This study aims to analyze the differences, roles, and contributions of central and regional taxes within the Indonesian taxation system. Taxes serve as the primary source of state revenue and play a crucial role in financing development and improving public welfare. Along with the implementation of fiscal decentralization, local governments are granted authority to manage regional taxes in order to enhance fiscal independence. This research employs a qualitative method with a descriptive approach, utilizing library research from various sources such as books, academic journals, and legal regulations. The results indicate that central taxes still dominate state revenue compared to regional taxes, reflecting disparities in regional fiscal capacity. Central taxes function to finance national programs and maintain economic stability, while regional taxes support local development and public services. To optimize tax revenue, strategies such as tax intensification, digitalization of the tax system, regulatory simplification, and improvement of taxpayer compliance are necessary. Therefore, an effective, transparent, and fair taxation system is expected to promote economic growth and equitable development in a sustainable manner.
El Canon de la Soberanía Infraestructural La presente publicación constituye la respuesta oficial y técnico-científica del Ecosistema TAMV ONLINE frente a los dilemas de la ética digital en contextos de desigualdad estructural. En un escenario global donde la tecnología suele ser impuesta desde centros de poder hegemónicos, este documento marca un hito al presentar una Arquitectura Civilizatoria nacida en el Sur Global (Real del Monte, Hidalgo, México), diseñada para transformar la ética de un discurso abstracto en una infraestructura ejecutable. Durante 15 años la misma pregunta ha dividido al mundo: ¿cuánto vale realmente un Bitcoin? Los creyentes responden con narrativas — escasez, adopción, reserva de valor. Los escépticos responden con escepticismo — aire, especulación, nada. Ninguno ha podido probarlo con ciencia. Hasta ahora. Cualquier sistema complejo que procesa energía e información obedece la termodinámica. Bitcoin consume energía física real para procesar información real. Por tanto tiene un estado de equilibrio termodinámico calculable. Ese estado tiene un nombre: MAXIMUSS. MAXIMUSS no se calcula mirando el historial de precios. This study is intended to examine the effect of the Degree of Fiscal Decentralization, Regional Financial Dependence, PAD Effectiveness, and SiLPA Financing Level on Capital Expenditure Allocation in Provinces on the Island of Sumatra during the period 2019 to 2023 with the official website of the Supreme Audit Agency of the Republic of Indonesia which is the main source of secondary data collection in this study. and multiple regression methods with Eviews 13. Based on the results of partial analysis, the variables of the degree of fiscal decentralization and regional financial dependence have a significant positive effect on the allocation of expenditure in the Province on the Island of Sumatra. In contrast, the variable effectiveness of PAD and the level of SiLPA financing on the allocation of capital expenditure in the Province on the Island of Sumatra. Simultaneous test results indicate that the four variables affect the allocation of capital expenditure. This finding indicates that an increase in the effectiveness of PAD and the level of SiLPA financing does not always lead to an increase in the allocation of capital expenditure if the provincial government on the island of Sumatra cannot manage the APBD budget properly.

Objetivo: El objetivo de esta investigación es desarrollar un sistema basado en tecnología Blockchain y la red Ethereum para la emisión y validación de certificados digitales en una institución de educación superior, garantizando seguridad, trazabilidad e inmutabilidad mediante contratos inteligentes. Marco teórico: La investigación se fundamenta en el uso de Blockchain como una tecnología distribuida que permite el registro transparente y seguro de transacciones, aplicando los estándares X.509 y ERC-721 para la autenticación y unicidad de los certificados digitales. Método: Se diseñó un prototipo funcional utilizando el lenguaje de programación Python, la biblioteca web3.py y la infraestructura de Ethereum. El sistema integra firmas digitales y códigos QR para facilitar la verificación en tiempo real. Resultados y discusión: Los resultados preliminares muestran un uso promedio de gas de 221,189 y un consumo de 0.00442378 ETH por transacción, con una reducción del 43% en los costos de verificación respecto a sistemas tradicionales. Esto demuestra la viabilidad técnica y económica del modelo propuesto. Implicaciones de la investigación: El sistema puede aplicarse en contextos educativos e industriales, fortaleciendo la confianza en la emisión y validación de documentos digitales. Originalidad/Valor: La propuesta contribuye al campo de la certificación digital al integrar estándares abiertos y contratos inteligentes, ofreciendo una solución escalable, segura y de bajo costo.
Indonesia’s fiscal decentralization provides village funds and tax revenue sharing funds to strengthen village autonomy, support public services, and enhance community economic welfare. This study examines the impact of village fund allocation, village fund, and tax revenue sharing funds on the economic welfare of communities across 13 villages in Murung District, Murung Raya Regency, from 2020 to 2024. Using a quantitative explanatory approach, the research applies descriptive and inferential statistical methods, including validity and reliability tests, multiple linear regression, and significance testing. The findings reveal that fund allocation, village fund, and tax revenue sharing funds significantly influence key indicators of economic welfare, such as household income, access to clean water, and the growth of active micro-enterprises. Among these, village funds emerge as the most dominant variable, contributing directly to economic participation and service access. The regression model demonstrates strong predictive power. These results align with theories of fiscal decentralization, public finance allocation, and welfare economics emphasizing the role of targeted fiscal transfers in reducing inequality and enhancing local development. The study recommends optimizing sharing funds for productive programs, integrating fiscal planning with SDGs and performance indicators, and strengthening governance, transparency, and community participation.

This study aims to: 1) identify and analyze the degree of fiscal decentralization and the level of financial independence of regencies and cities in North Sumatra Province during the period 2015–2024; and 2) analyze the variation in regional revenue realization based on its components, as well as the variation in regional financial capacity across regencies/cities during the same period. The methods used in this research include the Fiscal Decentralization Degree Ratio (DDF), the Regional Financial Independence Ratio (RKKD), and a Two-Way ANOVA test, supported by SPSS 20 software. The findings show that the degree of fiscal decentralization remains relatively low from year to year, indicating a strong dependence on central government transfers. Similarly, the regional financial independence ratio is also categorized as low, with an instructive pattern of relationship, meaning that regional governments still have limited ability to finance development needs independently. The Two-Way ANOVA test results reveal significant differences in regional revenue realization both across regencies/cities and across years within the study period. The largest variations are attributed to the differing characteristics of each regency/city, including economic potential, effectiveness in managing locally generated revenue, and variations in regional fiscal structures. These findings highlight the importance of enhancing fiscal capacity and optimizing local revenue sources throughout North Sumatra.
La información es un insumo vital para el desarrollo de cualquier proceso en la sociedad. Por supuesto, las actividades relativas a la atención y servicio de salud en el país se basan en los datos de cada uno de los actores y procesos que intervienen en el sistema de salud. De esta manera, los datos se convierten en activos de información fundamentales para garantizar el correcto funcionamiento del sistema y, a su vez, garantizar la calidad en el servicio prestado a las personas. Con el objeto de salvaguardar la integridad, autenticidad, custodia, trazabilidad, secuencialidad, inmutabilidad y confidencialidad de la información existen, además de los sistemas de información centralizados, aquellos sistemas que operan bajo una arquitectura descentralizada que permite cumplir con estas premisas, incluyendo además capas de encriptación anidadas entre bloques de información definidos como el caso concreto de blockchain. Se propone utilizar este sistema descentralizado de almacenamiento seguro de datos para el alojamiento de información relativa a las “Historias Clínicas” en el país. Este trabajo busca integrar, a modo académico, las propiedades y cualidades del sistema blockchain para el alojamiento de información de estos registros clínicos en Colombia.

This article introduces a hybrid blockchain architecture to enhance Electronic Medical Record (EMR) management and interoperability. It integrates a permissioned public blockchain on Polkadot—managing roles and permissions—with a private blockchain on Hyperledger Fabric responsible for EMR storage. Text data are stored in CouchDB and medical images in IPFS as Non-Fungible Tokens (NFTs), following a patient-centric model. Stress tests yielded average latencies of 2050 ms for EMR creation and 2000 ms for sharing, with 65 % CPU and 170 MB memory usage, indicating system stability and efficiency. The proposed architecture provides a scalable, secure, and interoperable solution suitable for healthcare environments that demand data confidentiality and controlled access.
Este proyecto se ha centrado en el origen, evolución, historia, características y clasificaciones, ventajas y desventajas, aspectos y conceptos jurídicos y, por último, en la tributación de las criptomonedas o divisas virtuales. El principal objetivo de este proyecto se ha centrado en analizar y observar todos los temas mencionados anteriormente. Para ello se han analizado una serie de proyectos y noticias relacionados con todos estos ámbitos. Como podremos ver según se avance en el contenido del trabajo, las criptomonedas he tenido una importante evolución gracias al aumento tecnológico y a el mayor conocimiento que ha adquirido la población sobre ellas. En temas jurídicos, conocemos que no existe una regulación exacta con las criptomonedas, sin embargo, aunque estas monedas virtuales estén usadas en su mayoría con intenciones especulativas por parte de los individuos, está claro que son un medio de pago puros y como perfectos sustitutos de las monedas tradicionales de cada país. Por último, centrándonos en el tema de la tributación de las divisas virtuales, entendemos que la tributación puede definirse como al acto de pagar tributos y obligaciones contraídas, así como al marco jurídico al que están sujetos los contribuyentes en una nación en lo referente a sus deberes con la entidad recaudadora. El objetivo principal que tiene la tributación es brindar los servicios básicos a la población. Como se explica posteriormente cada vez existe una mayor numero de implicaciones tributarias en las transacciones que se realizan con criptomonedas, por ejemplo, el trading de las criptomonedas podría estar sujetos a IVA al considerarlos similares a loa venta de bienes muebles. Sin embargo, existen numerosos problemas con la tributación de las criptomonedas ya que el sistema no está adaptado a estas nuevas tecnologías. También se ha creado un reglamento (MiCA) que pretende asegurar la regulación de estas divisas virtuales.

El objetivo del presente trabajo es analizar, por un lado la percepción social en torno al auge de los NFT (Non-Fungible Tokens) como canal que vehiculiza la creatividad, especialmente en la juventud actual y en los creadores, así como detectar tendencias de políticas públicas en torno a la creación y difusión de bienes digitales, fundamentalmente en lo que concierne a la evaluación de dichas políticas públicas. Para ello, según la triangulación metodológica, combinando métodos cuantitativos y cualitativos, se recurrirá al estudio de las tendencias de búsqueda a través de Google Trends, y además se realiza una entrevista semiestructurada a responsables públicos vinculados con la evaluación de políticas a nivel nacional. Los resultados del trabajo permitirán la formulación de mejores políticas públicas que sean capaces de englobar este nuevo fenómeno.
El trabajo de grado se enfoca en el diseño y aplicación de un modelo de autenticación utilizando la tecnología Blockchain de Ethereum para mejorar la seguridad de los dispositivos IoT hogares como lo son las cámaras de seguridad, teniendo en cuanta que son dispositivos inteligentes con conexión a internet que permiten un control y monitoreo del hogar. Día a día estos dispositivos van en un auge de crecimiento exponencial ampliando el monitoreo y visualización del hogar, compartiendo más y más conexiones sobre el internet, en contraste, los ciberdelincuentes están constantemente ocupados, y cada día surgen nuevas amenazas. Esto significa que una cámara de seguridad adquirida hace cinco años o una comprada apenas hace seis meses podrían presentar una brecha de seguridad. Esto conlleva a que incluso aquellos hackers con poca experiencia puedan identificar exploits en la web y aprovecharlos para infiltrarse en tu red. Mediante el desarrollo del modelo se logró realizar una investigación sobre tres dispositivos de fabricantes diferentes, seleccionando uno de los tres para la prueba de concepto, bajo la ejecución de un objetivo general definido por un modelo de autenticación mediante blockchain Ethereum, y cuatro objetivos específicos orientados a la caracterización de información, identificación de amenazas, ejecución de configuraciones y finalmente validación sobre un escenario de pruebas sobre el dispositivo seleccionado
Recent technological progresses made it possible for complementary and community currencies to be increasingly transformed into digital currencies. An increasing number of them run on blockchain, a technology that allows for greater decentralization and trust-less systems. This fusion between social and cryptocurrencies opens a series of questionings: can social currencies maintain their values regarding the creation of community and a fuller citizenship? Is the total decentralization an important value for the communities that use social currencies? Can "trust", as defined for these monetary systems be replaced by a system that presupposes it? These comprehensive questions conform our current research project. With an inductive and multidisciplinary plan of demonstration in mind, this particular document tries to put in discussion the characteristics and potentialities, as well as the problems, limits and tensions generated by the circulation of digital currencies that run on Blockchain (cryptocurrencies), leaving for future research the in-depth discussion that this new mixture of technologies brings up. These issues will be addressed by studying the case of a digital social currency system running on blockchain, based on mutual credit, implemented in Argentina today: MonedaPAR, which was conceived as a defense mechanism against the economic crisis that plagues Argentina since 2016.

Bitcoin is part of the so-called crypto-currencies and can be defined as a universal decentralized public electronic payment system, based on Blockchain technology. The problem it faces is trust in its use; therefore, the objective of this research is to analyze the factors that influence the adoption and use of Bitcoin in Mexico. For this purpose, the UTAUT2 model integrated with the trust variable is used. The model was empirically tested by applying a survey of 106 questionnaires, under the partial least square’s method, with structural equation models (PLS-SEM). The main results indicate that performance expectation, hedonistic motivation, habit and its decentralization, are the main factors that influence confidence for the adoption and use of Bitcoin. The results illustrate to companies and any interested party the advantages of using Bitcoin.
La blockchain ha sido conocida primero a través de uno de sus más atractivos desarrollos: las criptomonedas (Ver Código QR). Hoy, palabras como Bitcoin, Ethereum, Ripple, Litecoin son oídas a diario en los noticieros, portales, redes sociales, etc., pues las monedas digitales han establecido un paradigma para todo el sistema monetario. Hoy la gestión de la salud debe pensarse como una Smart Health Care (SHC). El aprovechamiento de las tecnologías debe trascender el ejercicio de la salud, desde la atención por parte del personal médico, la gestión de centros médicos, la comunicación paciente-médico, hasta la gestión del big data, resultado de las múltiples entradas de datos en el entorno de la salud.

Digital currencies represent a new technological and monetary dynamics in the development of information technologies and internet. Bitcoin, a virtual currency that emerged in 2008 as a computer code, is characterized by being free of ties to monetary authorities and by not having nationality. The growing interest in Bitcoin is also found in science. Thus, our objective was to map the scientific knowledge about Bitcoin and Blockchain technology. Through bibliographic research in two databases, Science Direct and Scielo, 432 publications were mapped between 2008 and 2018. Out of these, 80% happened between 2016 and 2018, highlighting the rapid growth of scientific production. The main research topics are related to the Bitcoin market, the safety and efficiency of Blockchain technology, the illegal market, as well as the potential applications in areas such as energy, health, shared economy, Big Data and Internet of Things.
Nota: Currently, the implementation of smart contracts is growing at impressive speeds, the \nnew blockchain technology and the proven accuracy of the data it offers means that more and \nmore private and public institutions adhere to this type of technology with the aim of take \nadvantage of all the benefits they offer. \nA specific problem that we face at the moment is the price variation in terms of the value of the \ncryptocurrencies used in the Smart Contracts, the so-called volatility, which directly affects the \nrate of adoption of the user who is accustomed to agree a value and receive the same agreed \nvalue, when cryptocurrencies are used to deploy intelligent contracts, the resulting values to \ncomply with them, is usually a different value from the agreed one. \nTo solve this problem, we propose the creation of a Token fixed to the anchored value of a \nstable currency, such as Dollar USD, Euro EUR, GBP Pound Sterling, etc., in this work a token \nwill be created with parity 1: 1 With the value of the dollar and how the network used for \ndevelopment is Ethereum, it has been named Ethereum-USA, USA, because it is the place \nwhere the American Dollar was originally used, and its symbol will be "E-USA”. \nThe Tokens have been created through intelligent contracts through Solidity and the TestNet \nRopsten test network has been used. \nThe present work presents a particular and novel tonic that justifies its creation, using the \nvarious cryptographic techniques that maintain the security of the network, the intelligent \ncontract that creates and uses the Tokens valued at $ 1 usd for the payment of services and \nsuppliers for the value of salaries quoted in Ecuador on the date of implementation. Cryptocurrencies have slowly managed to take their place in the panorama of global economic transfers, thanks to the advantages offered by traditional financial systems. By focusing on Bitcoin we can see that this cryptocurrency is global, without political, economic or social barriers. since it is based on a "person to person" system, allowing the exchange of value through the Internet without the need for a central institution or human interaction for its operation, it also has almost imperceptible transaction costs, depends on the internal movements of the platform of supply and demand, then seen in this way Bitcoin could change the current way of doing business in the world.
