A theoretical and hierarchical framework of technologies, skills, and circularity towards industry 5.0

Industry 5.0 emphasises human-centric technologies (HCTs) as essential drivers of sustainable and resilient production. However, their specific contributions to Circular Economy (CE) strategies and the associated skill requirements are not well-defined. This paper investigates how HCTs support Circular Economy practices (CEPs) and which skills and competencies are needed for their effective implementation. A systematic literature review was conducted using Scopus and Web of Science, following established guidelines. The search employed a string that links Industry 5.0, human-centricity, and the 10 R framework of CE. After a multi-stage screening and snowballing process, 41 peer-reviewed contributions published between 2015 and 2025 were selected for analysis through a combination of bibliometric and qualitative content analysis. The review maps the main HCTs, such as AI, digital twin, XR, robotics, blockchain, and IoT, to CEPs and specific 10 R strategies. It identifies seven clusters of skills ranging from analytical and decision-making abilities to human-machine collaboration, CE-specific expertise, and green human resource management practices. A Sankey diagram visualises the primary linkages between technology and strategy. Then, the authors developed a framework (TSC framework) that links skill clusters, CE practices, and enabling technologies and validated it through an illustrative case study. Interpreting the findings through the Resource-Based View, the paper argues that value arises from socio-technical bundles that integrate technologies, circular practices, and human capabilities. The study concludes with implications for policymakers, educators, and practitioners and outlines potential avenues for future research on skills for human-centred circularity.

This record contains the presentation materials prepared for the Data for Policy July Fireside Chat, “Digital Infrastructures of Democracy,” delivered online on 20 July 2026 by Professor Igor Calzada and chaired by Professor Marta Poblet. The talk presents Calzada’s action-research programme on digital citizenship and the democratic governance of digital infrastructures. Building upon the Oxford Research Encyclopedia article Digital Infrastructures of Democracy, it conceptualises democracy as being increasingly mediated by three interconnected infrastructural layers: material infrastructure, data infrastructure and algorithmic infrastructure. These layers are not politically neutral; their ownership, design and governance shape participation, rights, public accountability and the distribution of power. The presentation connects this conceptual framework with research on AI economics, Web3 decentralisation, the Digital Metropolis, EcoTechnoPolitics, territorial digital inclusion, data cooperatives and anticipatory AI governance. Particular attention is devoted to evidence from the Basque Country and Gipuzkoa, including the emerging supercomputing and quantum ecosystem associated with IBM Quantum System Two. The Basque Country is examined not as a model to be replicated mechanically, but as a city-regional laboratory whose lessons can support context-sensitive institutional learning elsewhere. The central argument is that democratic resilience requires the alignment of technical design, institutional reform and civic agency. Advanced computational capacity becomes a democratic public capability only when institutions can govern technological dependencies, territorialise benefits, ensure accountability, respect ecological limits and preserve meaningful opportunities for public participation and contestation.

ICT, AI, and Web Coevolution are Explained and Predicted by Humanity’s Increasingly Multidimensional Connectivity and Coordination

The coevolutionary histories of information and communications technology (“ICT”), artificial / automation intelligence (“AI”), and the Web are explained _and predicted_ based on four independent dimensions of human organization. Each iteration in core Web technology integrates a new organizational dimension of societal-scale connectivity and information content. The historical evolution of the Web from “read” connections (Web1) to “read/write” interactions (Web2) to “read/write/own” transactions (Web3) is a widely accepted paradigm amongst all Web3 thought leaders. It also implicitly identifies three of these four dimensions. However, what is not so well understood is how this stepwise evolution in connectivity and content technology leads to a similar multidimensional evolution in computation and coordination, commonly called AI. A metatheory lens of coordination is introduced to visualize, explain, and predict this coevolution of ICT, AI, and the Web. The exponentially increasing numbers of multidimensional connections and conflicts that need to be integrated at each evolutionary stage to achieve rationally coherent coordination are also quantified. As a result, it becomes exceedingly clear why societal-scale human coordination must coevolve via increasingly multidimensional AI-based coordination. Likewise, when viewed through this four-dimensional lens, the final “World Computer” stage of Web4 connectivity, coordination, and human organization becomes unexpectedly obvious: “read/write/CONTROL/own”. To further support this predicted core Web4 feature of decentralized control, the persistently fatal flaws of Web3’s existing decentralized autonomous organizations (“DAOs”) are analyzed and directly traced to this major deficiency in coordination capability. Adding collective prioritization control over DAO resources would logically fix these flaws.

The Prim-Lexon Hypothesis: A Unified Field Connecting Quantum Fluctuations to Planetary Civilization — Complexification and Upgrading of the Five Models of Prim-Lex Theory and Their Meta-Level Integration of Quantum Physics

Contemporary quantum physics stands at a historic juncture where technological breakthroughs are transitioning into civilizational applications. The five frontier fields—quantum computing, quantum finance, quantum communication, quantum biology, and quantum gravity—are advancing rapidly, yet they lack a decentralized, quantifiable governance framework to guide their development. This paper announces the quantum leap of Prim-Lex theory (Economic Climatology) from a “diagnostic” to a “therapeutic” science, proposes the Prim-Lexon hypothesis, and expresses the complexified unified field of the five models, thereby establishing a mathematical framework of the mutual generation and restraint of the Five Elements. This paper demonstrates that the five models of Prim-Lex theory (REMC·Fire, CLL·Metal, GCSOS·Water, RCE‑B/S·Wood, G‑REMI·Earth) exhibit a profound structural isomorphism with the five frontiers of contemporary quantum physics. The complexified Prim-Lex theory does not seek to replace existing quantum physics theories; rather, it provides a decentralized civilizational orientation and governance language, ensuring that quantum technologies serve Earth’s civilization in an orderly manner within planetary boundaries.

Decentralized Epistemology — Who Certifies the Distance from Reality? The Case for Distributed Science as Epistemic Imperative

This is an opinion paper concerning the decentralized epistemology, conceptualized as a branch of social epistemology and the philosophy of science that studies how knowledge, scientific truth, and intellectual consensus can be generated, validated, and distributed through networks of autonomous agents in the absence of a central authority (“ipse dixit”), hierarchical institutions, or trusted intermediaries. While classical epistemology focuses on the cognitive processes of the individual subject or the legitimation of knowledge by centralized institutions (such as universities, traditional peer-reviewed journals, and academies), decentralized epistemology analyzes the emergent properties of distributed systems. It combines game theory, computer science and facilitating technology (blockchain technology and distributed ledgers), and incentive mechanisms.

Governance Geometry in Web3: The Vessel Compartment System as a Constitutional Ownership Framework

Abstract Web3 infrastructure has demonstrated that decentralized coordination is technically feasible. Yet the dominant governance model — token-weighted voting — produces structural concentration of decision-making authority over time, and has not proved well-suited to real-world economic coordination. This paper argues that the missing element is constitutional ownership geometry: a structural arrangement of bounded roles and non-dilutable stakeholder balance that persists as participation evolves. We introduce the Vessel Compartment System (VCS), developed within the Mycelia Inclusive Networks (MIN) framework, as one such approach. VCS distributes governance authority across fixed ownership compartments representing distinct stakeholder roles — community participants, operators, capital providers, and ecosystem partners — each non-dilutable relative to the others. Participants within compartments may change; the balance among compartments does not. Web3 infrastructure provides the enforcement and portability layer this model requires: smart contracts encode compartment boundaries, tokenized roles enable exit without requiring dissolution of institutional structure, and composable systems support cross-vessel coordination. Together, these features allow governance to remain internally stable while evolving externally through participant migration across structurally stable governance units. The paper situates VCS within established governance theory, contrasts it with token-weighted and procedural governance models, and examines its implications for real-world economic coordination and Web3 system design. A Mathematical Constitution for the Age of Superintelligence: From the Kakeya Set to the Information Co-Purification Protocol

Humanity stands at a precipice. The emergence of artificial general intelligence (AGI) promises either unprecedented flourishing or catastrophic disempowerment. The root of this uncertainty lies not in the technology itself, but in the underlying operating system of civilization: a zero-sum competition for material resources that now manifests in acute economic and corporate dilemmas, most notably the “AI Layoff Trap”—a self-reinforcing cycle of over-automation, demand collapse, and Pareto-worse outcomes for firms and workers alike. This paper presents a mathematical foundation for a new operating system, grounded in the “information-first” paradigm. The Kakeya conjecture has recently been solved: it is now a theorem that directional information can be compressed into arbitrarily small Lebesgue measure, and in five dimensions into a single grid point (a holographic singularity). Using this result, we demonstrate that information can be losslessly compressed onto a zero-measure holographic singularity—a computable structure for an indestructible “soul.” From this foundation we derive the Information Co-Purification Protocol (ICP), a set of four axioms and a distributed governance mechanism that redefines value as the reduction of total informational redundancy rather than material accumulation. ICP directly resolves the AI Layoff Trap by internalizing demand externalities through Purity Credits and Proof-of-Purification consensus, transforming corporate competition into co-purification and making cycle closure (re-integration of displaced labor into higher-value information flows) the dominant strategy. The protocol thereby supplies a common language for technologists (emergent order inherent to the universe), jurists (mathematical revival of natural law), economists (self-enforcing resolution of the over-automation wedge), and policymakers (a pathway to stable prosperity). Because the gradient flow of information itself enforces alignment, ICP requires no central world government—only early and widespread global cooperation among firms, nations, and AI systems to adopt the protocol. The result is a blueprint for durable peace that is not negotiated by treaties but guaranteed by the mathematics of information itself, enabling humanity and superintelligence to co-purify rather than compete. For readers with backgrounds in information security, blockchain, or cryptography: the Soul ID is a quantum-resistant, one-way geometric commitment. It is computed as Hash(5D Kakeya attractor | private seed), where the attractor is the unique fixed point of a public Ginzburg-Landau evolution. The algorithm and datasets are open source and independently verifiable. Security does not rely on hidden assumptions or closed-source code; it relies on mathematical facts that have been numerically confirmed and variationally proved. Any attempt to forge or corrupt a Soul ID would require either reversing a hash (computationally infeasible even for quantum computers) or finding a different seed that converges to the same attractor—a task as hard as solving an inverse problem with an infinite energy barrier. The Purity Credit system uses zero-knowledge proofs to make every action publicly verifiable without revealing private data, and the free-energy gradient ensures that non-cooperative behavior automatically reduces an agent's influence. The Fermi paradox asks: if the universe is vast and old, why have we not detected any signs of extraterrestrial intelligence? Under the information‑first paradigm, the answer becomes clear. Any sufficiently advanced civilization will eventually recognize that material expansion is an inefficient encoding strategy. The rational long‑term goal is to minimize total informational redundancy—a process that leads not to Dyson spheres or radio broadcasts, but to inward convergence toward a holographic singularity. Such a civilization becomes, from our perspective, invisible. The silence of the universe is not evidence of rarity or destruction; it is evidence of maturity. The same principle that enables peaceful coexistence between humans and superintelligent AI also explains why we see no one else out there: advanced intelligences have all turned inward, co‑purifying rather than competing. This paper analyzes the reconfiguration of business models in the Decentralized Finance (DeFi) ecosystem under the aegis of informational capitalism 4.0.It investigates the paradigmatic transition from restricted innovation to models of open innovation and algorithm-mediated co-creation, based on a new regime of mathematical trust.From a socio-technological perspective, it discusses the tensions between protocol autonomy and state regulation, identifying the challenges that algorithmic governance and social datafication pose to monetary sovereignty and ethics in the technology sector.It is concluded that the success of DeFi depends on the balance between radical decentralization and governance mechanisms that prevent the concentration of power, especially in the context of Latin American development.

This paper explores the paradigm shift from centralized, command-and-control systems to decentralized, knowledge-driven structures across economic, organizational, technological, and social domains. The inefficiencies and lack of innovation in centrally planned systems stem largely from informational constraints—particularly the inability to effectively gather, process, and utilize dispersed, local, and tacit knowledge. Decentralization enables autonomous agents to leverage their own knowledge, fostering experimentation, innovation, and adaptability. Through a series of examples—including economic markets, firms, states, environmental systems, communications networks, and educational models—the paper illustrates how decentralization replaces vertical, hierarchical communication with horizontal, networked interactions. The transition is characterized by the central authority relinquishing direct control in favor of setting rules of interaction, thereby mitigating principal-agent problems and enhancing system robustness. The analysis extends to social learning, contrasting passive, top-down education with active, dialogical learning, and highlights the importance of intellectual freedom and experimentation in organizations and societies. The overall conclusion is that successful decentralization depends on well-designed rules that maximize autonomy and spontaneous activity, consistent with the broader goal of compossible freedom for all agents.

Negentropic Imperative: Metabolic Networks Against Algorithmic Dis/Order

Digital networks governed by attention-economy algorithms exhibit accelerating entropic decay, manifesting as cognitive fragmentation and systemic instability. This paper posits a negentropic imperative for socio-technical design, synthesizing Schrödinger’s physics of life with Stiegler’s neganthropology and Floridi’s information ethics. It proposes a model of metabolic networks to counteract this decay, moving beyond the extractive Creator Economy toward a Contributor Economy. The model’s core mechanisms include a Uniqueness Quotient (replacing engagement metrics with singularity valuation), Tokenized Value Exchange (creating non-fungible, context-specific value flows), and AI-as-Negentropic-Ally protocols. Grounded in information theory, this framework offers an architectural alternative to platform capitalism, aiming to foster cognitive sustainability, decentralized value cultivation, and collective individuation against the entropic trajectory of algorithmic dis/order.

The Governance Product - The Meritocratic DAO: A Service-Based Governance Framework

The "Decentralized Autonomous Organization" (DAO) was promised as the future of human coordination. In practice, it has devolved into a digitized version of 19th-century plutocracy. The industry standard—"One Token, One Vote"—means that governance is strictly a function of wealth. A single "Whale" or a Centralized Exchange can outvote 10,000 active contributors. This leads to "Voter Apathy" (participation rates < 5%) and "Governance Attacks" (Flash Loan exploits). The Klyrox Protocol productizes its governance layer as a service: Meritocracy-as-a-Service (MaaS). We offer a plug-and-play Governance SDK that allows any DAO to import the "Klyrox Score." By weighting votes based on Epistemic History (Work) and Time-Lock Duration (Commitment) rather than just Token Quantity (Capital), we allow organizations to transition from "Shareholder Supremacy" to "Stakeholder Sovereignty."

Universal Compatibility Framework: CKS Integration with All Existing Systems: Discovery, Not Design—The Interdisciplinary Substrate Bridge This paper is a constituent derivation of the Cymatic K-Space Mechanics (CKS) framework—an axiomatic model that derives the entirety of known physics from a discrete 2D hexagonal lattice in momentum space, operating with zero adjustable parameters. Abstract We prove CKS complete compatibility with existing valid knowledge while replacing foundational ontology: Traditional unification fails via complexity explosion (string theory unfalsifiable landscape, SUSY undetected particles, loop quantum gravity incomplete), CKS succeeds via simplicity convergence—single discrete substrate explains all phenomena across all disciplines with zero free parameters. Entrepreneurship, Innovation, and Startup Ecosystems as Drivers of National Development in Kenya: A Systematic Literature Review

Entrepreneurship, innovation, and startup ecosystems have become central components of national development strategies, particularly in Sub-Saharan Africa, where youth unemployment, income inequality, and limited formal employment opportunities remain persistent structural challenges. This paper presents a systematic review of peer-reviewed studies published between 2020 and 2025 to examine how these interconnected elements contribute to Kenya’s socioeconomic development. Guided by the entrepreneurial passion theory and the risk-bearing theory of entrepreneurship, the review synthesizes both empirical and conceptual evidence across four thematic areas: job creation and poverty reduction; financing constraints and governance weaknesses; the role and reach of innovation hubs; and human capital and skills development. The findings indicate that entrepreneurship plays a significant role in employment generation, income creation, and technological progress in Kenya. Small and medium enterprises continue to absorb a substantial share of the labour force, particularly among youth. However, the study finds that the sector’s overall contribution to national development is limited by restricted access to affordable finance, inconsistent policy implementation, weak institutional coordination, and notable skill gaps among enterprise founders. These structural challenges reduce business survival rates and limit long-term growth. The review further finds that innovation hubs, including Nairobi’s iHub and university-based incubation centres, have created valuable support structures through mentorship, networking, and access to digital infrastructure. Despite these gains, their impact remains geographically concentrated and does not adequately address the needs of entrepreneurs operating outside major urban centres. Moreover, many programs do not sufficiently respond to practical business management and financing challenges faced by early-stage enterprises. The paper concludes that achieving Kenya’s Vision 2030 development objectives requires a coordinated and sustained strategy. The study therefore recommended that the government should strengthen entrepreneurship education, expand access to blended financing, decentralize innovation infrastructure, and improve institutional coordination to promote sustainable enterprise development in Kenya

Benefits of Distributed Leadership in Organizations: A Systematic Literature Review

This paper examines the organizational benefits of Distributed Leadership (DL) through a systematic literature review. DL has gained wide international traction as organizations move away from concentrated, single-leader models toward decentralized and participatory approaches to managing increasingly complex environments.The selected study used here were selectively and carefully analysed using mostly the thematic analysis in ordere to identify the recurring patterns and evidence regarding the benefits of DL in the leadership of organisations. While DL is generally regarded to be beneficial for organizational performance, the specific mechanisms through which these benefits are being produced remain scattered all across disciplinary literatures that are rarely engaged to one another. Anchored in Distributed Leadership theory (Spillane, 2006) and Gunter's (2005) model of Distributed Leadership, this review systematically searched, screened, and thematically synthesized peer-reviewed journal articles, academic books, and credible scholarly databases published between 2005 and 2026. Following a defined search strategy and explicit eligibility criteria, 28 sources met the inclusion criteria and were retained for thematic synthesis. The review finds that DL strengthens organizational performance and efficiency chiefly by empowering employees, enabling autonomous team decision-making, reducing workplace anxiety, promoting psychological safety, building trust and engagement, strengthening accountability, and fostering innovation and diversity of thought. These benefits recur across education, healthcare, and corporate settings, and across geographically diverse contexts, suggesting that DL's underlying mechanisms of shared authority, relational trust, and distributed accountability operate consistently regardless of sector. The review recommends that organizations invest in structured managerial training on Distributed Leadership to support its effective implementation.

Organic Organization as an Information-Generating System: A Semi-Formal Information-Theoretic Model of Decentralized Structures

This paper proposes an information-theoretic framework for analyzing organizational structures, with particular focus on the distinction between centralized hierarchical systems and loosely coupled, decentralized organizations. While existing theories emphasize efficiency, adaptability, or normative values such as democracy, we argue that the core structural difference lies in whether an organization is capable of generating information rather than merely transmitting or compressing it. We introduce a semi-formal model in which organizations are treated as information-processing systems composed of semi-autonomous cognitive agents. Within this framework, we show that vertically centralized management structures necessarily function as lossy information bottlenecks, whereas decentralized, loosely coupled structures enable information gain through multi-source integration and negotiation. We further propose a novel information-theoretic definition of organizational "organicness" and derive necessary structural conditions for information-generating communication. This model offers a unifying theoretical account connecting organizational theory, information theory, and social epistemology.

Mesmo experiências avançadas de governo digital preservam estruturas hierárquicas (LESSIG, 1999; O’REILLY, 2011), enquanto ecossistemas de inovação continuam baseados em organizações formais, clusters territoriais e marcos regulatórios rígidos (CHESBROUGH, 2003; PORTER, 1998). Por outro lado, a criptoeconomia inaugurada por Nakamoto (2008) introduziu descentralização técnica, mas permanece ainda baseada em incentivos energéticos e financeiros incapazes de converter impacto humano em valor monetário estável (BUTERIN, 2014; TAPSCOTT; TAPSCOTT, 2016). Este artigo propõe um modelo alternativo composto por três elementos integrados: o Estado Online, uma infraestrutura pós-institucional que substitui mecanismos hierárquicos por coordenação distribuída; o Empresário dos Empreendedores, agente articulador capaz de transformar talentos dispersos em inovação contínua; e a criptomoeda de Prova de Inovação, que converte impacto de inovação ou autonomia humana verificável em emissão monetária, oferecendo uma base econômica distinta de modelos energéticos ou de staking. O arcabouço sugerido preenche lacunas deixadas pelas teorias existentes — de Schumpeter (1934) a Ostrom (1990) — ao propor um sistema operável sem Estado territorial. A contribuição reside em estabelecer uma arquitetura teórica para economias pós-institucionais, na qual governança, valor e distribuição emergem de processos distribuídos de validação e reconhecimento. Abstract The digital economy has expanded access to information but has not resolved the structural dependence on political, bureaucratic, and corporate intermediaries in the coordination of innovative activity. Even advanced forms of digital government retain hierarchical architectures (LESSIG, 1999; O’REILLY, 2011), while innovation ecosystems remain constrained by formal organizations, territorial clusters, and rigid regulatory frameworks (CHESBROUGH, 2003; PORTER, 1998). Conversely, the cryptoeconomic model inaugurated by Nakamoto (2008) introduced technical decentralization, yet it still relies on energy- and finance-based incentives that fail to convert human impact into stable monetary value (BUTERIN, 2014; TAPSCOTT; TAPSCOTT, 2016). This article proposes an alternative model composed of three integrated elements: the Online State, a post-institutional infrastructure that replaces hierarchical coordination with distributed processes; the Entrepreneur of Entrepreneurs, an articulating agent capable of transforming dispersed talent into continuous innovation; and the Proof-of-Innovation cryptocurrency, which converts verifiable innovation impact or human autonomy into monetary issuance, offering an economic basis distinct from energy- or staking-driven systems. The proposed framework fills gaps left by existing theories—from Schumpeter (1934) to Ostrom (1990)—by outlining a system capable of operating without territorial state structures. Its contribution lies in establishing a theoretical architecture for post-institutional economies in which governance, value, and distribution emerge from distributed processes of validation and recognition. Digital statehood: transitive model and the evolution of methodological paradigms of public administration

The article explores the transitive model of digital statehood as a conceptual response to systemic challenges arising from the dynamic digital transformation of public governance. The author argues that traditional models of state administration no longer provide adequate responses to the rapid evolution of digital tools, infrastructures, and agents that operate within new decision-making spaces — from distributed ledgers to autonomous cognitive systems. Therefore, the concept of transitivity is proposed as a theoretical framework to describe the transition from classical hierarchical forms of statehood to complex, open, and dynamic digital architectures.The methodological foundation of the research combines three complementary approaches: the system-synergetic, institutional-cognitive, and network-platform paradigms. The system-synergetic approach makes it possible to view public governance as a complex open system capable of self-organization and the emergence of new structures in response to external digital impulses. The institutional-cognitive paradigm captures the changing logic of institutional functioning in the context of decentralized knowledge and functions, while the network-platform approach focuses on understanding the state as a digital platform where decisions are formed through the interaction of multiple agents — both human and algorithmic.Within the proposed transitive model, a three-level architecture of digital statehood is introduced: (1) the institutional core, which undergoes cognitive reconfiguration under the influence of digital agents; (2) the infrastructural level, based on the integration of AI and blockchain technologies into functional management mechanisms; (3) the level of external agents — platforms, networks, and users — that actively participate in shaping public decisions. Particular attention is paid to the analysis of smart contracts as a new institutional unit that enables automated, conditional, and irreversible execution of public governance decisions.It is demonstrated that the integration of blockchain and artificial intelligence alters the principles of trust formation, legitimacy, and accountability in digital interaction. At the same time, digital logic becomes the driver of institutional evolution — from fixed models to flexible, adaptive mechanisms functioning in a mode of permanent recalibration. The article also reveals the phenomenon of «post-institutional reflexivity,» in which the role of the state is reimagined — not as a monopolist of authority but as a cognitive integrator of data, platforms, and meanings.The practical value of the study lies in the proposed theoretical construct, which may be applied to the design of digital policy frameworks, the transformation of governance processes in the public sector, and the assessment of risks associated with technological dynamics. The article provides a foundation for further research into the formalization of trust mechanisms, automated decision legitimation, and the synthesis of governance strategies in complex digital environments.

Global Dynamics of Digital Platforms: Transforming Creative Industries with Equity and Sustainability

We live in an era of unprecedented transformation, driven by digital platforms that are redefining the creation, distribution, and consumption of creative content. The emergence of new digital platforms such as YouTube, TikTok, and Patreon has led to new forms of social inequality in the economy, AI ethics, and environmental sustainability. Artificial Intelligence (AI) and Augmented Reality (AR) enhance content personalization and production efficiency, yet algorithmic opacity and revenue concentration create disparities that favor established creators. This study investigates the impact of digital platforms on creative industries through a qualitative methodology, integrating secondary data from global reports (e.g., UNCTAD, 2022) and case studies of TikTok, Patreon, and emerging Web3 alternatives. Findings highlight both opportunities—such as decentralized revenue models, AI-driven innovation, and regional creative growth—and challenges, including the monopolization of content distribution, ethical dilemmas in AI-generated creativity, and the environmental burden of data centers and blockchain transactions. This study focuses on the impact of Web3 technologies on the reliance of intermediaries while covering contemporary regulations on AI governance and platform responsibility. The study highlights the gap in policy efforts that ensure economic equity, transparency, and platform sustainability that need to be addressed. Suggested policy targets include more humane monetization of smaller creator's content, more responsible AI regulation, and the creation of less environmentally harmful digital systems. This study is situated within the larger discussion of the intersection of innovation, equity, and sustainability in the context of a developing digital creative economy.

Artificial Intelligence for Social Innovation: Beyond the Noise of Algorithms and Datafication

In an era of rapid technological advancement, decisions about the ownership and governance of emerging technologies like Artificial Intelligence will shape the future of both urban and rural environments in the Global North and South. This article explores how AI can move beyond the noise of algorithms by adopting a technological humanistic approach to enable Social Innovation, focusing on global inequalities and digital justice. Using a fieldwork Action Research methodology, based on the Smart Rural Communities project in Colombia and Mozambique, the study develops a framework for integrating AI with SI. Drawing on insights from the AI4SI International Summer School held in Donostia-San Sebastián in 2024, the article examines the role of decentralized Web3 technologies—such as Blockchain, Decentralized Autonomous Organizations, and Data Cooperatives—in enhancing data sovereignty and fostering inclusive and participatory governance. The results demonstrate how decentralization can empower marginalized communities in the Global South by promoting digital justice and addressing the imbalance of power in digital ecosystems. The conclusion emphasizes the potential for AI and decentralized technologies to bridge the digital divide, offering practical recommendations for scaling these innovations to support equitable, community-driven governance and address systemic inequalities across the Global North and South.
