The Role of National Constituency Development Fund In Enhancing Access to Public Secondary School Education in Mombasa County

<em>The issue of financing education, especially secondary education is a growing concern in the Kenyan education system. The government through the Ministry of Education (MoE) has employed financing strategies such as bursaries for the needy but bright students through National Constituency Development Fund (NCDF). The purpose of this study was to assess the role of National Constituency Development Fund (CDF) in enhancing access to secondary school education in Mombasa County. The study objectives were to; assess the role of NCDF of improving access rate in enhancing access to secondary school education in Mombasa County, examine the role of NCDF in provision of infrastructural facilities in enhancing access to secondary school education in Mombasa County and to assess role of NCDF in provision of instructional resources in enhancing access to secondary school education in Mombasa County. The study was based on Decentralization and economic Theory. The study adopted a descriptive research design. The target populations for the study was 32 public secondary schools in Mombasa County (15 schools in Mvita, 6 schools in Likoni, 6 schools in Changamwe and 5 schools in Kisauni Sub-Counties), 32 principals and 582 teachers from the schools in the four Sub-Counties totaling to 646 people. The results were analyzed by the application of descriptive statistics and presented in percentages, means, frequency distribution tables, and pie charts. The Amhara Regional Report : Public Finance Review

The objective of this study is explore&#13;\n in depth public finance issues and their impact on&#13;\n decentralized service delivery at the regional and woreda&#13;\n level in Amhara region. The study is carried out as part of&#13;\n the federal and some regional case studies designed to&#13;\n examine effectiveness of public finances of sub-national&#13;\n governments. This study was expected to (i) review the&#13;\n institutional arrangement for managing public finances at&#13;\n the regional level including policies, budgetary&#13;\n institutions, systems and processes; (ii) assess the level,&#13;\n trend, and composition of public spending (both functional&#13;\n and economic classification) in per capita terms over the&#13;\n past five years and identify key achievements and&#13;\n limitations; (iii) assess the level, trend, and, composition&#13;\n of revenue at the regional level and examine the financing&#13;\n framework, including ways to increase local revenue&#13;\n generation capacity; (iv) assess the role of external aid in&#13;\n supporting decentralized service delivery and the&#13;\n sustainability of the program in absence of external aid;&#13;\n (v) review the planning and budgeting process as well as the&#13;\n quality of PFM system; and (vi) data permitting, establish&#13;\n the link between the level of spending and the outputs and&#13;\n outcomes for selected sectors. The study used standard&#13;\n public financial process review methodologies used for&#13;\n undertaking PEFA assessments. The report reviewed the&#13;\n various studies, plans and performance reports of the&#13;\n various sectors in the regions between EFY 1997 and 2001. In&#13;\n addition, key informant interviews were carried out at&#13;\n bureaus levels and woreda offices of education, health,&#13;\n water, agriculture and rural development, finance and&#13;\n economic development, revenue, General Auditor, rural road&#13;\n and woreda administrations.

Assessment of Decentralized Education Service Delivery: A Case Study of Dubti Woreda Afar National Regional State

The purpose of this study was to assess the nature of Decentralization on Education Service Delivery in view of having the required institutions, manpower, availability of adequate finance and community participation in the provision of service delivery in the Woreda. The study was conducted Dubti Woreda of Afar National Regional State. To meet the above objective, Focus group discussion, In-depth interviews, and Observation were conducted with key informants, professionals, and community representatives. Data for the research was collected for primary sources of data with the help of interview guide, focus group discussion guide and observations. Secondary was also equally reviewed to assess the nature and performance of decentralization on education service delivery in Woreda.. According to the results of the study the student enrollment in the Woreda show that there is less parti cipation in student enrolment. According to the responses obtained from school directors, teachers a nd officials at Woreda Education Office level, the coordination and work relationship between Kebele Education Training Board on one side and Parent Teacher Associations' and Schools on the other is characterized as being very inadequate and minimal. The finding also indicated that the Education Office of Woreda and school are found to have manpower problem which appears to have negatively impacted the service of the office in the Woreda. According to the information obtained from officials through interviews indicated that, Woreda suffered from inadequate budget. Despite the block transfer increase from year to year for the Woreda, the revenue capacity of the Woreda was minimum because, of the Woreda lack of appropriate tax base identification.. Decentralized education service delivery requires available envir onment. However, since Woreda is characterized by Desert it is difficult to deliver education service delivery in the Woreda

Evaluation and Analysis of the Education Financing and Management Reform Project in the Republic of Armenia

This project provides an evaluation and analysis of the Education Financing and Management Reform Project. Among the few larger-scope reform projects designed for more expansive changes in the education system of Armenia, Education Financing and Management Reform Project is the most Important, in terms of both its financial aspects and the scale of targeted changes. The project provides an evaluation and analysis of the Education Financing Management Reform Project from two points of view: the choice of textbook and publication/provision and achieving successful decentralization of schools. It will also try to find out to what extent the proposed changes match the general development of the country, thus evaluating the chances of success also from this aspect. With a rather pessimistic attitude regarding the effectiveness of the project, the two project questions will be put in the negative: (i) why is this project irrelevant for achieving improvement of the quality of the general education system in Armenia? and (ii) why this project cannot achieve its concrete goals - improved textbook publication and provision and successful school decentralization? The project comprises of two chapters, each of which covers one of the two questions stated above. The first chapter provides an analysis of the textbook and decentralization components as tools for quality improvement in the general education system. The second chapter analyzes the actual chances of the project to achieve its concrete objectives - successful textbook publication and provision, and school decentralization. For avoiding complication and setting a logical line of analysis, each of the chapters is divided into several sections (some of these having also subsections).
