Somanchi Hari Krishna, Gaurav Sethi, Ajay Nautiyal, Sardar Parminder Singh · 6 authors

The purpose of a distributed ledger like a blockchain is to improve processes and create new business models for financial institutions by connecting blocks holding transaction details chronologically to construct chains. This study’s goal is to examine real-world situations. So that a picture of financial institution business model innovation may be created. Case study methodology was used because there aren't enough actual measurement data. ICT officers from significant banks were surveyed by the authors. The interview's goal was to gain insight into how blockchain works in connection to financial institutions' business models, as well as the implications and difficulties that this relationship presents. From the standpoint of banking institutions, the advent of Blockchain is not simply significant from a technological standpoint (it is the birth of a highly efficient database system), but it also has the potential to revolutionize consumer financial transaction patterns if the business models of current financial intermediaries are eliminated or diminished. For the purpose of this paper's research, it was found that the distributed feature of Cryptocurrency cannot be used while creating financial services.

The Russian War in Ukraine and its Effect in the Bitcoin Market

Nikolaos P. Daskalakis, Theodoros Daglis

Purpose: In this paper, we analyze the impact of the war in Ukraine on the price and volume volatility of bitcoin. Design/methodology/approach: We apply a two-stage methodology, to explore whether bitcoin price and volume were affected by the Ukraine war event, and to analyze the magnitude of this effect. Findings: Our results show that the Ukraine war affected more bitcoin volume, than bitcoin price. Practical implications: We explore whether the effect of a major political event, such as the war in Ukraine, is differentiated between bitcoin price and volume respectively, and we show that volume is affected much more than price. This has important practical implications for traders and investors in the crypto-market, since bitcoin is gradually perceived as an asset that can bear portfolio diversifying features. Originality value: Our results are surprizing since prior event literature shows that bitcoin price is heavily affected by major political and economic events, but is in line with the only to-date study of Bitcoin price and Ukraine war (Yatie, 2022).

Blockchain technologies in accounting: bibliometric analysis

Олена Кравченко, Natalia Nebaba, John O. Aiyedogbon

The purpose of the paper is to conduct a bibliometric analysis of scientific literature on the use of blockchain technologies in accounting for the period 2013–2022 based on the use of a number of special methods and tools, including Scopus and WoS, VOSviewer, Publish or Perish, Google Trends, and Google Books Ngram Viewer. Based on the results of the bibliometric analysis of relevant scientific publications, a map of the relationships between the concepts of «blockchain» and «accounting» with other categories was formed, which allowed identifying seven clusters. Based on the results of the analysis of the evolutionary time block of blockchain technology research, it was possible to identify several main periods during which the main accents in this area changed. It has been proven that it was in 2020–2021 that the interest of researchers was directed to considering blockchains as tools for working with financial and accounting information. An analysis of the space-time dimension of bibliometric analysis in Ukraine showed that the publication activity of research on the use of blockchain technologies in accounting has intensified since the second half of 2021. Analysis using Google Books and Google Trends confirmed the absence of analogies in the dynamics of changes in search queries «blockchain» and «accounting». The use of bibliometric analysis tools allowed identifying the most relevant works by the searched terms. Relevance was mostly determined by the significance of the scientific work and the scientific cluster. On the basis of these works, key theses are presented, which will become the basis for further empirical research on the chosen topic.

Economic and legal approaches to the humanization of FinTech in the economy of artificial intelligence through the integration of blockchain into ESG Finance

Olesya P. Kazachenok, Galina V. Stankevich, Natalia N. Chubaeva, Yuliya Tyurina

Abstract The purpose of the article is to study the current experience and prospects of the humanization of FinTech in the economy of artificial intelligence. The research methodology is based on the use of the method of structural equation modeling (SEM). The study analyzes statistics for 2021–2022 (annual indicators). The sample included 118 countries. As a result, the modern international experience of FinTech humanization in the economy of artificial intelligence has been studied and the causal relationships of FinTech humanization in the economy of artificial intelligence through the integration of blockchain into ESG finance have been identified. The article proposes an economic and legal approach to the humanization of FinTech in the economy of artificial intelligence by integrating blockchain into ESG finance to ascertain the economic and political implications. The article contributes to the literature by clarifying the scientific provisions of the concept of the humanization of the economy. The theoretical significance of the obtained results is that the developed model (SEM) and the detailed regression equations have formed a comprehensive understanding of the patterns of humanization of FinTech. The resulting econometric model can be used to predict prospects for the development of blockchain-based ESG finance, as well as high-precision planning of state economic policy. The practical significance of the authors’ conclusions and recommendations is that they have formed a clear idea of modern barriers (“market failures” and “institutional traps”) and prospects (improvement of the institutional environment through the application of an economic and legal approach) to the humanization of FinTech in the economy of artificial intelligence through the integration of blockchain into ESG finance.

The Essence and Place of Cryptocurrency in the Financial System

Maryana Kohut

Abstract. Introduction. The history of the emergence of Bitcoin and other cryptocurrencies is analyzed. Basic concepts related to blockchain technology are explained. The main focus is on issues important from an investor's point of view, as well as on technical aspects, including the essence and importance of blockchain technology. Purpose. The purpose of the article is to generalize and systematize the available information about the emergence of cryptocurrencies and analyze their patterns. Results. The specifics of digital assets and the bitcoin exchange rate in 2012-2021 were studied in more detail. It was found that on the cryptocurrency market you can earn (as well as lose) both as a trader and as a so-called cryptocurrency hodlers. A rating of cryptocurrency exchanges was developed according to the following indicators: security, number of crypto currencies, fiat currencies, advantages of the exchange, disadvantages of the exchange. Cryptocurrency exchanges are a central part of the entire digital collection ecosystem today. Currently, there are already several hundred crypto exchanges on the market, which differ in terms of transactions, security levels or listed values. In this article, we have described cryptocurrency as objectively as possible so that you can assess for yourself whether it will be the right form of investment for you. Conclusions. The wide choice of service providers and the fact that digital currencies are a relatively new form of investment means that finding the best place to trade is not easy. The cooperation of international financial conglomerates in the development of blockchain technology will save these enterprises billions of dollars per year and will be able to improve their operations and eliminate errors related to the human factor. Participants in the financial system are forced to propose standards that would apply to each participant in the network without disturbing the established status quo in international markets.

Cryptocurrency Abuse for the Purposes of Money Laundering and Terrorism Financing: Policies and Practical Aspects in the European Union and North Macedonia

Ice Ilijevski, Goran Ilik, Kire Babanoski

The number of countries that express concern for the danger of using cryptocurrencies for illegal activities among which are money laundering and terrorism financing is increasing. Cryptocurrencies are virtual assets created and managed through advanced computer encryption and operate on a decentralized network known as a blockchain. The key issue of concern and attention in the world is the anonymity and pseudonymity of cryptocurrencies, which prevents proper monitoring of transactions by state institutions and allows the completion of suspicious transactions outside the regulated systems. The paper provides an overview and elaborates the existing European legal framework and the measures and activities undertaken by the Republic of North Macedonia, harmonized with the European ones, in the fight against money laundering and terrorist financing in the crypto sector. For that purpose, the legal documents adopted at EU level, as well as those adopted by North Macedonia are analyzed and discussed. At the end, the paper clearly brings out a major way in which the abuse on the use of crypto-currency can be stopped at the international level.

Development of territorial communities: aspects of natural capital conservation and budget financing

Alina Yuriivna Yakymchuk, Olena Panukhnyk, L Horal, S Hrynkevych · 5 authors

Abstract The development of efficient local governance and establishment of comfortable conditions for the living activity are the major strategic tasks of the public governance and authorities’ decentralization system modernization that is currently underway in Ukraine. The complicated socio-environmental and economic situation faced by Ukraine due to the deployment of military and political events, the collapse of the national currency, the deformation of industrial infrastructure, the depletion of natural capital, the exhaustion of natural resources, the spread of coronavirus infection COVID-19, and other destabilizing factors constitutes an incredibly high threat to the socio-political and economic security of the state as a whole and of each territorial community (TC). In this perspective, each element of the complex national economy system is important and should be translated into the principles of intellectualization in a strategic perspective. Today, the economic systems of both the state and the TCs are largely supported by international organizations – mainly through the provision of international loans and grants. The harmonization of national legislation on the preservation and reproduction of natural capital with European directives is the priority area of the foreign policy of Ukraine. Cooperation with international organizations sets a number of requirements for Ukraine, including the transparency of financial flows and natural capital accounting. Clear regulation of accounting, storage, and reproduction of natural capital is an urgent task of the public administration system. Taking into account the fact that climate security is a global problem, adaptation of national standards to European directives will make it possible to unify the information support of public finances and form a strategy for the development of natural capital. The main factors of economic efficiency in the Republic of Poland and Ukraine are compared. The research verifies the regression relationships between budget funding of territorial communities and the population of these territorial communities and provides conclusions about the efficiency of TCs’ funding in Ukraine.

CRYPTOCURRENCY MARKET TRANSFORMATION DURING PANDEMIC COVID-19

Svitlana Volosovych, Антоніна Шолойко, Liudmyla Shevchenko

The pandemic and subsequent changes in various spheres of human activity have also transformed consumer behavior, particularly in the cryptocurrency market. The article is aimed at identifying the priority directions of transformations taking place in the cryptocurrency market in the conditions of the Covid-19 pandemic under the influence of certain groups of factors. System and network approaches to understanding the cryptocurrency market have been identified. The cryptocurrency market is considered from a functional and institutional point of view. From a functional point of view, the cryptocurrency market is a set of economic relations in cyberspace regarding cryptocurrency mining, initial coin offering (ICO) and circulation of cryptocurrencies based on the laws of supply and demand. From an institutional point of view, the cryptocurrency market is a set of participants in the virtual currency schemes who carry out cryptocurrency transactions. The following signs of cryptocurrency market segmentation are justified such as those depending on the market capitalization of the cryptocurrency; on the nature of the crypto assets movement; on operations carried out on the market; on the region; on consumers of services. Factors which influence the functioning of the cryptocurrency market are systematized according to the following groups: macroeconomic, price, environmental, geographic, market, behavioral and technological. The influence of gold, oil prices, the daily number of Covid-19 cases and deaths from Covid-19, the MSCI ACWI global stock index, the iShares MSCI All Country Asia ex Japan ETF, the Wilshire 5000 Total Market Index on the Bitcoin exchange rate is revealed. The trends in the cryptocurrency market development in the post-war period are justified, namely the growth of investors’ interest in cryptocurrencies against the background of the initial coin offering collapse; growth of payments in cryptocurrencies; strengthening the regulatory landscape on a global and national scale; integration of the cryptocurrency market with traditional finance; attracting non-typical participants to the cryptocurrency business; expansion of participants in the infrastructure of the cryptocurrency market due to the rapid cryptocurrency market development, in particular, due to the production of equipment for its operation.

SPECIFIC ASPECTS OF THE STATE FINANCING OF THE SOCIAL SPHERE IN UKRAINE

Viktor Melnyk, Іryna Churkina, Iryna Lomachynska

The prerequisites and principle of the formation and development of the social sphere in Ukraine have been studied. It was pointed out that despite the multilevel and multichannel nature of the social infrastructure financing, the state and local budgets are the main source of the financial resources that ensure the social sphere functioning and development. It was specified that the budget expenditures for financing the social sphere are versatile and have both state and local financing source and differ according to their functional, departmental and target designation. This factor complicates the social sphere financing system, decreases the level of coordination between individual institutional components and levels, and increases the costs of maintaining and management of the social sphere institutions. It is clarified that the priorities of the state policy and their financing depend on the current financial possibilities. The most problematic aspect of the social sphere financing is still the system of the inter-budgetary transfers. The important directions for improving efficiency of the social sphere financial support are: harsher punishment for the non-purpose use of the funds; optimization of the authority pertaining to the distribution of expenditures between authorities at all levels; involvement of the non-governmental organizations in provision of social services with a view of improving their quality, etc. The general conclusion is that it is expedient to set up conditions for integrating all kinds of social support so as to make a unified complex system; adhere to the program management method of budgetary planning and social sphere financing; ensure transition from the model of financing institutions to the model of service financing; diversify the social sphere sources of financing; implement the practices of social service procurement and mechanisms of the public private partnership; extend autonomy of the local self-government so as to provide social services in accordance with the principles of decentralization of funding; and facilitate the development of the social services market using the legal and economic tools, etc. Provided the indicated activities are adhered to, it becomes possible to develop modern, advanced and effective methods of the social sphere financing.

Political Impact on the Decentralization Reform in Ukraine

Bohdan Sitarskyi

The essence of the work is the study of political influence and its selfish manifestations by the people’s deputies of Ukraine on the process of formation and functioning of united territorial communities. In our work, political influence is revealed as an element of indirect political agitation of deputies in the district through the mechanism of financing and allocating state subventions from the state budget of Ukraine to communities, which is a very popular and effective tool of direct influence on residents of united territorial communities. The first section of our study is devoted to the study and interpretation of the concept of political influence, and the methods by which it can be explored. The second section attempts to analyze the gaps in decentralization reform that have made it possible to spread such selfish political influence. The third section contains the empirical part of our study, where we obtained the results of the interdependence of political influence of people's deputies with the volume of issued state subventions of communities in 2020.

CRYPTOCURRENCY AND BLOCKCHAIN WITHIN DIGITAL TECHNOLOGY

Olga Chatchenko, Olena Rybak, Péter Bagó

In the conditions of a steady surplus of up-to-date information, institutional and value-based tools for reducing the uncertainty of economic activity fade into the background, the paternity that progresses as a result of a combination of the short-term temporal paradigm, historically and institutionally inherent in the Western business traditions and becomes an important structural element, with the fundamental innovation of the information-network economy, the actual manifestation of which is the production of excess information and the creation of conditions for reproduction of uncertainty at the higher level. Cryptocurrencies emphasize the crisis of the banking institutions of financial intermediation as a result of the trust destruction as a natural result of the dominance of the financial component in the system of complementary interaction between financial intermediaries and subjects of the real economy sector, which in turn led to the crisis of financial intermediation and led to the desire of financial services consumers for operating activity without any mediation. Nowadays, the first cases of blockchain technology influence on the processes of reformatting the basic principles of human society development - information asymmetry and trust, which can testify to the depth of the modern transformation transition, are observed. An indirect development effect regarding information-network economy is the intensification of households` credit activity and the development of financial-oriented patterns of behavior, which indicate a prevailing focus on short-term prospects in economic and social activity, an increase in the value of self-interest over the interests of family and immediate surroundings, and a reduction in the impact of long-term hierarchical responsibility (in the generations context) on financial decision-making processes. A striking result of these patterns is an increase in household debt, which leads to a narrowing of economic freedom. Financial culture is gradually losing its role as a basic factor in the development of financial patterns of behavior, that in turn influences financial decision-making process, meanwhile the factors of economic and social conditions, banking marketing tools using client databases are updated.

Factors Affecting Employees’ Acceptance of Blockchain in the Higher Education Institutions

Mohammed Abdullah Alhumayzi, Luciano Batista, Vladlena Benson

Blockchain technology is a distributed digital ledger that boosts decentralised applications. This technology has many potential applications in the Higher Education Institutions (HEIs) industry. Yet, blockchain technology adoption is still low in HEIs. Within the adoption process, neglecting employees’ acceptance of blockchain technology might cause a failure in adopting blockchain. To address the blockchain acceptance problem, this study aims to determine the factors that impact employees’ acceptance of blockchain technology within HEIs. To accomplish this aim, this paper proposes a framework that extends the unified theory of acceptance and use of technology (UTAUT) with blockchain characteristics to determine the factors that affect blockchain acceptance among HEIs’ employees. Specifically, the proposed model includes UTAUT constructs: effort expectance, performed expectancy, social influence, facilitating conditions, behavioural intention and technology use, and blockchain characteristics, including security and trust. Also, this study investigates HEIs employees’ awareness as a moderator of UTAUT factors. This paper contributes to academia as it proposes a new theoretical framework that contains factors that might facilitate or hinder the implementation of blockchain technology applications among employees. The present paper also contributes to practitioners in HEIs as it informs decision-makers about potential factors concerning employees’ acceptance of the blockchain technology.

Oksana Ye. Murakhovska

Financial provision is one of the important elements of community resource provision. There is quite a number of bases of financial resources that territorial communities can take from, therefore, for their effective use, it is advisable to classify them, establish the appropriate features, and the possibilities of use them rationally. Currently, it is important for communities to be able to form the necessary amount of financial resources that will allow them to be financially capable. Also important is the legally defined powers of communities within which they carry out their activities and use accumulated funds. The publication analyzes the peculiarities of the formation of financial relations in territorial communities of Ukraine. The corresponding shortcomings in shaping the financial capacity of communities are singled out. The sources of filling the community budget are analyzed. It is found that today the majority of territorial communities need to provide appropriate investment financing of their projects for their sustainable development. Sources of filling financial resources of territorial communities are identified. It is proved that the main financial source of the territorial budgets is the activities of small and medium-sized businesses located in communities. It is determined that for the effective implementation of measures for the socioeconomic development of communities, the principle of their autonomy in matters of budget and tax activities should be implemented. The main directions of influence of financial decentralization on the socioeconomic development of the regions is formed. ANALYSIS OF THE POSSIBILITIES OF FUNCTIONING OF THE MEDICAL MARKET EQUIPMENT IN UKRAINE UNDER MILITARY AGGRESSION

Вікторія Хмурова, Yana Volkova

The study of the medical equipment market of Ukraine in the conditions of martial law is the basis for making management decisions regarding further processes of reforming the industry due to the introduction of management technologies and tools. The main issue regarding the purchase of medical equipment in Ukraine is the feasibility of costs, the quality of the equipment being purchased, as well as the need for specific equipment. In addition, the issue of decentralization and procurement by the National Health Service needs to be improved in order to save public funds during the procurement and delivery of quality and necessary equipment. The aim of the article is an analysis of the current state of development of the medical equipment market and the equipment procurement system in Ukraine. The article will use swot analysis methods for a strategic analysis of the strengths and weaknesses of the medical equipment market in Ukraine. In addition, a detailed analysis of medical equipment purchases by suppliers and customers of medical equipment in Ukraine will be conducted. Of the place of the public and private sectors in the field of health care, their interaction and further partnership relations. In addition, the result is an analyzed medical equipment sales market by the main suppliers on the medical equipment market in Ukraine. Conclusion. After analyzing the market of medical equipment from the beginning of 2022, it becomes clear that the market is currently running and operating despite the military aggression from the Russian Federation. The mechanism that allows the industry to move and develop in full has not been created, but right now we have many opportunities to create and implement new mechanisms of interaction between public hospitals and patients. It is necessary to increase the functioning of partner organizations in the field of health care. This is necessary in order for the private sector to work qualitatively and serve patients at the level of public insti- tutions. And state health care institutions, in turn, were qualitatively financed to increase the quality of the provision of medical services. It is appropriate to create a financing mechanism between the state and the private sector, because this advantage in the industry will provide an opportunity to quickly rebuild the field after our victory. By improving the field of health care and implementing the ideas of public-private partnership between health care institutions, the country will achieve impressive results in this area. In addition, decentralization must be returned to the form it had at the beginning of its implementation. This will make it possible to quickly elevate such an important sphere of human social life as medicine. It should also be noted that at this time and after the victory of our country in the war with Russia, the field of medical services, for example, such as rehabilitation, will have a greater demand than supply. It is necessary to ensure the opportunity to undergo rehabilitation at the expense of the state to all who will need it.

The Financial and Investment Dimension of Solving Ecological Problems in the Conditions of a New Global Nature Protection Architectonics: Implementing the Best Foreign Experience

Vasyl A. Holian, Nataliia Medynska, Liudmyla Kolosa, Oleksandr S. Zamlynskyi

It is substantiated that under wartime conditions, formation of a new global nature protection architectonics and decentralization of power, the solution of ecological problems of socioeconomic development passes into a new financial and investment dimension, which requires diversification of sources of financing of capital investments and current costs in environmental protection. It is determined that in the dynamics of the nominal amount of financing of capital investments and current expenditures in environmental protection in the context of the main nature protection measures in 2000–2020, in general, there is an upward trend, which is caused by inflation-devaluation processes, rather than a real increase in assignations to environmental projects both in the public and corporate sectors. It is identified that in 2000–2020 there was a significant difference between the amounts of financing of capital investments and current expenses in the direction of increasing the amount of financial support for the operation and maintenance of environmental infrastructure, rather than their renovation and modernization. It is substantiated that the chronic deficit of financial and investment support for solving ecological problems is caused by excessive unification of sources and methods of financing the renewal of the network of environmental infrastructure objects and rationalization of the use of natural raw materials, which requires diversification of fiscal, budgetary and credit investment instruments of the environmental protection industry. It is determined that increasing investment flows in the environmental sphere of Ukraine depends on the inclusion in the range of priorities of the national environmental policy of the dominants of international environmental conventions, primarily the New Climate Agreement, which will allow obtaining financial preferences from global environmental funds and foreign governments. It is substantiated that the intensification of environmental activities at the level of local self-government will become possible due to an increase in the share of deductions of the natural resource rent and environmental tax to special funds of budgets of territorial communities, which will ensure targeted linking of eco-resource payments to solving the most pressing ecological problems of territorial entities
