabled by innovation, increasingly popular among global Internet users, and more interestingly, it challenges the existing financial and regulatory rules on the currency and payment systems of the world today. On the other side, certain cryptocurrency like Bitcoin, have been actively used as payment tools for illicit transactions. Both the “promising” and "challenging" faces of cryptocurrency trigger causes for concern for policy makers, not only from financial sector, but also legal and technological sectors. The decentralised nature of cryptocurrency creates unique problems for the government to regulate or impose any regulatory requirements. This article argues that, in order for Malaysia to remain at the forefront of financial and digital innovation, it is timely to look at the question on whether to formulate certain policy and regulatory framework on the use of cryptocurrency in Malaysian market. The answer can pave the way for Malaysian digital citizens to potentially grab the opportunities made possible by the cryptocurrency technology. For this purpose, the researchers seek to study the features of cryptocurrency and the experiences from policymakers in other jurisdictions in dealing with the matter.

Bitcoin, 2009 yılında ortaya çıkan ve ardından sayısız kripto para biriminin dolaşıma girmesine zemin hazırlayan yenilikçi bir dijital para birimidir. Bitcoin; sahip olduğu market kapitalizasyonu, gün geçtikçe artan işlem adeti ve hacmi, zaman içinde daha stabil hale gelen piyasa değeri ile daha fazla birey tarafından kullanılan bir varlık haline gelmiştir. Bitcoin teknik olarak, "blok zinciri" adı verilen tüm işlemleri kapsayan ve kullanıcının bilgisayarının bir işlemin geçerliliğini doğrulamasına izin veren bir altyapı kullanır. Finansal anlamda ise Bitcoin, paranın değişim aracı olma, hesap birimi olma, vadeli işlemlerde ödeme aracı olma ve servet biriktirme aracı olma gibi temel fonksiyonlarını bir şekilde yerine getiren bir varlıktır. Bitcoin aynı zamanda, paranın basılması sürecinde madencilik ( mining ), paranın bireysel ve kurumsal hesaplarda korunumunu sağlayan e-cüzdan uygulamaları, teknik altyapıya odaklanan ve/veya para biriminin değeri üzerine teknik analiz hizmeti sağlayan finansal hizmetler, paranın işlem görmesini sağlayan ve diğer para birimleri ile takasını sağlayan bir borsa işlevi gören değişim aracıları, para biriminin mal ve hizmetlerin alım satımında bir ödeme aracı olarak kullanılmasına imkan veren ödeme işlemcileri ve bu hizmetlerin birden fazlasını sunan şirketlerini içeren yeni bir ekonomi oluşturmuştur. Bu yeni ekonomi fırsatları da beraberinde getirmiş ve risk sermayesi yatırımlarını kendine çekmektedir. Bu çalışma, Bitcoin ve ona bağlı olarak oluşan alt-sektörlerin oluşturmuş olduğu yeni ekonomi hakkında bilgi vermeyi amaçlamaktadır. Криптовалюта, как качественно новый платежный инструмент и перспективы ее интеграции в мировую финансовую систему

Цель работы – проанализировать современные тенденции и состояние международного рынка ведущих криптовалют и оценить возможные перспективы их дальнейшего развития и интеграции в мировую финансовую систему.
 Результаты исследования. Ретроспективно прослежена история происхождения и становления Биткоина (Bitcoin), рассмотрены некоторые особенности «Блокчейн» («Blockchain»). Проанализированы положительные и отрицательные стороны работы с криптовалютами. Рассмотрена ближайшая по капитализации к Биткоину криптовалюта Эфир (Ethereum) и проанализированы основные различия между ними. На основе проведенного исследования сформирован прогноз о наиболее вероятном направлении развития рынка криптовалют на ближайшее будущее и о возможности их интеграции в мировую финансовую систему.
 Теоретическое значение исследования. Настоящее исследование и его результаты будут способствовать решению глобальной научной задачи – формированию научно-обоснованного мнения академической науки к новому феномену в экономике – криптовалютам и их роли в мировой финансовой системе.
 Оригинальность/ценность/научная новизна исследования. Работа является одной из немногих, посвященных новому явлению в экономике – криптовалютам; представлены авторские прогнозы о возможных направлениях дальнейшего развития рынка криптовалют.
 Перспективы дальнейших исследований. Настоящая работа открывает возможность дальнейших исследований в области рынка криптовалют, его дальнейшего развития и интеграции в мировую финансовую систему.
 Тип статьи – эмпирическая.

Redactable blockchain and it’s implementation in bitcoin

A Blockchain is a ledger of records. It originally came from the digital currency bitcoin. Its main features are transparency and accountability. For this we use chameleon hashing concept which uses a trapdoor key. Unless the trapdoor is used it is hard to find collisions. We can create collisions only if we know the trapdoor and can rewrite the block of data with the new redacted stored files in blocks are permanently recorded and cannot be modified. To overcome this, we use the new redaction capability and expand its usefulness for enterprises and also in financial sector. This could limit uses in financial sector for the services because this must require data to be changed or smashed, coding and transaction mistakes might happen, which can be undone through redaction. An unchangeable record is not useful for the applications that area used for blockchain. Wherever the blockchain is used, either for a code or data there should be a way to redact it in unavoidable situations. The constraints for redacting a blockchain should be strict and can be done with whole block. We use this redaction concept with the bitcoin technology, which is a person-to-person digital cash system.

The State of the Art in Cryptocurrencies

Bitcoin has emerged as a popular digital currency and arouses the interest not only of programmers, but also of investors and academics. What interests them most is its underlying technology, the blockchain. This thesis aims at giving an overview of the current state of cryptocurrencies and compares their different designs and approaches to Bitcoin. The blockchain technology will be explained, as well as how it could impact many aspects in life by showcasing different applications of Ethereum blockchain-based smart contracts. Based on the evaluation of the different cryptocurrencies and preceding conclusions, specific cryptocurrencies will be applied to the Tasklet system before proposing the implementation of the blockchain technology in such a system, in order to establish a reward system. The paper reviews a heterogeneous, scattered body of knowledge including academic literature, but also non-scientific sources due to the constantly evolving technology. On this basis, the advantages of Bitcoin, but also its weaknesses, as well as the vast potential of blockchain are discussed. Results indicate that although Bitcoin’s framework may be limited, it will still play an important role in the future due to its dominance in the cryptocurrency market. The short display of blockchain-fueled applications and its effects has shown its potential to transform the internet, leading to the rise of the Web 3.0. Social Payments: Innovation, Trust, Bitcoin, and the Sharing Economy

The payments industry – the business of transferring value through public and corporate infrastructures – is undergoing rapid transformation. New business models and regulatory environments disrupt more traditional fee-based strategies, and new entrants seek to displace legacy players by leveraging new mobile platforms and new sources of data. In this increasingly diversified industry landscape, start-ups and established players are attempting to embed payment in ‘social’ experience through novel technologies of accounting for trust. This imagination of the social, however, is being materialized in gated platforms for payment, accounting, and exchange. This paper explores the ambiguous politics of such experiments, specifically those, like Bitcoin or the on-demand sharing economy, that delineate an economic imaginary of ‘just us’ – a closed and closely guarded community of peers operating under the illusion that there are no mediating institutions undergirding that community. This provokes questions about the intersection of payment and publics. Payment innovators’ attenuated understanding of the social may, we suggest, evacuate the nitty-gritty of politics.

Funding Science with Science: Cryptocurrency and Independent Academic Research Funding

Scientific funding within the academy is an often complicated affair involving disparate and competing interests. Private universities, for instance, are vastly outpacing public institutions in garnering large, prestigious, science-related grants and external research investment. Inequities also extend to the types of research funded, with government, corporate, and even military interests privileging certain types of inquiry. This article proposes an innovative type of science research fund using cryptocurrencies, a fast-growing asset class. Although not a total funding solution, staking coins, specifically, can be strategically invested in to yield compound interest. These coins use masternode technologies to collateralize the network and speed transaction pace and may pay dividends to masternode holders, allowing institutions that purchase these types of central hubs to potentially engage in a lucrative form of dividend reinvestment. Using cryptocurrencies as a new funding stream may garner large amounts of capital and creation of nonprofit institutes to support the future of funding scientific research within educational institutions.

Use of distributed ledger technology by central banks: A review

This paper reviews what stage the central banks of the world’s leading economies are at in their study and adoption of distributed ledger technology (DLT) to reengineer their various systems and functions. A brief description of DLT will be given, followed by an analysis of central banks’ publications and pronouncements to determine what each central bank is doing on their journey to DLT adoption. It was found that of the central banks for which information was available, all of them have expressed interest in DLT and have evaluated it to some extent. Nevertheless, no central bank has an operational DLT-based system at this point. This is because some issues remain regarding the speed, cost of processing, security, transparency and privacy, legal settlement finality, scalability and network effects of the technology. As DLT matures, the expectation is that these issues will begin to be resolved.

Laws for Creating Trust in the Blockchain Age

Abstract Humanity’s notion of trust is shaped by new platforms operating in the emerging sharing economy, acting as intermediate matchmaker for ride sharing, housing facilities or freelance labour, effectively creating an environment where strangers trust each other. While millions of people worldwide rely on online sharing activities, such services are often facilitated by a few predatory companies, managing trust relations. This centralization of responsibility raises questions about ethical and political issues like regulatory compliance, data portability and monopolistic behaviour. Recently, blockchain technology has gathered a significant amount of support and adoption, due to its inherent decentralized and tamper-proof structure. We present a blockchain-powered blueprint for a shared and public programmable economy . The focus of our architecture is on four essential primitives: digital identities, blockchain-based trust, programmable money and marketplaces. Trust is established using only historical interactions between strangers to estimate trustworthiness. Every component of our proposed technology stack is designed according to the defining principles of the Internet itself: self-governance, autonomy and shared ownership. Real-world viability of each component is demonstrated with a functional prototype or running code. Our vision is that the highlighted technology stack devises trust, new acts, principles and rules beyond the possibilities in current economic, legal and political systems.
