KENOS - The Full Spectrum Operating Environment

KENOS — Kohenoor Operating System Official Description and Public Disclosure KENOS, the Kohenoor Operating System, is the unified digital operating environment of the Kohenoor ecosystem. It brings together artificial intelligence, Education 3.0, blockchain infrastructure, hybrid finance, business applications, development tools, governance controls and operational supervision within one coordinated ecosystem. <Explainer film added> The transition from KENHYFI Hub to the broader KENOS architecture reflects the continued expansion of the Kohenoor ecosystem. KENHYFI was originally developed as a hybrid-finance and ecosystem hub. However, the name and positioning of KENHYFI did not fully represent the wider capabilities that had developed around it, particularly: KAI — Kohenoor Artificial Intelligence, the ecosystem’s multilayered intelligence powerhouse and orchestration system. ProEdge, the Education 3.0, professional learning and workforce-development hub. Blockchain, development, commerce, security, governance and institutional-support applications extending beyond hybrid finance. For this reason, KENOS was established as the umbrella operating environment for the complete ecosystem. KENHYFI remains an important integrated hub within KENOS, but it no longer represents the entire ecosystem by itself. The relationship is therefore defined as follows: KENOS is the complete Kohenoor Operating System and umbrella ecosystem. KAI is the principal intelligence and orchestration powerhouse of KENOS. ProEdge is the principal Education 3.0 and professional-learning hub. KENHYFI is the integrated hybrid-finance and ecosystem-services hub within KENOS. Other applications and modules provide specialized capabilities in blockchain, commerce, development, security, finance and operational management. ON THE ISSUE OF IMPROVING THE EFFICIENCY OF PUBLIC ADMINISTRATION IN THE SPHERE OF HIGHER EDUCATION: PHILOSOPHICAL AND WORLDVIEW ASPECT

The article examines the issues of improving the effectiveness of public administration in the field of higher education in a philosophical and ideological aspect. Education is characterized as the basis of the social, political, economic, spiritual and cultural development of the nation. The importance of modernizing management mechanisms at the state level in the field of higher education is proven. The conditions for ensuring the proper level of development of the educational market are investigated. The importance of decentralization in the field of higher education and expanding the autonomous capabilities of higher education institutions in Ukraine is substantiated. The challenges facing the national system of higher education as of today are characterized. Higher education is considered as a sphere for the activities of public administration bodies. The importance of applying the methodology of social and organizational design in reforming public administration of higher education is substantiated. It is proved that the essence of social and organizational design lies in the scientifically based determination of opportunities for the implementation of targeted organizational changes in social systems and institutions, which is used to solve specific management tasks. The fact is substantiated that with the introduction of the principles of humanism, democracy, autonomy of higher educational institutions, as well as public-private partnership and public-public management into the legislation, the main scientific research in Ukraine will be focused on the development and implementation of effective mechanisms for implementing legislative changes in the management system of higher education. The essence of public management in the field of higher education is determined, as well as the most important principles according to which it is carried out at the current stage of development of social relations, in particular in our state. The functions of public management in the field of higher education are presented.

Empowering Micro-Credentials Using Blockchain and Artificial Intelligence

The recognition and transfer of credits is becoming essential for students, as an increasing number of them are studying at different institutions, often at the same time online, in both traditional and unconventional settings. Micro-credentials can aid in this process by providing easily accessible and transparent evidence of skills or knowledge, certified by an authority, based on small units of learning. The development of blockchain technology holds promise of becoming a useful enabler for supporting the storage and dissemination of micro-credentials on a global scale. Because of its immutability, blockchain can be used to attest to students' accomplishments securely and privately. Artificial intelligence (AI) can facilitate the maintenance and dissemination of micro-credentials, while ensuring that access is readily available for students under their control. So, AI can play a role in supporting blockchain-enabled micro-credentials. For educators, a basic understanding of the development of all three technologies is becoming essential.

Features of a digital educational environment in the context of professional distance training for elementary school teachers

The article discusses the characteristics of a digital educational environment in the context of professional distance training of elementary school teachers. It highlights the reasons for the relevance of digital transformation in education and outlines the architectural changes in professional distance teacher training in line with the development of digital technologies. The article analyses relevant research and structures the positions of legal regulation in these categories. It provides a definitional analysis of the concepts of «educational environment», «digital educational environment», and «professional distance training for elementary school teachers». The article identifies the systemic features of the educational environment and draws parallels to the conditions of a digital educational environment. It presents the nature of interaction between the learner and the educational environment. The article distinguishes the characteristics of an environmental approach as a methodological basis for shaping the «digital educational environment». It defines the educational resource of digital technologies, including telecommunications, Web technologies, cloud technologies, big data technologies, social networks, massive open online courses, artificial intelligence technologies, digital footprint technology, blockchain (distributed ledger technologies), chatbots, and immersive learning technologies (virtual and augmented reality), as well as robotic systems. It presents the structure of the digital educational environment in the context of professional distance training for elementary school teachers, including information-content, organizational-activity, spatial-subject, social-communicative, psychological-didactic, cognitive-motivational; creating a space on digital resources or platforms for locating educational information; establishing communication channels using digital tools; and educational-methodical support (distance/electronic courses, digital libraries, digital online translators) created with the help of digital resources. Financial and Economic Support of the Organization of the Educational Process

The main objective of this article is to analyze trends in funding educational institutions (EI) and to assess the effectiveness of the distribution of government expenditures on primary education at the macro-and micro levels. Design/Methodology/Approach: Based on the analysis and synthesis of information from countries' analytical reports, statistical databases and scientific literature, the basic entities involved in the formation, management and distribution of education expenditures in different countries at different levels have been considered, as well as an analysis of the interaction between them has been conducted. Main mechanisms of distribution of expenditures for the educational process in different countries have been observed. Findings: The different approaches used in the distribution of expenditures have been highlighted and the most effective methods of conducting the policy of financing the system of education among European countries have been identified. The basic factors have been outlined that need to be taken into account when formulating funding formulas that can be adjusted to support the goals of policies aimed at improving the efficiency, equity and quality of education. Possible options for financial and economic support have been considered. Practical Implications: A model of a decentralized management system for financial and economic support of the educational process based on foreign experience has been proposed to ensure the implementation of effective mechanisms for financing education. Originality/Value: The study emphasizes that the formation of an effective decentralized system of financing EIs should be implemented in parallel with an effective internal system of financial resources management.

PECULIARITIES OF DIGITALIZED LEARNING PROCESS ORGANISATION IN THE LEARNING MANAGEMENT SYSTEMS

The author reviews the peculiarities of digitalized learning process organisation in the hardware and software environment of learning management systems in the context of vocational education and training. The author notes the complexity of the transition to the Industry 4.0 and mentions the risks connected with the named process in the vocational education and training. In such conditions it is important to develop effective models of public and private partnership, to decentralize administration and financing and, above all, to assure the vocational education and training quality.At the same time the learning process taking place in such an environment becomes digitalized, which, on the one hand, gives it additional advantages (easy access to training data regardless of time and place, individualisation of students’ learning paths, broad multimedia resources, etc.) and, on the other hand, requires solving complex tasks in distance courses designing. The author focuses on the methodology of distance courses designing, so it is very important for vocational education and training institution to ensure the realisation of the following five main components: regulatory, financial, technical, personnel, teaching and methodological support. It is emphasised that distance course designing becomes the most important aspect of implementing the modern digitalized learning process. The structure of creative group in distance courses designing is grounded, which comprises: a specialist in the relevant vocational sphere, specialist in distance learning, technical specialist (system administrator or distance courses programmer) and digital content designer.

Education management and its financing

An increased scientific interest in studying different models of education management systems is conditioned by the fact that the quality of education depends significantly on the management style. Thus, the process of creation of efficient systems of management and financing of the education presents a priority in educational policies of contemporary societies. The paper analyses different approaches to the education management systems in some European countries, on the comparative basis, with the aim of achieving as much of a total insight into contemporary courses of such processes as possible. The results of analysis show that the traditional division into centralized and decentralized systems of management is relativized, with a tendency to achieve an optimal relationship among different subjects in the process of management on the central, regional and local level of authority.
