REQUIRED TOOLS, SKILLS, AND KNOWLEDGE FOR FUTURE-PROOFING FACILITY MANAGERS UNDER NETZERO LEGISLATION

The global push for net zero emissions by mid-century is reshaping the competencies required in managing buildings. The built environment is a major front in climate mitigation, accounting for an estimated 38% of energy-related carbon emissions worldwide. This study reviews the tools, skills, and knowledge necessary to future-proof facility management (FM) professionals in alignment with evolving climate legislation, with a focus on the UK’s NetZero 2050 target. Through a critical synthesis of recent academic, industry, and policy literature, five key themes emerge: the rise of carbon literacy and regulatory fluency as core FM competencies, the urgency of digital proficiency, the importance of strategic communication, persistent gaps in training frameworks, and the uneven integration of sustainability tools in practice. Institutional barriers, such as outdated qualifications and limited upskilling opportunities are identified alongside technical challenges. A conceptual framework is proposed to guide FM upskilling, tool integration, and strategic repositioning within organizations. The findings offer actionable insights for industry bodies, training providers, and policymakers to align FM practice with national and global climate goals, highlighting that empowering FM professionals is pivotal to achieving decarbonisation targets.

Unleashing the Potential of Saudi Municipal Finance Toward Sustainable Urban Environments: Barriers and Strategies

Saudi Arabia’s rapid urbanization driven by Vision 2030 demands sustainable municipal finance systems. Using a mixed-methods analysis, this study analyzes 360 expert perspectives and identifies the key challenges of fiscal centralization (β = –0.14), governance deficits (20.2% variance), and overreliance on centralized funding (31.8% variance). However, decentralization (β = 0.31), policy alignment with Vision 2030, and green finance tools emerge as transformative pathways. Regression and correlation analyses reveal that municipal autonomy and legal frameworks are crucial in promoting sustainability integration. This study advocates for fiscal decentralization, Sharia-compliant green bonds, and institutional reforms and offers useful insights for policymakers.

Governance for Sustainability: Identifying and Ranking Critical Dimensions of Government Decentralization

IntroductionResearch on government decentralization is well established both globally and domestically. However, a notable gap persists in the literature: few studies have systematically examined the relationship between decentralization and sustainable development. This gap is especially pronounced in the Iranian context, where—despite some early efforts (e.g., Obedeh & Mousavi, 2009)—empirical investigations linking decentralization to sustainability remain scarce. Moreover, much of the existing sustainability discourse has narrowly focused on environmental, economic, and social pillars, often overlooking the critical role of governance structures, particularly decentralization, in enabling sustainable outcomes. Addressing this lacuna, the present study aims to identify and prioritize key dimensions of government decentralization that contribute to sustainable development. MethodologyThis study adopts an applied, non-experimental descriptive design. The research population comprises 25 experts in public administration, including 16 university faculty members and 9 senior officials from government organizations. Participants were selected through purposive sampling using the snowball technique. Data were collected via a structured expert questionnaire grounded in a nine-dimensional conceptual framework. Reliability was assessed using the inconsistency index, while validity was evaluated through the Lausche coefficient. Factor prioritization was conducted using the Analytic Hierarchy Process (AHP), a multi-criteria decision-making method widely employed in policy and governance research. FindingsBased on the results, it is clear that the index of monitoring local conditions with a weight of 0.192 is the first priority. The index of attracting local funds with a weight of 0.084 is in the second priority. The index of financing by the government with a weight of 0.075 is in the third priority. The index of determining goals based on the principles of sustainability with a weight of 0.075 is in the fourth priority. The index of alignment of sustainability goals with the needs of the local community with a weight of 0.073 is in the fifth priority. The index of trust in local managers with a weight of 0.065 is in the sixth priority. The budgeting index based on sustainability goals with a weight of 0.063 is ranked seventh. The index of commitment to accountability with a weight of 0.054 is in the eighth priority. The index of increasing the authority of local institutions with a weight of 0.049 is in the ninth priority. The education index of local managers with a weight of 0.049 is in the tenth priority. Discussion and ConclusionThe criterion of contextual targeting—defined as aligning policies and governance decisions with local conditions—emerged as the highest priority, with a normalized weight of 0.339. This underscores a fundamental principle of effective decentralization: one-size-fits-all mandates are ill-suited to diverse regional contexts. Leading decentralized systems worldwide calibrate the scope of authority and resource allocation to subnational governments (e.g., provinces, municipalities) based on continuous monitoring of local socioeconomic, environmental, and institutional conditions. This finding resonates with Ishrodoost (2021), who identifies the absence of region-specific targeting as a key barrier to decentralization in Iran, and with Fua’s (2022) analysis of Russia’s decentralization reforms, which emphasizes the necessity of tailoring governance structures to regional realities.The second-highest priority was financial considerations (weight: 0.222). Globally, the fiscal relationship between central and local governments constitutes a critical determinant of local autonomy and service delivery capacity. In Iran, where local authorities suffer from chronic revenue shortages and limited fiscal autonomy, strengthening intergovernmental financial mechanisms is essential. Embedding decentralization within a good governance framework—characterized by fiscal transparency, equitable resource distribution, and performance-based budgeting—can help address systemic challenges such as bureaucratic inefficiency, rising administrative costs, and the central government’s limited responsiveness to local needs. Only through such reforms can municipalities establish sustainable economic foundations and stable revenue streams. These insights align with prior studies by Zarkhani et al. (2018) and Mohammadi (2008).Third in priority is local sustainability capacity building (weight: 0.207). This entails a systematic, multi-level approach to strengthening the capabilities of local institutions, communities, and leaders to plan, implement, and sustain development initiatives. Effective capacity building integrates leadership development, community engagement, organizational learning, and institutional adaptation to foster resilience and well-being at the local level. As DeCorby et al. (2018) argue, local capacity is a prerequisite for meaningful devolution of power; without it, decentralization risks becoming symbolic rather than substantive. Similarly, Choi et al. (2019) highlight the centrality of local capacity in UN-supported decentralization efforts in developing countries.Transparency and reporting ranked fourth (weight: 0.134). Robust accountability mechanisms—including systematic data collection, performance monitoring, and public reporting—are vital for ensuring that decentralized authorities remain aligned with policy objectives, learn from implementation outcomes, and adapt decision-making accordingly. This finding is consistent with Zuidervik et al. (2021) and Lin et al. (2018), who emphasize transparency as a cornerstone of effective local governance.Finally, human resource performance received the lowest weight (0.097), though it remains strategically significant. Skilled, motivated, and ethically grounded personnel are essential for translating decentralization policies into practice. Human capital constitutes a core organizational asset, particularly in public institutions, where competent staff can drive innovation and sustainable performance. Chigbo (2021) identifies human resource competencies as a key enabler of decentralization, a view echoed by Rashidi et al. (2021) in their analysis of administrative decentralization in Iran.

Climate-neutral and Smart Cities: a critical review through the lens of environmental justice

The political choices made by the European institutions in the last twenty years show how the conviction is increasingly rooted that the management of environmental problems and, more specifically, the fight against climate change can find a valid solution in technology and eco-innovations. This is evident starting from the last two growth strategies adopted (Europe 2020 and the European Green Deal), from the long series of measures implemented to put them into practice and from the main R&I funding programs, such as Horizon Europe. In this context, the problem of justice and inclusiveness of the various initiatives implemented is attracting growing attention. In fact, if the institutional documents assume that green and smart participated projects are also fair and inclusive, a growing body of literature based on empirical studies seems to refute this assumption. Within this framework, the present work analyses first the critical literature and then the three main preparatory documents for the Horizon Europe Mission Climate-neutral and Smart Cities, which selected 100 European cities to become climate-neutral by 2030. These have been studied through the lens of environmental justice, in order to assess the European Commission's understanding of the existing and arising equity issues in the path toward climate neutrality. The research shows that, while the first two documents seemed informed by the idea that participation automatically translates into equality, the last guidelines show a deeper acknowledgement of the multidimensional nature of environmental justice. One that, beyond participation, also considers issues of distribution, rights, responsibilities and recognition. The present work should nevertheless be understood as a preparatory, analytical tool that will require the further definition and implementation of Climate City Contracts by the selected cities, in order to assess how the issue of environmental justice is effectively being considered in each specific context.

The Impact and mitigation of Climate Change on the building performance of nonresidential buildings: Case studies of typical UK supermarkets

The UK Government's Climate Change Act (CCA) aims to achieve a net zero greenhouse gas emission by 2050. Supermarkets, being among the most energy-intensive non-residential buildings, play a pivotal role in this endeavour. This research delves into the influence of climate change on supermarket buildings, exploring methodologies to mitigate its impact and assessing its effects on operational energy and carbon emissions. The United Nations has emphasized the built environment's significant contribution to global CO2 emissions, necessitating urgent action. Using a quantitative approach, this study employs the TAS – EDSL software to simulate energy consumption, carbon emission, and building regulations for various supermarket case studies. The research also evaluates the performance of these buildings across different UK climates and emission scenarios, incorporating EU Zebra2020 tool metrics. The primary challenge encountered was the scarcity of literature specifically targeting the UK supermarket industry in the context of climate change. The research underscores the importance of balancing energy consumption, carbon emissions, and future climate adaptations, especially given the industry's nZEB target by 2050. The findings of this study serve as a beacon for all non-residential buildings, bridging the knowledge gap between climate change, building futureproofing, and emission reduction strategies. The research underscores the importance of long-term planning, continuous monitoring of energy-intensive buildings, and the holistic approach of reducing emissions across a building's lifespan. This research aims to guide policymakers and building designers in future-proofing structures, emphasizing the need for energy-efficient measures and the integration of renewable technologies. The overarching goal is to foster the creation of sustainable, climate-resilient buildings for future generations.

Analysis of sustainable building materials, their possibilities and challenges

Sweden has as the first welfare state signed the petition of having net zero GHG emissions 2045. The construction industry is a large contributor to Sweden’s current GHG emissions and an action plan signed by several construction companies, including Veidekke, has stated several partial goals and one end goal of a construction industry with net zero emissions 2045. At the same time the demand of new residential houses is high. The choice of material affects the GHG emissions during the entire lifetime, making it a key parameter when planning a construction. 80 % of the emissions during a construction origin from the production of the materials used. The R&D intensity in the construction industry is low and the sector is ruled by a high level of competition and low margins. This thesis aimed to investigate more sustainable building materials for bearing parts of multifamily houses, how they compare with conventional materials and challenges facing them. The materials investigated was compared to a reference wall with KPI:s from one construction made by Veidekke. The GHG emission from the reference wall was calculated to be 107 kg CO2-eq/m2wall. The materials were evaluated with the method of Industrial Dynamics to investigate salient and reverse salient properties, lock-ins and important stakeholders. The materials investigated were Cross-laminated timber (CLT) and different types of sustainable concretes. Creating timber concrete hybrids were also explored. CLT currently has a small market share but is a promising material with several beneficial properties. The current development of more sustainable concrete resulted in the investigation of Recycled Aggregates Concrete, Alkali Activated Concrete and the Eco-concrete with reduced amount of cement in favor for limestone powder. A second step was to explore the social and economic challenges for integrating new building materials into the construction industry. As the industry is heavily project based, the timeframe and lack of budget to explore new options acts as barrier. The processes also tend to be repetitive. As of now the industry has made itself path dependent to concrete in a large extent. However, the social acceptance towards CLT is rising and making sustainability a strategic business goal is becoming more important to appeal to the customers. Interviews at Veidekke showed the rising interest of mixing timber and concrete, but also the difficulties of pushing development forward in the industry. The materials and their KPI:s resulted in the further investigation of CLT and Eco-concrete. By stating the salient and reverse salient properties of the materials further analysis could be done. CLT showed the greatest reduction of GHG emissions due to the embodied carbon resulting in a negative GHG emission of -66.2 kg CO2-eq/m2wall. In addition to this the construction time and several other beneficial properties were found. The reduction of GHG emissions of the Eco-concrete is great too, about 50 % comparing with the concrete used in the reference wall. As a concrete the Eco-concrete should also face less barriers as the industry is familiar with the product. Further analysis with tools from industrial dynamics showed the importance of creating incitements for developing the knowledge of a sustainable construction industry. Results also showed that new networks between the manufactures and the building sector is of essence to find and use new materials. Timber and concrete industries have the main responsibility of developing new and more sustainable products. The building sector also have a responsibility of choosing sustainable options. Advocating a diversity of solutions will create a more robust and resilient industry with fewer lock-ins and path dependencies occurring today. The key stakeholders identified from stakeholder mapping was the business developers, the department of purchase, the timber and concrete industry and lastly the customers. Business developers need to pursue projects with clear and tough goals of sustainability. This will increase the chance of succeeding. The department of purchase need to have incitements for mapping sustainable materials and the ability to explore new subcontractors. The results of the analysis show that not a single innovation will solve the goal of having a construction industry with net zero emissions 2045. The key innovation opportunities for CLT is to develop a standardization and modularization comparable with the concrete industry. Improving the fire safety of CLT is also of essence and the development of fire proofing plasterboards and insulation could be a solution. Further research on modified design mixing and the usage of pozzolanic materials like limestone in concrete is also an important way forward. Constructing timber concrete hybrids have also raised great potential both in the literature, analysis and from the interviews to simplify the integration of timber into the market.
