Exploring the Sequence Landscape of the Four-helix Bundle Protein ROP using DeepSequencing

High throughput DNA sequencing technologies have revolutionized the field of genomics.It is now possible to generate huge amounts of sequencing data at significantly lower costs and greater speed.In this study, we have utilized Illumina deep sequencing to analyze the fitness landscape of the four-helix bundle protein ROP.All possible single point mutants of the 63 amino acid protein ROP were constructed.From the library of single point mutants of ROP, variants were enriched 1,000 fold for activity by a growth selection for six rounds, which works based on ROP's role in plasmid copy number regulation.The enrichment was monitored by a cell-based screen using a GFP reporter.As a proof of principle experiment, point mutant libraries at positions 14, 30 and 43 were individually subjected to growth selection, and colony sequencing of random variants from sixth round were mostly actives as expected based on prior knowledge of these positions.Colony sequencing of rounds zero (naives) and six from the actual library enrichment yielded promising results.Illumina deep sequencing was performed on rounds zero, three, six and eight.Paired-end reads were generated with each sequence containing short barcodes at each end to reveal the round and orientation.From the data analysis, relative enrichment for variants from different rounds lets us delve into the fitness landscape of ROP.iii Dedication To my mom, dad and family

Public finance is of much importance for the sustainability of a State. For that purpose,there are diverse tax mechanisms that are key to achieve that purpose, such as the case of Property Taxes. However, can we affirm that this tax achieves that goal in Peru? Is the rate properly fixed? Is there an adequate administration and recollection of taxes? In this investigation, THĒMIS studies the diverse challenges that come up in fiscal decentralization in this country, showing off a legal perspective as well. It also brings a dynamic study of Property Taxes, concluding that it has a very decisive impact on public finance, and for that reason, the rate must be progressively modified and increased. It will be fundamental that the recollection may be done with good governance that allows both the decentralization and maximization of the funds use, in order to benefit all sectors.

Constant-round protocols of stronger security via relaxed set-up assumptions

The main aim of cryptography is to provide the frameworks and solutions for information security. The fundamental weapons to protect information are interactions and private randomness. Since the breakthrough result, zero-knowledge proof system, by Goldwasser, Micali, and Rackoff in mid 80s, the cryptography community has endeavored to propose the new notions of information security and the relative solutions which more closely reflect the modern computing environment. Concurrent security first introduced by Dwork, Naor, and Sahai was suggested to capture the information security in the modern internet environment. That is, the adversary may interact with a honest parties in many concurrent executions of a protocol where the messages are scheduled in any adversarial way.Resettable security was first introduced by Canetti, Goldreich, Goldwasser, and Micali, which models the security issues in which parties have a limited source of private randomness. In other words, an adversary might interact with honest parties in many executions of a protocol while the honest parties are only allowed to use the polynomially bounded number of (hard-wired) randomness.An important question is: "How much efficient protocol can we construct to achieve the above security in terms of round complexity?" Unfortunately, it has been showed that the best possible round complexity for such protocols is poly-logarithmic in the security parameter based on black-box simulation without help of external set-up assumptions. Thus, the question is now to minimize the round complexity of protocols with a minimal set-up assumption.In this thesis, we positively answer the above question with help of set-up assumptions. Specifically, we consider two set-up assumptions, the Bare Public Key (BPK) model and the Cross-Domain (CD) model. The BPK model was first introduced by Canetti, Goldreich, Goldwasser, and Micali. In the BPK model, each party is required to register their public keys before the start of interacting with each other. The CD model is a newly proposed model in this work. In the CD model, we have domains which models key certification authorities in the real world and each party belongs to one of the domains.In the BPK model, we show a constructions of constant-round simultaneously resettable zero-knowledge argument of knowledge with a standard cryptographic assumptions. As a main building block for this result, we show a construction of constant-round simultaneously resettable witness-indistinguishable argument of knowledge.In the CD model, we show a construction of constant-round concurrently secure multi-party computation protocol with the fixed number of domains. On the other hand, we prove that if the number of domains is not fixed, such a constant-round protocol does not exist.

Bitcoin Schemes- inovation or a threat to Financial Stability?

A virtual currency can be defined as a type of unregulated, digital money, which is issued and usually controlled by its developers, and used and accepted among the members of a specific virtual community. The recent developments in widely spread internet and data mining activities, highlighted the issue of accepting and using virtual currencies for different purposes, including, buying commodities or services, saving, as well as converting into real currencies, such as US dollars, euro or other currencies. One of the most controversial and the most advanced virtual currency scheme to date is the one so-called Bitcoin, designed and implemented by the Japanese programmer Satoshi Nakamoto in 2009. Although the use of Bitcoin might have positive impact on financial innovation and the provision of additional payment alternatives to consumers, it also might increase the risks in financial payments, exchange rates of real currencies, as well as increase the possibility of money laundering, using them for illegal deeds. Therefore , the purpose of this paper to clarify the main characteristic of Bitcoin, and analyze its positive aspects as well as the threats that may occur to the modern world economy , in case the usage of this money , significantly increases .

Bitcoin : Anarchist money or the currency of the future?

In January 2009 the Japanese software-designer SATOSHI NAKAMOTO invented a virtual currency named Bitcoin and released software for managing transactions in the new money.It consists solely of bits and bytes, but we cannot see it as a coin or banknote on the market.There is no cover in terms of gold or stocks, for example -in fact, nothing but the source code of the software which consists of thirty-one thousand lines of code.NAKAMOTO wanted to create a currency immune to potentially predatory bankers and politicians and so the currency and the mechanism to acquire Bitcoin were controlled entirely by software.The payment system is completely decentralised and so contains no central organisation which monitors transactions.Many people use this new currency to pay for services or products on the Internet, since it is no less safe than traditional payment systems.In this paper I will first introduce the basic parameters and functions of the alternative currency, and will deal especially with security and privacy issues relating to the virtual money.After that I will examine the value of Bitcoin on the online market, especially answering questions such as how we can acquire it.After this the legal background will be presented and suggestions made for its possible regulation, whilst its likely role in criminal behaviour is suggested.The paper was written in order to stimulate interest in this special, new currency, its working mechanisms, advantages and possible dangers, and because it represents a unique paradigm-shift, not simply in cyberspace, but in real-world payment systems also.

Contracts enable mutually suspicious parties to cooperate safely through the exchange of rights. Smart contracts are programs whose behavior enforces the terms of the contract. This paper shows how such contracts can be specified elegantly and executed safely, given an appropriate distributed, secure, persistent, and ubiquitous computational fabric. JavaScript provides the ubiquity but must be significantly extended to deal with the other aspects. The first part of this paper is a progress report on our efforts to turn JavaScript into this fabric. To demonstrate the suitability of this design, we describe an escrow exchange contract implemented in 42 lines of JavaScript code.

Loan Provision by Micro Financing Institutions for Poverty Reduction and Its Linkages with Local Economic Development Strategies in Ethiopia

Micro Financing Institutions (MFIs) loan provision to poor is proving as a key strategy for poverty alleviation and inadequate access to credit by the poor has been identified as one of the contributing factors to poverty. To this end, this studies aims at assessing linkages between MF loans Provision in line with local economic development and provide basis for policy formulation at regional and national level in regard to MFIs and LED. To attain this objective, studies from Ethiopia and other countries have been reviewed. Empirical reviews showed that these institutions provided opportunities for self-employment; improved women's security; autonomy, self confidence and status within the society and household; helped in improving children’s Education. Above all, as pro-poor program; they targeted the most vulnerable groups in society, particularly women, who remain confined to households with little or almost no assets. In Ethiopia, great efforts are being made since last two decades by expanding MFIs loan provision services to the various groups of the people specifically the poor to facilitate poverty reduction effort. Despite the increasing reliance on MFIs as one of the instrument to reduce poverty in Ethiopia; very little work has been undertaken to examine the linkage of the microfinance expansion with local economic development (LED) strategy of the particular region. The studies reviewed revealed that there has been duplication of business undertaken in various parts of the region. This is due to lack of linkage and synergy of the loan provision by MFIs to the LED strategy of a given local area in particular and regions in general. The reviewed literature indicated that on account of decentralization of the development plan to optimize the potential of each region and mobilize resources; the local governments have been empowered to undertake social and economic development endeavor. It has also been found that, the Growth and Transformation Plan (GTP) (2010/11-2014/15) and LED were closely aligned. The interconnection between GTP and LED existed directly through the micro-small scale enterprises (MSE), cooperatives and other associations. Since LED aims to create efficient and functioning local economies as a consequence it has a direct alignment with growth and transformation efforts. Therefore, linking the microfinance loan provision to the local development priority appeared is very critical for the sustainability of the MSE businesses to benefit from local available potential resources for poverty alleviation program. Empirical evidences reflected that the current urban policy, the MSE strategy and the regional development framework provided additional opportunities for the implementation of LED and creating synergy between MFIs & MSE in Ethiopia. In light of the above view, the current MFIs loan provisions and local development priority of various regions as very important point of emphasis unseen in Ethiopia. Moreover, the findings of the study revealed that there is clearly identified lack of synergy between MFIs, MSE, Cooperatives Agency, Local administrative apparatus and LED in various regions in Ethiopia. This necessitates  the stakeholders have to set policy that fills up  the gap and create strong linkage between MFIs loan provisions to LED priority of particular regions to assure the sustainability of MSE businesses; and enhances the contributions of MFIs for poverty alleviation in Ethiopia. All in all, the researcher recommends that both Federal, regional government and other concerned stakeholders to work towards digging deeper to find keys to success. BITCOIN – THE NEW KIND OF MONEY

Bitcoin is a new kind of money, which means a digital currency which can be used for commercial purposes. Over time, the trade has evolved from barter to the use of the precious metals as money, then to the coins with intrinsic value and to the symbol coins and later to the use of the electronic money, reaching at present to a virtual currency, created and used through the internet network. Bitcoin promises to its users getting high returns under conditions of low risk arising from transactions carried out instantly, without intermediary bank and almost no fees. At this moment, Bitcoin is still an experimental new currency, but in the future it can offer an alternative to previous costly systems and it can increase online business access to developing countries.

Powerhouse Kjørbo. Evaluation of construction process and early use phase

As a tool for cross-disciplinary collaboration, energy and emissions calculations were central as common reference point throughout the whole process studied here. Considering only the design phase, it is clear that particularly the energy account was useful in defining both the necessary amount of work and the methods of the collaborative work. One of the merits was its ability to force each participant onto neutral ground based on shared information and work requirements. The energy account served as a boundary object (Star 2010) in this way as it provided “something” around which to collaborate across disciplinary boundaries and something that could translate different disciplinary specialities into a mutually comparable success criterion: the primary energy factor. The primary energy factor was both the what and the why of this collaboration, simultaneously a process of creation and a guiding force. The effort that went into creating the energy account and collaboration in workshops, which were employed as a sort of management tool, were argued by some informants to have made the process ‘heavy on the nose’. This was largely due to design aspects and the signal effect, which was important for PH Kjørbo as a pilot project. As this was a pilot project, it has received a certain degree of special attention from all involved institutions. The participants describe the special requirements connected to this building as \n• trust in the concept,\n• broad participation in the project’s definition process,\n• trust between partners, and\n• high level decision making at the different partners’ companies to cater to an acceptable risk allocation for all parts.\nAccording to the respondents, the design process benefited much from the oversight of a dedicated process manager, a role that was served by one of the project’s senior architects. In fact, many respondents noted the exact point in time when the process manager exited the project was also the point when the project encountered problems. \nThe participants agree that “closeness” (in terms of frequent communication both face-to-face and by other means) between the central and defining actors in the project team was a key to success. Failures accrued once the distance between actors increased due to their involvement in other projects. According to respondents, one important role for a process manager in the later stages could have been as a liaison between project management levels (contractor) and subcontractors. Some problems that appeared in this phase involved the sheer disbelief shared by the subcontractors when they first became acquainted with the calculations, the functional demands, and the specifications that had resulted from the design process - a process they knew little about. This constituted a failure on behalf of the PH collaboration to translate the concept to the hired hands, which complicated the execution phase. \nContract frameworks were also mentioned as a contributing source of errors as turnkey contract frameworks dis-incentivised subcontractors from making order changes also after they were clearly deemed necessary by consulting engineers. This is not an unusual mode of contracting in the construction business from a traditional viewpoint and could perhaps prove to work better in the future as the concept matures along with the market. A greater level of detailing in the design phase is one way to address this. However, in light of the experiences gathered at PH Kjørbo, the question is whether a more collaborative framework could have been applied to allow subcontractors to identify and share in ZEB Project report 25-2015 Page 6 of 32 the risk taking with the main contractors and/or project owner - or, in fact, to take part in the social learning that occurs as actors make the project ‘their own’. One way to incentivise junior contractors to join in more time-consuming, perhaps less profitable, contract arrangements could be to highlight the skill and knowledge development benefits available for participants in such projects. This would, however, require some proof of concept to be sufficiently translated into a clear added value for\nsuppliers. At this juncture, the newly constructed Powerhouse is one such proof. In replicating elements of the Kjørbo project, it is likely that resources can be saved on design and parts of the pre-project phase. However, to avoid the amount of order changes seen in the execution of PH Kjørbo (especially for different projects), more resources must be spent on learning for junior contractors. \nFinally, the symbolic value that was characteristic of Powerhouse Kjørbo contributed to both its ability to be realised and concrete benefits for actors involved in the time after completion. Many have drawn parallels between PH Kjørbo and Tesla, implying that PH Kjørbo is for the building industry what that electric car is for the automotive industry. As many of the respondents emphasised, the building is a statement that says “it’s possible.” The goal had never been accomplished, let alone attempted, before, and success hinged on the project participants’ belief in that final statement. A radically different approach combined with an ambitious goal made that belief possible, and it was reinforced by the interdisciplinary work that was the basis of the project. This extra effort was a necessity in this project, but it might not be in the next. Some of it can most likely be implemented in other projects. However, as this report also demonstrates, picking pieces out of the success story PH Kjørbo may not yield equally impressive results because there is a connection between the pieces that is important for the whole building to succeed.\n1.2 Summary of part 2: Taking a zero emission office building in use\nThe second part of this report examined the early use phase of PH Kjørbo, which was undertaken by local actors with the tenant as well as the project team. Although it is clear that the planning and design phase and the technological solutions played important roles in the success of PH Kjørbo, the way in which the running-in period was handled contributed some crucial finishing touches to the users’ overall very positive experience with PH Kjørbo. Notwithstanding the technical calibrations themselves (which are outside the purview of this inquiry), the way user expectations were met by specific consideration of practical and cognitive aspects of the use of the building created a good use experience and not just an energy-saving machine. Great care was taken to prevent technical shortcomings from interfering with work and causing frustrations, even when it has compromised energy targets temporarily. A positive use experience was considered “elementary”, an attitude that, at least in theory, denied allowing money to become an issue in this pulling contest between energy efficiency and user experience. Challenges experienced in the running-in period overall were experienced by the tenant as lower or not above what was considered normal based on experience with previous moving processes. In PH Kjørbo the ventilation system was allowed to let temperatures drift more than in a normal building.\nHowever, this system also proved that indoor temperatures experienced as normal do not necessarily require them to stay consistently at “22.2 degrees” - in fact, a drift in temperature between 20-25 degrees was found to be perfectly acceptable by the occupants. Temperatures in the lower end of this range were considered cold by some but were manageable by providing information and handling practical and cognitive expectations - or, simply speaking, a sweater kept handy. Indoor temperatures in the top range or above, should they occur at all in the Nordic climate, are equally badly handled in most Norwegian buildings, according to the informants. Again, handling users’ expectations with care in this phase proved helpful in improving user acceptance. This same characteristic of the running-in period at PH Kjørbo was found when examining the acoustic issues posed by the extensive use of exposed concrete. Negative experiences were reported largely by ZEB Project report 25-2015 Page 7 of 32 users who were used to extremely silent conditions. Addressing the reasons for the design choices openly (thermal mass) allowed users to settle into their new surroundings. As one of the respondents noted, when viewing the experience of this particular building as a whole, the somewhat increased noise levels caused by scarce sound roofing due to a minimal ventilation system meant that the ventilation noise normally endured in other buildings was totally eliminated, but the indoor climate was still described as extremely good. The result was a sum of experiences that evidently surpassed any conventional building.\nPH Kjørbo shows that treating the user as a form of “sensor” and devoting resources to the “processing” of information from such “sensors” in the running-in period provides substantial insight into the user experience that is crucial for improving the use experience. At Kjørbo, user experiences were collected through the office link system by the office manager, who then bore witness for the users in the user forums that guided the work of the running-in team. This provided a unique data source for detecting the comfort threshold. When complaints started to come in, they could be addressed quickly - either through informing about the reasons or through actual technical fixes. According to our informants, at the time of the interviews, as issues were picked up, negotiated and solved, complaints began to disappear.

У статті розкрито питання децентралізації фінансових ресурсів місцевими бюджетами України. Окреслюється чимало проблем цього процесу, зокрема акцентується увага на неузгодженості розрахункових показників Мінфіну та органів місцевого самоврядування, суттєвій дотаційності місцевих бюджетів, переважанні темпів зростання трансфертів над темпами зростання доходів у місцевих бюджетах, незначній частці місцевих податків і зборів у їх доходах, залежності органів місцевого самоврядування у прийнятті рішень та управлінні фінансовими ресурсами від центральних органів. У статті подано окремі рекомендації щодо усунення проблем децентралізації фінансових ресурсів місцевими бюджетами України (The article investigates the decentralization of fi nancial resources of Ukrainian local budgets. The author outlines a lot of problems in this process, particularly emphasizing the incompatibility of calculated indicators of the Ministry of Finance and local governments, considerably subsidized local budgets, the prevalence of the growth rate of transfers over the growth rate of incomes of local budgets, the small share of local taxes and duties in their incomes, the dependence of local governments on central government in decision making and fi nancial resource management. The article presents some recommendations to solve the problems connected with the decentralization of fi nancial resources of Ukrainian local budgets)

Sociopolitical development and a monumental earthwork landscape on Babeldaob Island, Palau

This thesis investigates the mechanisms underlying the early emergence of monumentality on an Oceanic island and the correlation between the development of monumental architecture and the long-term processes of sociopolitical evolution. Babeldaob in the Palau archipelago of western Micronesia was selected for this study due to the nature of its monumental earth architecture. Monumental in both horizontal scale of interconnected complexes and dimensions of individual structures, Babeldaob's earthworks emerged close to a millennium earlier, and were abandoned several centuries before, the advent of monumentality on other Pacific island groups. Unlike elsewhere in Oceania, Babeldaob's monumental structures form extensive conjoined clusters containing a multitude of morphological forms that served simultaneous practical and symbolic functions. The underlying structure of the investigation is dual-processualism, the co-existing network and corporate political economic orientations chosen by emerging leaders to create and legitimize their power and prestige. These strategies rely on interdependent political, ideological, ritual and economic power sources. Distinguishing between corporate and network modes employed in Palau's Earthwork Era (2400-1100 calBP) is a heuristic tool for assessing the temporal transformations in spatial dimensions, patterning and practical and ideological roles encoded in Babeldaob's earthworks. This research presents a new understanding of the chronological development, construction processes, spatial organization and intertwined tangible and intangible uses of earthworks based on stratigraphic excavations, pedestrian survey, spatial analysis and radiometric dating. These data sources support a new working model of the evolution of Babeldaob's sociopolitical complexity in a dual-processual framework. Babeldaob's sociopolitical organization model posits development from heterarchical kin groups, to competitive chiefdoms and finally to rival decentralized polities. Corporate and network political economic strategies fused to maintain a level playing field driving a volatile sociopolitical period. With a staple economy based on land, labour and the production of surplus, corporate leadership strategies prevailed. However, rival factions and competing polities were extremely dynamic as they manoeuvred for prestige and wealth through network alliances and warfare. By the end of the Earthwork Era, there is a clear expression of economic stratification and personal aggrandizement. The Earthwork Era political economy appears to be based on staple and ritual finance with the most valuable commodity the landesque capital and associated ritual, occupational and defensive earth architecture that further increased the economic value of the built landscape. These structures embodied a complex merger of energy investment, ancestral ties, ritual association, staple wealth and social bonding. Given Babeldaob's high precipitation, sloping land, and the instability and low native fertility of its highly weathered soil, development of step-terraces was an effective strategic choice to prevent land degradation and support a viable agricultural system. The recognition of the complexity and vulnerability of earthwork construction and dryland agriculture in these particular edaphic and climatic conditions led to the development of ritual behaviours associated with both activities. Earth structures dedicated to these performances bind staple finance to the dominant ideology.

An Optimized Implementation of a Succinct Non-Interactive Zero-Knowledge Argument System

In this thesis, we construct an implementation of succinct non-interactive zero knowledge argument system. A non-interactive zero knowledge argument system is a protocol for a party (usually known as Prover) to provide a proof of knowledge to the solution of a statement to other parties (usually known as Verifier). The argument system will be able to provide such proof without leaking any other information regarding the solution. The non-interactivity allows such argument system to be done without requiring interaction between the parties involved. The statement that is proven in this work is the circuit satisfiability problem. The circuit satisfiability problem is a problem of deciding whether there exists an input that can make the final output of a circuit to be true. The argument system is based on Lipmaa's work \\cite{eprint2013:Lipmaa:NIZKSPECC} which uses span programs and linear error-correcting codes in its construction. We also try to give a very general explanation on zero knowledge argument system along the way in order to provide a simple concept to people encountering the notion for the first time. The argument system we attempt to construct is the non-adaptive version of the argument system. This version is useful for verifiable computation as pointed out by \\cite{Pinnochio2013:Parno} apart from its zero knowledge behavior. We begin by giving an overview on non-interactive zero knowledge, followed by span programs. We then proceed to describe on how to represent the circuit satisfiability problem using the mentioned tool. We present our implementation afterwards, listing out the libraries and implementation details that matters. We conclude by providing a speed measurement and possible future improvements of this work.

Framing Address: A Framework for Analyzing Financial Market Transformation

The title of this Symposium originally was “Rethinking Financial and Securities Markets.” It is, of course, somewhat presumptuous for scholars to try to rethink financial markets per se. Markets, including financial markets, are driven primarily by supply and demand. But scholars can and should try to influence the future of financial markets by rethinking their fundamental aspects. This Symposium presents work from leading scholars in the fields of law, economics, finance, and accounting. I will try to frame the discussion from the perspectives of these four disciplines. First, however, we need to identify what it is about financial markets that is worth rethinking. I will focus on ways in which financial markets have been changing. They are increasingly decentralized and fragmented. They are increasingly direct sources of firm capital—a process called disintermediation. They are increasingly global. They are increasingly creating funding mismatches, as short-term securities are used to finance long-term capital needs. And they (as well as financial market products) are increasingly complex and obscure to market participants, even with full disclosure. I will refer to these “financial market changes” throughout my talk.

THE CHARACTERISTICS OF THE BUDGET PROCESS AT THE LEVEL OF THE LOCAL PUBLIC ADMINISTRATION IN THE RURAL SECTOR

The financial decentralization is an essential component part for the political, administrative and economic decentralization process, with major involvement on the economic and social system in Romania. Although the authorities of the local public administration in Romania were authorised to ensure the local communities the services provided by law and even to involve in the economic-social development of the towns and communes, in fact they have never had enough financial sources from the state budget or from the local budgets. The local budgets represent the planning and management tools of the financial activity of the territorial-administrative units. Their structure reflects the autonomy level of the local administration towards the central level and the links existing between the different territorial administrations. Also, the local budgets reflect the flows of incomes formation and the expenses of the local administrations, the method of financing the expenses on destinations and the deficits covering. The local authorities must access external aid programs, in order to be able to achieve the investigation works related to the commune infrastructure, due to the fact that the local incomes are insufficient to achieve investigations works from their own sources. In this context, the present paper proposes to highlight the characteristics of the budget process within the local public administration in the rural sector area.

The Mobility Case for Regionalism

In the discourse of local government law, the idea that a mobile populace can “vote with its feet” has long served as a justification for devolution and decentralization. Tracing to Charles Tiebout’s seminal work in public finance, the legal-structural prescription that follows is that a diversity of independent and empowered local governments can best satisfy the varied preferences of residents metaphorically shopping for bundles of public services, regulatory environment, and tax burden. This localist paradigm generally presumes that fragmented governments are competing for residents within a given metropolitan area. Contemporary patterns of mobility, however, call into question this foundational assumption. People today move between — and not just within — metropolitan regions, domestically and even internationally. This is particularly so for a subset of residents — high human-capital knowledge workers and the so-called “creative class” — that is prominently coveted in this interregional competition. These modern mobile residents tend to evaluate the policy bundles that drive their locational decisions on a regional scale, weighing the comparative merits of metropolitan areas against each other. And local governments are increasingly recognizing that they need to work together at a regional scale to compete for these residents.This Article argues that this intermetropolitan mobility provides a novel justification for regionalism that counterbalances the strong localist tendency of the traditional Tieboutian view of local governance. Contrary to the predominant assumption in the legal literature, competition for mobile residents is as much an argument for regionalism as it has been for devolution and decentralization. In an era of global cities vying for talent, the mobility case for regionalism has significant doctrinal consequences for debates in local government law and public finance, including the scope of local authority, the nature of regional equity, and the structure of metropolitan collaboration.

Financial Decentralization in Bulgaria: An Outlook

This study is intended to provide a critical overview of the local government finance reform and analyze the process of strengthening financial decentralization in Bulgaria. First of all, the specifics of government structure and the main components of the legal base in the scope of local self-government are presented. The quantitative analysis is focused on dynamics of the public expenditure indicators and the structure of local revenues, based on fact figures for the period 1990–2011 and forecast for 2012. The influence of economic crises on local government finance is discussed and estimated. A comparison is drawn between the three most severe downturns of Bulgarian economy during the last 20 years, namely the price liberalization in the beginning of transition (1991–1993), the credit crunch and series of bank bankruptcies, which caused the financial crisis in 1996–1997, and the current worldwide crisis. Some of the most important actions, taken by the government in order to consolidate the crisis are described and evaluated on the base of their effects on the local finance. The conclusion is that although the current crisis reached Bulgaria at comparatively mature stage of financial decentralization reform, municipalities can do very little without active central government support and cannot substitute for it in regard of the basic anti-crisis measures.

Government's role for transport infrastructure: theoretical approaches and historical development

This thesis analyzes and discusses the development of the Swedish government’s role as owner and financier of roads and railroads from the 1930s until the 2010s. The influence on the development of the government’s role from two main theoretical paradigms is discussed and analyzed. These are: a) neoclassical and welfare economics; and b) new institutional economic theory with an organizational focus. The thesis shows that there has been a shift from an institutional view on the organization and financing of the road and railroad systems following the nationalization in the 1930-40s, to a view more based on welfare economics from the 1970s. Technology, economics and politics are three important factors influencing the development of the transport systems and of the government’s role. In the thesis these factors are covered in a co-evolutionary approach applied for analysis of the historical development. This approach connects to a dynamic view on organizations and firms in institutional theory. Over time there have been shifts in the strength of the factors (technology, economics and politics) influencing the development. There have also been controversies around financing principles and contradictions between different elements in the policies actually pursued over time. One such controversy has been whether to aim for full cost coverage or for marginal cost coverage. The thesis discusses how planning and coordination in the transport infrastructure sector can come about. A centralized public sector planner mode is contrasted towards a private sector spontaneous ordering mode. It is argued that it is difficult for a centralized planner to collect the necessary information and transform it into deepened knowledge in order to coordinate. A decentralized spontaneous ordering mode might though allow for including the necessary knowledge. The thesis illustrates a number of trade-offs that must be taken into consideration when discussing a possible future development for transport infrastructure and the government’s role. The following aspects are discussed: - the balance between public and private as the basic organizing principle; - the balance between government and regions/local governments when it comes to - the geographical division of responsibility; and - the balance between the national and EU levels for strategic transport infrastructure planning and coordination, also in relation to spontaneous coordination and centralized planning. The government has acted reluctantly and pragmatically and gradually developed its ownership role and the general policies in the sector. The government’s emphasis on market failure as its basic assumption has become stronger over time. The thesis brings a deepened understanding of the long-term development of the government’s ownership and policy formation in the transport infrastructure sector in relation to the two theoretical paradigms. This combination of a historical view with the theoretical economic background gives new insights into the past and future of the government’s role for transport infrastructure.

Data security and integrity in cloud computing

Cloud computing is a model for enabling convenient, on-demand network access to a shared pool of configurable computing resources (e.g., network, servers, storage, applications and services) that can be rapidly provisioned and released with minimal management effort or service provider interaction. During the last a few years, data security and integrity in cloud computing has emerged as a significantly important research area that has attracted increasing attention from both industry and academia. The virtual environment of cloud computing allows users to access computing power that exceeds what is contained within their own physical worlds. To enter this virtual environment, cloud users must transfer data throughout the cloud. Typically, cloud users know neither the exact location of their data nor the other sources of the data collectively stored with theirs. Consequently, several data security and integrity concerns have arisen, including key management, access control, searchable encryption techniques, remote integrity checks and proof of ownership in the cloud.\nThe first aspect of the work presented in this thesis is tree-based key management in cloud computing. Data encryption before outsourcing to the cloud is a common way to protect data privacy. Thus, key management is a challenging issue in cloud computing. It is the ability to correctly assign, monitor and secure keys which defines the level of operational security provided by any encryption implementation. The fundamental idea of this work is to design a secure and flexible key management mechanism for the outsourced data in cloud computing. In this thesis, an innovative tree-based key management scheme is proposed. The outsourced database remains private and secure, while some selected data and key nodes are shared with other parties in the cloud. Flexibility of key management is achieved and the security is proved in the standard model.\nThe second aspect of the work presented in this thesis is fine-grained access control. In order to secure the outsourced data in the cloud, designing efficient and secure access control is a challenging issue. Unlike traditional access control in which the data users and storage servers are in the same trust domain, access control techniques are very different in cloud computing, as the cloud servers are not trusted by most cloud users. The key idea of this work is to attribute sets-based access control. This thesis points out that any access policy can be defined as a logical expression formula over different attribute sets. Logical expression indicates what kind of user is allowed to access the data. A fine-grained and efficient access control is proposed, based on logical expression.\nThe third aspect of the work presented in this thesis is efficient searchable encryption techniques in cloud computing. Because the data is usually encrypted before being outsourced to the cloud, searching the encrypted data in cloud computing has recently gained attention and led to the development of efficient searchable encryption techniques. The fundamental idea of this work is to reduce the search cost on encrypted data. In this thesis, a practical keyword searching mechanism is proposed. The solution is very simple. It enables efficient multi-user keyword searches and hides the private information in the search queries. The security is proved in the standard model.\nThe fourth aspect of the work presented in this thesis is public remote data integrity checks. As the clients store important data in remote cloud storage without a local copy, it is important to check the remote data integrity. Design of efficient remote integrity check protocols without downloading the data is a challenging issue in cloud computing. The key idea of this work is a public remote integrity check based on zero-knowledge proof. In this thesis, an innovative public remote integrity check scheme (PRIC) is proposed. No information of either the verified data or the homomorphic tags is leaked. In addition, the experiment result shows that PRIC is efficient, especially when the data size is large or the integrity check is frequent. The security of PRIC is proved in the random oracle model.\nThe last aspect of the work presented in this thesis is proof of multiparty ownership for encrypted data in the cloud. There are many applications of ownership sharing by different users and the design of the proof protocols of joint ownership is a challenging issue. Meanwhile, the design of proof-of-ownership mechanisms for encrypted data is even more difficult. This is because encryption of the same file by different users with random keys results in different ciphertexts, and the cloud server cannot store the same hash root value for ownership verification. In this thesis, a proof of multiparty ownership solution (PMOW) with encrypted data is proposed. Every user can prove that he/she holds the plaintext of the encrypted file when the server stores one ciphertext only. In addition, a PMOW system is constructed. The security of PMOW is proved in the ideal cipher model.\nThe major contribution of this thesis is innovative and improved approaches to secure data in cloud computing. Using these approaches developed, a trustworthy cloud environment can be achieved.

Business Model for Local Distribution Companies to Promote Renewable Energy

Decentralized or distributed small renewable power facilities are usually installed in local communities for households and small business companies. These facilities include solar PV, concentrated solar power, and wind power, etc. In order to promote installations of such facilities, governments in many countries have developed a number of policies and business models. For example, in Germany and Canada, electricity feed-in tariff policy and business model were developed; in the USA, tax rebate policies and relevant business models were promoted. These policies and models have in some but not in large scale promoted decentralized small renewable power in local communities. The key issue is that these policies and business models do not provide sufficient incentives to local distribution companies (LDC), nor to renewable power installers and users. This paper’s research covers the creation of a business and communication model, named as LDC model, to incentivize both renewable power installers/users and LDCs. This LDC model can play a key role in promoting decentralized small-scale generation (DSG) with renewable energy in local communities. The core element of the LDC model is a revenue model which serves as an instrument to finance renewable installations for households and small commercial businesses. A case study is undertaken with real data of a power distribution company in Toronto, Canada. This paper concludes that with appropriate government policy and with the development of customized information systems for accessing households and small business via internet, an LDC will be able to take leadership in investing and installing small renewable power, and consequently enlarge the share of renewable energy supply in its local power distribution network.

Ending the pandemic: reducing new HIV infections to zero

In 2010, the fourth decade of the HIV pandemic arrived during a time of unprecedented success in HIV prevention. Globally, UNAIDS estimated that new HIV infections fell by 33% between 2001 and 2011; new infections among adults and adolescents fell by 50% or more in 26 countries (more than half of these countries were in sub-Saharan Africa), and new infections among children worldwide dropped by 52% [1,2]. The declines in new HIV infections are particularly evident in countries with sustained and more strategic investments, which take into account the specifics of local epidemics, increased political leadership and community engagement in response to the HIV epidemic, and scale up of HIV prevention and treatment programmes [2]. The rapidly growing delivery of antiretrovirals to women and infant feeding–based prevention programmes has resulted in a sharp decline in new HIV diagnoses among children. The encouraging declines in HIV infections can also be attributed to the improved effectiveness of combination antiretroviral treatment (cART), an expanded range of improved medications, the declining prices that make cART more accessible to people in low-income countries, growing coverage with HIV testing, and improved access to prevention and treatment services (particularly for women and young people in low-income countries). Global investment in the AIDS response jumped from US$3.8 billion in 2002 to US$18.9 billion in 2012. The new decade also saw a revolution in HIV prevention with ground-breaking scientific advances in HIV biomedical prevention, and specifically, proof that microbicides containing an antiretroviral agent can reduce sexual transmission of HIV to women by 39% [3], that earlier start of treatment by HIV-positive people (treatment as prevention or TasP) can reduce the risk of onward transmission by as much as 96% [4], and that consistent, correct use of a daily antiretroviral tablet by men who have sex with men (MSM) can achieve substantial reductions in HIV infections (pre-exposure prophylaxis or PrEP) [5]. In response to the excitement and optimism surrounding the preventative effects of antiretroviral medications, the UN member states considered and unanimously approved the new Political Declaration on HIV/AIDS at a special session of the General Assembly in New York in 2011 [6]. At the core of the 2011 UN Political Declaration are ambitious new HIV prevention targets calling on governments to commit to reducing sexual transmission of HIV by 50%, reducing HIV transmission though injecting drug use by 50% and eliminating mother-to-child transmission of HIV by 2015. These targets are aimed at reinvigorating the commitment towards achieving the Millennium Development Goal #6 to combat HIV/AIDS [7]. In the past two years, research on HIV biomedical prevention has focused on adapting the new prevention strategies to the context of local HIV epidemics [8]. There have been equal measures of optimism and pessimism expressed about the ability of new prevention strategies to halt the HIV pandemic. Based on the evidence that starting treatment earlier can increase health benefits and extend life for people with HIV [9,10], many clinicians are already recommending early treatment for both medical and TasP purposes. Regarding PrEP, the widespread reaction is caution in recommending this strategy. Such reluctance is based on concerns about the common adherence issues in the studies of PrEP [11], the obvious relationship between level of adherence to daily medication schedule and its preventative effect [12] and side effects and drug-resistant HIV [13], among others. Despite little evidence that PrEP use can affect behaviour, many concerns have been voiced about the future of safe sex practices, particularly condom use among MSM, if new biomedical prevention strategies are introduced. More research is needed to investigate this issue using appropriate study designs. In its current form, daily PrEP may benefit only a small number of people with very high and ongoing risk for HIV infection, and other PrEP regimens must be explored. The overarching concern about new prevention strategies, particularly PrEP, is that the cost and burden of providing them are currently unacceptable for most, even high-income, countries. As a result, there have been calls for more evidence and a very slow progress in implementing these two new exciting HIV prevention developments. Regarding PrEP, only two countries to date have prescription guidelines for people at high risk of HIV infection [14,15]. We now have the knowledge and new tools to revolutionize HIV prevention, and we have the bold new Political Declaration with ambitious targets. It must be acknowledged that the task of bringing HIV infections down to zero seems daunting from where we stand now in late 2013. Despite the global success in lowering the HIV infection rates by 33% [1], sub-Saharan Africa has seen only a 25% decline [16]. Some regions have seen increases (8% in Eastern Europe and central Asia [17], 19% in East Asia [18] and 37% in the Middle East and North Africa [19]). This lack of progress has been associated with insufficient resources, inadequate coverage of women with antiretroviral treatment and HIV testing programmes not reaching the population groups at high risk for HIV infection. While sexual behaviour has changed to become safer in some countries and populations, sexual risk taking has increased in other settings. This is the case in most high-income countries in North America, western and central Europe and Australasia, where MSM are central to local HIV epidemics. In these countries, both high-risk sexual practices among MSM and HIV infections have been on the rise [20,21]. Condom use has increased in some countries, but declined in others. Proven effective interventions (e.g., prevention of mother-to-child transmission (PMTCT) and needle- and syringe-exchange programmes) have not achieved sufficiently high coverage in many countries [1]. Although trends in risky sexual practices have been linked to the trends in HIV incidence [22] and population-level behaviour change to the reduction in HIV prevalence, there are still challenges in linking behaviour-change programmes to specific HIV outcomes on the population level [2]. While new expectations have been raised about the role of antiretrovirals for HIV prevention, mixed progress was observed in access to cART, and only 61% of people eligible for treatment under the 2010 WHO guidelines received it (this is as little as 34% under the 2013 WHO guidelines). The Political Declaration has for the first time named and acknowledged the importance of such population groups as MSM, people who inject drugs and sex workers for HIV prevention, but in many settings, stigma and access to treatment and prevention services for these groups are still important challenges. Many low- and middle-income countries have stepped up their local investments in HIV prevention [2], but, regrettably, the lack of resources has remained a major issue: only US$18.9 billion was available from all sources for the AIDS response in 2012, and this was estimated to be 16–26% short of annual need [1]. It is at this time of some successes in HIV prevention and challenges in how to optimize the available resources and tools that the aspirational Political Declaration of commitment to fight the pandemic is necessary. This year's International AIDS Day marks the midpoint towards the deadline set by the Political Declaration in 2011. It is an opportunity for governments and each of us to revisit and reinvigorate the universal commitment to bring HIV infections to zero. Like never before, we have good cause to expect the next generation to be AIDS-free and new HIV infections to move towards zero. In the face of the 75 million people who have suffered from HIV/AIDS and the many more affected, the international community should keep the promise and bring this HIV pandemic to an end. Cryptographic Credentials with Privacy-preserving Biometric Bindings

Cryptographic credentials allow user authorizations to be granted and verified. and have such applications as e-Passports, e-Commerce, and electronic cash. This thesis proposes a privacy protecting approach of binding biometrically derived keys to cryptographic credentials to prevent unauthorized lending. Our approach builds on the 2011 work of Adams, offering additional benefits of privacy protection of biometric information, generality on biometric modalities, and performance. Our protocol integrates into Brands’ Digital Credential scheme, and the Anonymous Credentials scheme of Camenisch and Lysyanskaya. We describe a detailed integration with the Digital Credential Scheme and sketch the integration into the Anonymous Credentials scheme. Security proofs for non-transferability, correctness of ownership, and unlinkability are provided for the protocol’s instantiation into Digital Credentials. Our approach uses specialized biometric devices in both the issue and show protocols. These devices are configured with our proposed primitive, the fuzzy ex-tractor indistinguishability adaptor which uses a traditional fuzzy extractor to create and regenerate cryptographic keys from biometric data and IND-CCA2 secure en-cryption protect the generated public data against multiplicity attacks. Pedersen commitments are used to hold the key at issue and show time, and A zero-knowledge proof of knowledge is used to ensure correspondence of key created at issue-time and regenerated at show-time. The above is done in a manner which preserves biometric privacy, as and delivers non-transferability of digital credentials. The biometric itself is not stored or divulged to any of the parties involved in the protocol. Privacy protection in multiple enrollments scenarios is achieved by the fuzzy extractor indistinguishability adapter. The zero knowledge proof of knowledge is used in the showing protocol to prove knowledge of values without divulging them.

Double-Spending Fast Payments in Bitcoin due to Client versions 0.8.1

In this article, we discuss a possible exploit in Bitcoin that arises from the simultaneous adoption of client versions 0.8.1 and 0.8.2 (or 0.8.3) in the network. In version 0.8.2, Bitcoin clients no longer accept transactions with non-strict signature encoding. As we show, this incompatibility with prior client versions can potentially lead to a double-spending attack in a fast payment setting in Bitcoin. The attack can only work when merchants operate on any client version prior to 0.8.2. Our aim is therefore to raise the awareness of merchants to adopt version 0.8.2 (or 0.8.3) if they are willing to accept fast payments [1].
