After 1990, Hungary took steps toward decentralizing public administration and decision-making power. Administrative decentralization, however, was not matched by the same level of fiscal decentralization, creating tension and disparities among Hungarian municipalities. The revenue-raising ability of local governments in Hungary—especially after the economic downturn in 2008—is very low. The debt service of municipalities is also considerably higher than before 2008, a situation that can be explained in part by the change in the value of Hungarian forint relative to the Euro and the Swiss franc, the currencies in which half of Hungarian local debt is denominated. This situation is sharpened by unhealthy municipal financing practices, such as financing operating expenses from investment revenues or from loans. The indebtedness of the municipal sector increased 12.6 times from 2001 to 2007, and in 2007 about 83 percent of municipal borrowing was not backed by immobile assets or any revenue stream. This paper examines the system of municipal finance in Hungary with special attention to the current changes in the regulation and finance of Hungarian municipalities and the change in central control over municipal finances in general after 2008 (in part precipitated by the failure of borrowing rules created during the transitional period to prevent the current crisis in municipal finance), and suggests possible reforms to solve the financing problems of Hungarian municipalities.

Developers building cryptography into security-sensitive applications face a daunting task. Not only must they understand the security guarantees delivered by the constructions they choose, they must also implement and combine them correctly and efficiently. Cryptographic compilers free developers from having to implement cryptography on their own by turning high-level specifications of security goals into efficient implementations. Yet, trusting such tools is risky as they rely on complex mathematical machinery and claim security properties that are subtle and difficult to verify. In this paper, we present ZKCrypt, an optimizing cryptographic compiler that achieves an unprecedented level of assurance without sacrificing practicality for a comprehensive class of cryptographic protocols, known as Zero-Knowledge Proofs of Knowledge. The pipeline of ZKCrypt tightly integrates purpose-built verified compilers and verifying compilers producing formal proofs in the CertiCrypt framework. By combining the guarantees delivered by each stage in the pipeline, ZKCrypt provides assurance that the implementation it outputs securely realizes the high-level proof goal given as input. We report on the main characteristics of ZKCrypt, highlight new definitions and concepts at its foundations, and illustrate its applicability through a representative example of an anonymous credential system.

Denmark has a tradition of a decentralized health system. However, during recent years, reforms and policy initiatives have gradually centralized the health system in different ways. The structural reform of 2007 merged the old counties into fewer bigger regions, and the old municipalities likewise. The hospital structure is undergoing similar reforms, with fewer, bigger and more specialized hospitals. Furthermore, a more centralized approach to planning and regulation has been taking place over recent years. This is evident in the new national planning of medical specialties as well as the establishment of a nationwide accreditation system, the Danish Healthcare Quality Programme, which sets national standards for health system providers in Denmark. Efforts have also been made to ensure coherent patient pathways - at the moment for cancer and heart disease - that are similar nationwide. These efforts also aim at improving intersectoral cooperation. Financially, recent years have seen the introduction of a higher degree of activity-based financing in the public health sector, combined with the traditional global budgeting.A number of challenges remain in the Danish health care system. The consequences of the recent reforms and centralization initiatives are yet to be fully evaluated. Before this happens, a full overview of what future reforms should target is not possible. Denmark continues to lag behind the other Nordic countries in regards to some health indicators, such as life expectancy. A number of risk factors may be the cause of this: alcohol intake and obesity continue to be problems, whereas smoking habits are improving. The level of socioeconomic inequalities in health also continues to be a challenge. The organization of the Danish health care system will have to take a number of challenges into account in the future. These include changes in disease patterns, with an ageing population with chronic and long-term diseases; ensuring sufficient staffing; and deciding how to improve public health initiatives that target prevention of diseases and favour health improvements.

This research paper focuses on the compliance of the actual system of financing local selfgovernment in Slovenia with the basic principles of the theory of decentralization and guidelines of the European Charter of Local Self-Government. It addresses the level of costs coverage within the municipal competence by using the allocated appropriate expenditure resources calculated according to the Law of Financing Municipality Act. The purpose of the paper is, therefore, to look for an answer to the question whether and to what extent the obtained funds correspond to the actual workload that municipalities have for performing statutory tasks and for exercising their competences. Analysis shows that, on an aggregate level, these actual systems ensure enough resources for local governments to cover their actual costs and current expenditures; some groups of municipalities, e.g. larger urban municipalities, municipalities with large proportions of elderly people etc. are faced with lack of funding, according to the actual costs data available, while other groups of municipalities receive more funds than they need.

A “good” tax system for developing countries was once considered one based on progressive income taxes. More recently, the emphasis has been placed on securing revenues from broader bases at lower rates from consumption as well as income taxes. A framework for evaluating public finance structures and institutions in terms of revenue and spending as well as the fiscal balance is set out, and some key areas such as VAT, earmarking, tax evasion, and administration, and non-tax revenues are discussed. Increased globalization challenges national tax bases and makes it even more important to improve local fiscal expertise and institutions in developing countries. Finally, if local governments are sufficiently reliant on own revenue to promote fiscal discipline, decentralization may produce gains in both efficiency and local accountability that may outweigh any costs that might arise from the loss of some macroeconomic control and altered investment priorities.

Vertical decentralization, either at the deconcentration, delegation or, more rarely, the devolution level, has been instituted in most countries of Sub-Saharan Africa. It usually has the effect of increasing the quantity as well as the quality, in terms of health and education, of public goods. More neglected in the literature is the issue of horizontal decentralization, shifting the decision-making power from the central ministry of finance to the ministries of education and health, as well as strengthening the legislative and judicial branches of government. We examine the relationship between horizontal decentralization with its important ethnic dimension and vertical decentralization. Local governments are accountable to the center under vertical and to democratic forces and civil society under horizontal decentralization. Smaller local units are more likely to be more homogeneous ethnically, leading to a larger quantity and higher quality of public goods.

In this note, we show the existence of constant-round computational zero-knowledge proofs of knowledge for all N P. The existence of constant-round zero-knowledge proofs was proven by Goldreich and Kahan (Journal of Cryptology, 1996), and the existence of constant-round zeroknowledge arguments of knowledge was proven by Feige and Shamir (CRYPTO 1989). Although it is widely believed that there exist constant-round zero-knowledge proofs of knowledge for all N P, to the best of our knowledge, no proof of this fact has been published. 1

This paper studies the effect of political variables on the gains obtained by Spanish regions in periodical bargaining of the intergovernmental financing agreements and on the regional distribution of discretional earmarked grants over the period 1987-2008. First, we find that the relationship between gains in transferred revenues and on regional public debt stocks depends on the period and the specific issues discussed in the corresponding negotiation, aside from political affinity. Second, we show that the most discretional program of earmarked grants is strongly driven by electoral strategy. National incumbents tend to allocate intergovernmental transfers where there are competitive regional elections. Moreover, we show that earmarked grants are allocated in those regions where the incumbent performs better in national elections and, especially, in those where there are more seats to be won. Hence we prove that both strategies are complementary rather than exclusive.

2010 represented the moment when the reform was applied in the health field by decentralizing the management ofthe health units with beds (hospitals). This analysis points out the way hospital financing was carried out after that and the main problems the health care system of Romania has to deal with. In the end there are presented a few personal considerations on the main challenges for the future.

In 2009, a curious new virtual currency called Bitcoin made its first appearance on the Internet. While it remains a “niche” currency relative to other major denominations like the U.S. dollar, Bitcoin has experienced significant growth since its inception. The total number of Bitcoins in circulation is about 12.5 million, with a recent market price of about $500 each. Today, Bitcoin’s total market capitalization is about $6 billion, and in the past it has been as high as $13 billion. The average number of Bitcoin transactions per day has averaged over 60,000 since January 2014, reflecting between $20 million and $100 million worth of transactions per day. The numbers show that in the five years since its first appearance, Bitcoin has grown tremendously in popular knowledge and usage. Although it is clear that Bitcoin can be used to purchase goods and services, and can be given an explicit dollar value, questions remain about the economic and legal status of Bitcoin and other virtual currencies that have emerged in its wake. Members of the Bitcoin developer and user community believe “Bitcoin is an innovative payment network and new kind of money.” Others, like the U.S. Internal Revenue Service, take the position that Bitcoin is a type of commodity or property. Whether Bitcoin is a new form of virtual money or simply an electronic commodity requires an investigation into what constitutes money, and an assessment of whether Bitcoin comfortably fits into the parameters of what we consider to be money. This paper finds that, at this stage in its development, Bitcoin is not money and more closely resembles a commodity or property. This paper begins by giving a brief overview of Bitcoin and how it operates. It then describes two major theories of money — the conventional and constitutional theories — that differ in their accounts of how money emerges within a society or political grouping. The paper assesses how well Bitcoin fits under each theory by assessing Bitcoin’s economic properties and implementation. It then turns to the impact of the Bitcoin on the two theories of money, finding it likely does not support the conventional creation story of money and instead lends credence to the constitutional theory.

Networks and entity groupings requires entity authentication while preserving the privacy of the entity being authenticated. Zero-Knowledge Proof (ZKP) plays an important role in authentication without revealing secret information. Diffie–Hellman (D-H) key exchange algorithm was developed to exchange secret keys through unprotected channels. This paper discusses zero-knowledge protocols and Diffie– Hellman algorithm and analyzes their vulnerability against known attacks. Also it presents a proposed protocol based on modification of Diffie–Hellman algorithm into an interactive zero-knowledge proof protocol. The proposed protocol is designed and developed to satisfy the zero-knowledge proof properties and resists the known attacks

The Finnish health care system is financed in a highly decentralized manner. In the tax-financed Beveridge model each municipality is responseble for financing and organizing health care services for its residents. This paper examined the annual incidence and treatment costs of three cost-intensive DRG-groups, and all DRG-groups together. The objective was to estimate municipal level predictions on the incidence of new illness cases and their associated costs, and to analyze whether there was greater uncertainty in anticipated specialized health care costs in municipalities with smaller populations. The dataset comprised of longitudinal hospital utilization and discharge data from Hospital Discharge Registers. The expected annual variation of illness cases and costs was assessed with respect to 95% confidence intervals estimated for each morbidity group and municipality. The results indicated that the costs of the selected morbidity groups fluctuated in a completely uncontrollable manner in municipalities with small populations. As the median size of Finnish municipalities is less than 6000, the inability to anticipate periodic health care costs constitutes an extensive financial problem and calls for the establishment of larger regional units and funding pools.

In 1601, Elizabeth I and her government devalued the Irish coin from nine ounces fine to three ounces fine of silver in order to finance the high cost of the Nine Years War in Ireland. 1 This unilateral move by the English government, combined with the failure to remove the old sterling from circulation, caused catastrophic problems throughout Ireland. 2 In addition to rapid inflation in common foodstuffs, the people in Ireland would only accept the new coin at its reduced intrinsic value rather than face value. 3 Further, merchants refused to accept the devalued coin in commercial transactions leading to a shortage of vital goods from England. 4

Abstract. Bitcoin is a distributed digital currency which has attracted a substan-tial number of users. We perform an in-depth investigation to understand what made Bitcoin so successful, while decades of research on cryptographic e-cash has not lead to a large-scale deployment. We ask also how Bitcoin could become a good candidate for a long-lived stable currency. In doing so, we identify several issues and attacks of Bitcoin, and propose suitable techniques to address them. 1

Based on the results of our questionnaire survey, our study presents the major operational features of LEADER LAGs established in Hungary in the second half of 2007. Our national survey indicated that most of the partnerships established do not have experience in the implementation of community-based rural development programmes and there are no traditions and practices for development cooperation, which may cause problems as the success of programme implementation highly depends on the preparedness of local society, on the cooperation of local people. The survey indicates that the development of areas covered by LAGs is hindered by so-called soft factors characterizing human resources (rural people and communities). Therefore human resources are not only factors of the rural economy but areas for development as well. Having examined the tasks of LAGs,it can be established that they deem it to be their principal task to grant support funds.Inouropinion, performance of this task is obviously necessary but far from sufficient to fulfil their catalyst role expected in local developments. For this purpose, it is essential for action groups to play a proactive role in organizing and thereby increase the capacity of local communities, a prerequisite for implementing a LEADER programme. In accordance with the basic principle of subsidiarity, rural development should be implemented locally, managed by local communities, and decisions should be made at local levels in a decentralized manner. At the same time, the survey points out that LAGs operate under strong government influence and control, leading to the conclusion that the Hungarian practice of the LEADER programme is characterized by decentralization without subsidiarity. In the present structure, the activities of LAGs are predominantly financed from central resources.Administration is the primary goal of their financing, which restricts their effective and efficient operations, thereby the successful implementation of the LEADER programme. It is unquestionable that LAGs need to be centrally financed since their operation is fundamental for programme implementation, but this requires more than acting in their present role of distributing resources. In order for action groups to fulfil their real roles to boost local developments, they need to recognize their mission; and from the financing and regulatory side, they must be enabled to complete the tasks expected from them and their function.

Cardiovascular medicine is prominent in the public eye owing to both the high prevalence of cardiovascular disorders and the string of spectacular scientific discoveries that have marked this discipline's development. The heart transplants, the relief of symptoms experienced after coronary stenting or coronary artery bypass grafts, and, in recent decades, the progress in cardiovascular disease prevention make cardiovascular medicine a model of the benefits of medical science. The realm of the heart has also been explored by poets and writers, albeit in quite a different dimension. One could argue that cardiovascular science, in the modern sense, started with William Harvey (1578–1657) (1). Harvey's work is a convenient marker of the paradigm shift from speculation toward observation and experiment-based knowledge. Harvey developed a coherent theory of blood circulation and provided experimental—if partial—proof. He contradicted widely held views propounded by the Roman physician Galen (c.129–216 AD), who held that the blood was produced in the liver and was used up as it reached the tissues. Harvey was born in Folkestone, a small English coastal town. At the age of 15, he received a scholarship to Gonville and Caius College in Cambridge to study medicine. In 1599, he traveled to Padua in Italy and stayed there until 1602. The University of Padua was then a leading intellectual center in Europe. Galileo taught there. Vesalius, whose work De Humani Corporis Fabrica was epochal for anatomy, also held a chair in Padua. Vesalius's successor, Girolamo Fabricius of Aquapendente, became Harvey's teacher (1). Several factors prepared Harvey for his future discovery. Fabricius's dissections fascinated him and remained the main tool of his work. Comparative anatomy became Harvey's passion. Fabricius was also the discoverer of the venous valves, which later proved crucial to the theory of blood circulation (1, 2). On his return to England, Harvey became assistant at St. Bartholomew's Hospital in London and then was a physician there from 1609. In 1615, he started lectures “On the Whole of Anatomy” at the College of Physicians and continued doing so for 40 years. In 1618, he achieved prominence by becoming a physician to King James I. When James I died in 1625, Harvey continued to provide the service for Charles I, who became interested in his research (3). Harvey's theory of blood circulation was based on beautifully simple, logical considerations. His calculation of the large volume of blood pumped out by the heart daily led him to reject the hypothesis that the liver continuously produces blood. Furthermore, he proved that venous blood flowed toward the heart and not away from it, contradicting Galen's theory. The elegance and simplicity of his experiments are striking (4). Harvey included the concept of circulation in his lectures after 1616 and published his views in 1628 in a 70-page treatise called De Motu Cordis (Concerning the Motion of the Heart), which he dedicated to Charles I. He concluded as follows: It is absolutely necessary to conclude that the blood in the animal body is impelled in a circle, and is in a state of ceaseless motion; that this is the act or function which the heart performs by means of its pulse; and that it is the sole and only end of the motion and contraction of the heart. (2) There were pieces of earlier studies that suggested blood circulation. Ibn al-Nafis, born near Damascus around 1200, described blood circulation through the lungs. In 1553, the Spaniard Michael Secretus described, in a treatise combining theology and medicine, the pulmonary transit of blood. Unfortunately, Secretus's theories brought the wrath of both the Protestants and the Catholic Church: He ended up being burned at the stake for heresy (1). Thus, the risk that was associated in these days with straying from the dogma was considerable. Harvey must have been aware of such risk and was very cautious. Perhaps it was out of caution that he published his book outside England. Still, by contradicting Galen he did antagonize the medical profession, and that harmed his clinical practice. Harvey also paid another—political—price. In 1642, civil war broke out in England, and Charles I was executed. Because Harvey had been loyal to the king, he was removed from prominence. The painting shown (Fig. 1) is by Robert Hannah (1812–1909). Painted in 1848 in the early Victorian period, it is a historical anecdote showing Harvey demonstrating his theory of circulation to Charles I (3, 5). The lofty historical painting practiced in France at the time and regarded there as a pinnacle of artistic sophistication, tended in England to be toned down to lighter anecdotes and narratives. Apart from his science, the lasting legacy of William Harvey is the annual lecture known as the Harveian Oration (7). In 1656, he provided funds to institute “an annual feast” to be held by the Royal College of Physicians each October 18th (St. Luke's Day). The feast was to include an oration devoted to “searching the secrets of nature by way of experiment.” The first Harveian Oration was delivered in 1656 by the London physician Edward Emily (1617–1657), and the tradition continues today. It is appropriate to write about Harvey in this issue devoted to cardiovascular disease, not only because of his scientific insight. The story of his life also illustrates how new science emerges from previous fragments of knowledge and how important are teachers and peers. It also reminds us—somewhat ominously—of external influences that shape both science and recognition of individual achievement. In all, the story of William Harvey is a microcosm of science and its context. The author thanks Jacky Gardiner for excellent secretarial assistance.

Bitcoin is a digital, decentralized, partially anonymous currency, not backed by any government or other legal entity, and not redeemable for gold or other commodity. It relies on peer-to-peer networking and cryptography to maintain its integrity. Compared to most currencies or online payment services, such as PayPal, bitcoins are highly liquid, have low transaction costs, and can be used to make micropayments. This new currency could also hold the key to allowing organizations such as Wikileaks, hated by governments, to receive donations and conduct business anonymously. Although the Bitcoin economy is flourishing, Bitcoin users are anxious about Bitcoin's legal status. This Article examines a few relevant legal issues, such as the recent conviction of the Liberty Dollar creator, the Stamp Payments Act, and the Federal Securities Acts.

We study the compressed sensing reconstruction problem for a broad class of random, band-diagonal sensing matrices. This construction is inspired by the idea of spatial coupling in coding theory. As demonstrated heuristically and numerically by Krzakala et al. \cite{KrzakalaEtAl}, message passing algorithms can effectively solve the reconstruction problem for spatially coupled measurements with undersampling rates close to the fraction of non-zero coordinates. We use an approximate message passing (AMP) algorithm and analyze it through the state evolution method. We give a rigorous proof that this approach is successful as soon as the undersampling rate $δ$ exceeds the (upper) Rényi information dimension of the signal, $\uRenyi(p_X)$. More precisely, for a sequence of signals of diverging dimension $n$ whose empirical distribution converges to $p_X$, reconstruction is with high probability successful from $\uRenyi(p_X)\, n+o(n)$ measurements taken according to a band diagonal matrix. For sparse signals, i.e., sequences of dimension $n$ and $k(n)$ non-zero entries, this implies reconstruction from $k(n)+o(n)$ measurements. For `discrete' signals, i.e., signals whose coordinates take a fixed finite set of values, this implies reconstruction from $o(n)$ measurements. The result is robust with respect to noise, does not apply uniquely to random signals, but requires the knowledge of the empirical distribution of the signal $p_X$.

In its first decade, the International Competition Network has prospered, contributed to the development of widely accepted international policy norms, and come to exemplify the form of voluntary multinational collaboration that commentators have identified as a promising way to facilitate international ordering amid the global decentralization and diversification of economic regulations. This article takes stock of ICN’s achievements, considers why it has succeeded in many of its aims, and asks a number of questions regarding what comes next. It seeks to inform the ICN’s future by offering a way to think of its institutional characteristics to assess its relative advantages.The ICN’s paramount goal is to facilitate convergence - the broad acceptance of standards concerning the substantive doctrine and analytical methods of competition law, the procedures for applying substantive commands, and the methods for administering a competition agency - on superior approaches concerning the substance, procedure, and administration of competition law with the expectation that if competition systems around the world opt in to superior techniques, they will achieve greater progress toward dismantling competitive restraints. The article begins by examining the convergence methods, specifically the four elements of ICN’s convergence strategy. It then discusses the context of the ICN within the major international competition networks that have played important roles in the development of international competition policy standards - OECD, UNCTAD, and the WTO. Finally, it looks at the ICC’s interaction with other multinational networks and considers how much the ICN’s convergence-related initiatives will reduce conflicts among jurisdictions with respect to the treatment of specific matters and whether ICN inspired convergence will suffice to eliminate transnational conflicts.The authors see three major focal points for the ICN in the coming decade. The first is to build on its past successes and continue to pursue the identification and adoption of best practices with respect to substantive standards, procedures and the administration of competitive agencies. The second is for future ICN efforts to identify and make use of complementarities with the OECD and UNCTAD to provide a basis for the networks to identify areas in which collaboration will improve their collective effectiveness. The third is to examine and refine the ICN’s operational framework and determine whether its structure and operational forms are adequate to supports its current and future programs. Finally, the authors see major and administrative challenges ahead with problems of resources, financing, and management that must be resolved for the ICC to have a successful second decade.

In this paper, we present a delay based routing algorithm for ad hoc wireless networks. In an ad hoc environment there is no wired infrastructure and the mobile hosts work as a router to maintain the status about the connectivity. A mobile ad hoc network is an autonomous collection of mobile users (nodes) that communicates over relatively bandwidthconstrained wireless links. Each node is equipped with wireless receivers and transmitters using antennas that may be omnidirectional, highly directional, or possibly steer able. Due to nodal mobility, the network topology may change rapidly and unpredictably over time. The network is decentralized, where network organization and message delivery must be executed by the nodes themselves, i.e., routing functionally will be incorporated into mobile nodes. The design of the network protocols for mobile ad hoc network is a complex issue. These networks need efficient distributed algorithm to determine network organization (connectivity), link scheduling, and routing. But, the existing routing algorithms designed for ad hoc wireless networks have slow response, excessive overhead and become unsuitable under the above considerations. The full approach, for referring the internal state of the network relies on Round Trip Time (RTT) measurements only. We consider the RTT mean and RTT variance as fuzzy input variables and delay as a fuzzy output variable. Under such condition the performance of the proposed algorithm is tested. It is shown that under these conditions the algorithm gives better results. The proposed routing algorithm is simulated in MATLAB 6.5.
