Theory and Methodology of the Financial Management of the Regional Supporting University

This study focuses on the analysis and identification of specific functions and advantages of a new phenomenon in the Russian market of educational services the regional supporting university It is proved that the latter is the result of evolutionary actions on consolidating the existing regional organizations provided by the relevant program federal documents The authors recognize the adaptive system of corporate financial management as an objective basis for the effective functioning of the regional supporting university It is established that such a system should be able to carry out the integrated planning accounting analysis management and monitoring of the financial status of the university in order to maximize its profitability and achieve an acceptable level of risk and liquidity Realizing the function of regional multifaceted innovative development the supporting university claims the concentration of substantial budgetary sources On the other hand based on the example of a specific subject implementing a new model of organization the authors note the importance of the reproduction of decentralized equity finances and the attraction of the resources of foundations and development institutions of the federal level on a competitive basis The authors do not exclude the supplementation of the financing sources of the supporting university by the resources of credit infrastructure private investors as well as regional and local budgets

The Main Directions of Improving the Management of the Higher Education System

The article is aimed at determining the mechanisms of improving the management of the system of higher education in the context of the current regulatory support, which will be the means to solve the problem of inefficient functioning, lack of financing, and low quality of higher education. The factors, causing negative impact on development of the higher education system were analyzed, the most important of which are the lack of financing and the shortcomings of the legal support of the education sector. It has been determined that a shortage of funds and lack of communication between the education sphere and employers reduces the efficiency of management of the system of higher education. The legal support of the educational activities requires improvement due to the declarative nature of individual provisions on the management of the system of higher education. Consideration of the legal factor is necessary for regulating the decentralization of management in the education sphere, improvement of financing, perfection of the system of control of the education quality. Ways for decentralizing the management of the education sphere, increasing its effectiveness, and improving the economic status of higher education institutions, have been suggested. The scientific-practical recommendations have been formulated to attract potential consumers of educational services to reforming the higher education system and increasing its effectiveness.

Education management and its financing

An increased scientific interest in studying different models of education management systems is conditioned by the fact that the quality of education depends significantly on the management style. Thus, the process of creation of efficient systems of management and financing of the education presents a priority in educational policies of contemporary societies. The paper analyses different approaches to the education management systems in some European countries, on the comparative basis, with the aim of achieving as much of a total insight into contemporary courses of such processes as possible. The results of analysis show that the traditional division into centralized and decentralized systems of management is relativized, with a tendency to achieve an optimal relationship among different subjects in the process of management on the central, regional and local level of authority.

The development of education in Russia today is characterized by the search for new forms and methods of the system operation, increasing variability of educational institutions and educational programs. Positive processes in the development of national education result in the decentralization of educational institutions and providing them with significant autonomy and diversity, the network of educational institutions, new content and technology education, a choice of educational subjects for students and institutions, forming the market of educational services, opportunities and multi-layered financing educational institutions. These transformations are related to the changes in the approach to teaching students of correspondence courses in the condition of use of remote teaching techniques.
