Governance of Village Owned Enterprise from The Perspective of Reinventing Government

Act No Year 2014 on Village Government contains regulations concerning village decentralization to carry out villages development in accordance with their respective potential. Based on these regulations, each village has a big role in achieving village development goals. Therefore the establishment of BUM Desa is the right way to build a tradition of democracy in the village to achieve a higher economic degree of rural communities in achieving prosperity for the village community. The main idea in this thesis is how the public sector, especially the BUM Desa of the Tirta Mandiri, Ponggok Village, run its institutions more competitively, effectively and efficiently through the ten principles of Reinventing Government. This thesis uses an exploratory qualitative approach. Provided by several informants, including the Finance Chief, Secretary and Person in charge of BUM Tirta Mandiri Village and the Ponggok Village Community. Data collection techniques conducted by the researcher are interviews, observation and literature review. Data analysis method used is a descriptive method. The collected data is then analyzed using the interactive analysis method of Miles and Huberman which consists of four stages. Based on the results of this thesis, it was found that the 10 principles initiated by Osborne and Gaebler underlie the success in the management of BUM Desa Tirta Mandiri in Ponggok Village, Klaten, Central Java

Model Pengelolaan Sampah di Kelompok Paguyuban Peduli Sampah Kalibeber Wonosobo

This article discusses two important studies. First, the way the Kalibeber Wonosobo community handles waste. Second, the model of waste management in the Kalibeber Wonosobo group. This research uses a Participatory Action Research approach. This approach involves the Kalibeber community as an object and subject as well as to deal with waste. The results of this study show two important scopes. First, the Kalibeber Wonosobo community has an initiative to deal with waste. The initiative emerged because the community felt the environment was dirty, the river water flow was obstructed, and many sufferers of itching. Second, the waste management model uses decentralization. Waste management is carried out in each sub-area to be able to reuse waste (recycling). This discourse is different from other studies. The most prominent differentiating side is the active role of the community by being able to separate organic and inorganic waste. The community operates independently with a voluntary financing mechanism.Artikel ini membahas dua kajian penting. Pertama, cara masyarakat Kalibeber Wonosobo menangani sampah. Kedua, model pengelolaan sampah kelompok paguyuban peduli sampah Kalibeber Wonosobo. Penelitian ini menggunakan pendekatan Participatory Action Research. Pendekatan ini melibatkan masyarakat kalibeber sebagai obyek dan subyek sekaligus untuk menangani sampah. Hasil penelitian ini menunjukan dua cakupan penting. Pertama, masyarakat Kalibeber Wonosobo memiliki inisiatif untuk menangani sampah. Inisiatif muncul karena masyarakat merasakan lingkungan kotor, aliran air sungai terhambat, dan banyak penderita penyakit gatal-gatal. Kedua, model pengelolaan sampah menggunakan desentralisasi. Pengelolahan sampah ini dilakukan pada setiap sub area untuk bisa memanfaatkan kembali sampah (daur ulang). Diskursus ini berbeda dengan kajian lain. Sisi pembeda yang paling menonjol, antara lain peran masyarakat yang aktif dengan mampu memisahkan sampah organik dan anorganik. Masyarakat bergerak mandiri dengan mekanisme pembiayaan secara sukarela.

Enhancement of Signature Schemes for Heightening Security in Blockchain

Blockchain has become one of the most pioneeringtechnologies, with the rise of Bitcoin, blockchain which is the core technology of Bitcoin has received increasing attention. There are multiple signature scheme based on digital signature schemes that supports making signatures on many different messages generated by many different users, the size of the signature could be shortened by compressing multiple signatures into a single signature. Based on the blockchain architecture and existing Merkle tree based signature schemes, In this paper, an analysis of how to enhance the signature schemes to secure the transactions on blockchain based on extensible post-quantum (PQ) resistant digital signature scheme best suited to blockchain and distributed ledger technologies is proposed.

CRYPTOCURRENCY: INTERPRETATION, ORGANIZATIONAL ASPECTS OF STATE REGULATION AND ACCOUNTING

У сучасному суспільстві гостро зростає потреба коштів, які можуть бути засобом платежу в різних електронних розрахункових системах, у віртуальних середовищах та мати вищій рівень захисту ніж паперові кошти. Впродовж останніх років значно зросла ринкова капіталізація криптовалют. Криптовалюта має свої переваги та недоліки порівняно з фізичними та електронними грошима. Все це робить її абсолютно новим активом, новою економічною категорією. Ідея запровадження криптовалюти полягає у створенні валюти, яка не контролюється державою, вільно поширюється, не знецінюється та операції з нею є прозорими. Метою наукової статті є аналіз інтерпретації економічної категорії "криптовалюта" для ідентифікації її аксіологічних характеристик, використання яких створить конститутивний базис для виокремлення ключових аспектів державного регулювання та облікового узагальнення. Важливою складовою імплементації досліджуваного сегменту в економіку держави є ідентифікація функцій, які повинні бути покладені на її органи. В ході дослідження ідентифіковано: різні підходи, визначення економічної категорії "криптовалюта"; рейтинг криптовалют по капіталізації; перелік операцій з криптовалютами; переваги та недоліки функціонування ринку криптовалют; функції державних органів у регулюванні операцій з криптовалютами; підходи щодо відображення цього виду активів у бухгалтерському обліку. Криптовалюта, за сучасних умов господарювання, набуває значення одного з найвагоміших активів як для фізичних, юридичних осіб, так і відповідніх державних органів. Проведені дослідження роблять наголос на тому, що використання криптовалют у фінансовому обороті має сталу тенденцію до зростання в майбутньому. Реалізація Концепції державного регулювання операцій з криптовалютами створить умови для початку функціонування ринку віртуальних активів у відповідності до чинного законодавства України з врахуванням балансу інтересів суб'єктів, що здійснюють операції з віртуальними активами, та держави, яка отримає додаткові надходження податків від цього сегменту господарських операцій.

Smart City Ecosystem Using Blockchain Technology

With cities' continued growth and development, the implementation of incorporated, compatible, secure online services may improve the level of life for urban residents. Governmental organizations are aware of how digital currencies might be used to solve social challenges.. The concept of block-chain, initially associated with the digital currency bitcoin, offers a novel approach to the organization of smart-cities and a more transparent economic framework for the management of resources. The present research endeavors to examine the prospective advantages of utilizing block-chain-based services to facilitate the expansion of smart cities. Additionally, a Smart-city ecosystem model is suggested, which is founded on smart contracts established between firms, inhabitants, and government agencies. Additionally, it provides a synopsis of the potential application domains of the technology. The results of this study could potentially facilitate the implementation of blockchain technology as a means of facilitating interactions and transactions within the public sector at a regional level.

E-Voting: Blockchain Based Voting For Secure Vote Casting

blockchain is decentralized immutable ledger technology maintaining integrity. So to conduct tamperproof election it’s one of the approach towards it. Smart contracts are Self executed code that is written on Ethereum platform in blockchain. An E-voting system should be completely secure and does not allow voting twice that is double spending in blockchain. So it should be completely transparent. In research work electronic voting application is implemented and tested using smart contract on Ethereum platform with the help of metamask wallet. The results of ballots and votes will be stored on Ethereum blockchain with the help of consensus algorithm proof of stake. This consensus is used in validating a transaction with concept of majority approval. Current electronic voting system requires a centralized authority to control the procedure from ballot input to result output and for monitoring of election. While blockchain technology provide decentralized system which is open across connected nodes. Blockchain assets provide increased level of system security from hacking and fraud. Every transaction in blockchain is time-stamped and signed digitally with the help of cryptographic algorithms, and it assigns unique hash value to every block so it can be trace easily. Blockchain technology is one of solutions because it embraces a decentralized system and the entire databases are owned by many users. The blockchain technology also has much vulnerability due to which many attacks like 51% attack, Double Spending attack, DDOS attack, Sybil attack, Eclipse attack and Routing attack can be performed on it.

An Efficient Technique for Managing user Information using Ethereum Network

Due to enormous increase in development of technology maintenance of user’s information has become major concern. However, user’s information has been effectively maintained by the third parties but the problems with the current system are cost has been increased for maintaining information, lack of transparency and fairness, overuse of power and nature of opaqueness in the current system. So distributed system/ledger i.e., Blockchain came into existence to solve the problems encountered with the current system. The advantages of the proposed distributed system are cost is negligible by eliminating the need of third parties, effectively enhancing the execution speed of transactions and facilitating its reconciliation, maintaining transparency thereby ensuring integrity of user’s information. In this paper, we introduce Ethereum based blockchain network for maintaining user’s information through smart contracts. Experimental results shows that how effectively user’s information has been maintained through blockchain based networks.

Cryptocurrency market is developing fast during the past few years. Cryptocurrency now is available as a form of payment for retail goods, as an instrument for a wholesale international transaction a mean of exchange for whatever goods and is available through ATM's. Moreover, it is developing as a possibility for fundraising a) as a private debt b) as seed capital. Companies like Facebook are discussing launching own cryptocurrency. Bank UBS is developing its blockchain based virtual currency as well. However, scientist agrees that cryptocurrency has an important impact to national security. It became a relevant instrument for illegal good transactions, a mean of exchange in the darknet and an instrument for money laundering or infrastructure for new kind of money-laundering practices (for example-"Smurfing" phenomena (EU Observer, 2019)) European Union is launching AML and KYC procedures for the cryptocurrency market. Would it be efficient? Why are we implementing KYC and AML procedures for cryptocurrency? Is it able to minimize risks?

Data Query Mechanism Based on Hash Computing Power of Blockchain in Internet of Things

In the IoT (Internet of Things) environment, smart homes, smart grids, and telematics constantly generate data with complex attributes. These data have low heterogeneity and poor interoperability, which brings difficulties to data management and value mining. The promising combination of blockchain and the Internet of things as BCoT (blockchain of things) can solve these problems. This paper introduces an innovative method DCOMB (dual combination Bloom filter) to firstly convert the computational power of bitcoin mining into the computational power of query. Furthermore, this article uses the DCOMB method to build blockchain-based IoT data query model. DCOMB can implement queries only through mining hash calculation. This model combines the data stream of the IoT with the timestamp of the blockchain, improving the interoperability of data and the versatility of the IoT database system. The experiment results show that the random reading performance of DCOMB query is higher than that of COMB (combination Bloom filter), and the error rate of DCOMB is lower. Meanwhile, both DCOMB and COMB query performance are better than MySQL (My Structured Query Language).

A Review of Blockchain-Based Systems in Transportation

This paper presents a literature review about the application of blockchain-based systems in transportation. The main aim was to identify, through the implementation of a multi-step methodology: current research-trends, main gaps in the literature, and possible future challenges. First, a bibliometric analysis was carried out to obtain a broad overview of the topic of interest. Subsequently, the most influential contributions were analysed in depth, with reference to the following two areas: supply chain and logistics; road traffic management and smart cities. The most important result is that the blockchain technology is still in an early stage, but appears extremely promising, given its possible applications within multiple fields, such as food track and trace, regulatory compliance, smart vehicles’ security, and supply-demand matching. Much effort is still necessary for reaching the maturation stage because several models have been theorized in recent years, but very few have been implemented within real contexts. Moreover, the link blockchain-sustainability was explored, showing that this technology could be the trigger for limiting food waste, reducing exhaust gas emissions, favouring correct urban development, and, in general, improving quality of life.

Gold and Bitcoin Hedging against 10 Exchange Returns

Purpose - The purpose of this study was to examine gold and bitcoin hedging against 10 exchange returns. Design/Methodology/Approach - This study collected financial data on exchange, gold, and bitcoin from FRB, St. Louis. A multiple Vector-BEKK regression analysis was used to analyze the data. Findings - First, strong negative effects from exchange markets onto gold were found to exist in the EU, Switzerland, Australia, Brazil, Canada, Japan, and Korea, while there were weak effects in the UK. Bitcoin shows the weak hedging against all markets. Second, the paper also revealed that in EU, the cross-shock term significantly decreased gold volatility, but not bitcoin volatility, while in Japan it decreased bitcoin volatility. The significantly negative asymmetries in gold, but insignificant asymmetries in bitcoin, were found in most exchange markets. Exchange market volatility increases gold volatility in Japan while it decreased in the Indian and Korean markets. Cross-terms among three variables with bi-directional causality are valuable. Research Implications or Originality - The study of the hedging of gold and bitcoin against various exchanges together shows that bi-variate models are useful to reconfirm the strong hedging of gold. Bitcoin, if well prepared to be immune to its deficiencies, might be very carefully used, but not at a magnitude equal to gold as a hedge against exchange. The results may enhance strategic risk management.

Features of functioning of territorial communities and formation of their material and financial support

Introduction. Transformation processes in Ukraine dictate the need to formulate such a concept of state financial policy, which would be the beginning of economic growth. This primarily leads to the creation at the territorial level of strong economic and financial systems that can independently solve local socio-economic problems. It is necessary to determine the role of material and financial support in the life of local self-government, the boundaries of a harmonious combination of economic feasibility of the existence of territorial communities with the main goal of the existence of local self-government in general - to meet the basic vital needs of citizens at the place of residence. The purpose of the paper is to study and analyze the material and financial provision of local communities during decentralization. Results. The analysis of the essence of the concept of "material and financial basis of local self-government" suggests that it is quite multifaceted. In some cases, it focuses on its economic essence, in others it is legal. Although the link and the significance of both spheres are evident. This is also explained by the dual nature of property and finance, namely, economic and legal. Principles of the formation of the material and financial basis of local self-government are the initial principles, ideas and principles, which are the basis of the organization and activity of the territorial communities, the population, representative bodies which they are formed, local executive bodies, caused primarily by the essence of local self-government those involved in the management of local material and financial resources. On the one hand, the material and financial basis is divided into two parts: material and financial. On the other hand, the components of the material and financial basis of local self-government are: first, communal or municipal property (in Ukraine, the communal property is recognized and regulated by law); and secondly, revenues (revenues) of local budgets and other funds; and thirdly, another property that is designed and used to meet the local needs of the population. Conclusion. Considering that the right to education, medical care guaranteed, guaranteed by the constitution, etc. should be ensured, and in order to prevent a biased distribution of financial resources in budget calculations, it is necessary to organize work on the calculation and consolidation at the legislative level of normative indicators of financial support of existing state social standards.

Exploiting Blockchains to improve Data Upload and Storage in the Cloud

Cloud computing is an information technology that enables different users to access a shared pool of configurable system resources and different services without physically acquiring them. Most industries nowadays such as banking, healthcare and education are migrating to the cloud due to its efficiency of services especially when it comes to data security and integrity. Cloud platforms encounter numerous challenges such as Data deduplication, Data Transmission, Data Integrity, VM Security, Data Availability, Bandwidth usage… etc. In this paper we have adopted the Blockchain technology - which is a relatively new technology - that emerged for the first time as the cryptocurrency Bitcoin and proved its efficiency in securing data and assuring data integrity. It is mostly a distributed public ledger that holds transactions data in case of Bitcoin. In our work blockchains are adopted in a different way than its regular use in bitcoin. Three of the major challenges in Cloud Computing and Cloud services are Data Deduplication, Storage and Bandwidth usage are discussed in this paper.

GUARDIAN: Blockchain-Based Secure Demand Response Management in Smart Grid System

Smart grid (SG) is an emerging technology which provides many services to the end users and utilities, such as load management, frequency regulation, and grid stability. Although many solutions exist to provide these services in a secure manner, but these solutions are not adequate keeping in view of the heavy cryptographic primitives execution on these devices. Hence, in this article, GUARDIAN, a blockchain-based secure demand response management scheme is presented so as to take energy trading decisions securely for managing the overall load of residential, commercial, and industrial sectors. In GUARDIAN, the miner nodes, which are block verifiers, are selected using their power consumption and processing power. These nodes are responsible for authenticating the energy transactions in SG. The energy transaction is initialized by an end user which creates the block of transaction to trade the energy. The miner nodes then validate these blocks and adds these in the blockchain. The successful energy trade occurs only for the blocks which are in the blockchain. The proposed scheme is lightweight in terms of communication and computation costs. Moreover, the results obtained demonstrate the effectiveness of proposed scheme for secure demand response management in the SG.

Secure Authentication and Key Management With Blockchain in VANETs

Nowadays, with rapid advancements of vehicular telematics and communication techniques, proliferation of vehicular ad hoc networks (VANETs) have been witnessed, which facilitates the construction of promising intelligent transportation system (ITS). Due to inherent wireless communicating features in open environment, secure transmission among numerous VANET entities remains crucial issues. Currently, lots of research efforts have been made, while most of which tend to allocate the universal group key to the verified devices for both vehicle-to-vehicle (V2V) and vehicle-to-RSU (V2R) communications. However, in heterogeneous VANET environment with large numbers of devices in same vehicular group, complicated and variable topologies lead to continuous key updating in every moment, causing interference to regular V2R data exchange, which is not reliable and efficient for resource-constrained VANET environment. Moreover, group membership recording and detecting mechanisms are necessary for real time vehicle revocation and participation, which has not been further studied so far. In this paper, we address the above issues by proposing a secure authentication and key management scheme. In our design, novel VANET system model with edge computing infrastructure is adopted so as to offer adequate computing and storing capacity compared to traditional VANET structure. Note that our certificateless authentication scheme applies the independent session key for each vehicle for interference avoidance. Furthermore, consortium blockchain is employed for V2V group key construction. Real time group membership arrangement with efficient group key updating is accordingly provided. Formal security proofs are presented, demonstrating that the proposed scheme can achieve desired security properties. Performance analysis is conducted as well, proving that the proposed scheme is efficient compared with the state-of-the-arts.

Characterizing and Detecting Money Laundering Activities on the Bitcoin Network

Bitcoin is by far the most popular crypto-currency solution enabling peer-to-peer payments. Despite some studies highlighting the network does not provide full anonymity, it is still being heavily used for a wide variety of dubious financial activities such as money laundering, ponzi schemes, and ransom-ware payments. In this paper, we explore the landscape of potential money laundering activities occurring across the Bitcoin network. Using data collected over three years, we create transaction graphs and provide an in-depth analysis on various graph characteristics to differentiate money laundering transactions from regular transactions. We found that the main difference between laundering and regular transactions lies in their output values and neighbourhood information. Then, we propose and evaluate a set of classifiers based on four types of graph features: immediate neighbours, curated features, deepwalk embeddings, and node2vec embeddings to classify money laundering and regular transactions. Results show that the node2vec-based classifier outperforms other classifiers in binary classification reaching an average accuracy of 92.29% and an F1-measure of 0.93 and high robustness over a 2.5-year time span. Finally, we demonstrate how effective our classifiers are in discovering unknown laundering services. The classifier performance dropped compared to binary classification, however, the prediction can be improved with simple ensemble techniques for some services.

GASOL: Gas Analysis and Optimization for Ethereum Smart Contracts

We present the main concepts, components, and usage of GASOL, a Gas AnalysiS and Optimization tooL for Ethereum smart contracts. GASOL offers a wide variety of cost models that allow inferring the gas consumption associated to selected types of EVM instructions and/or inferring the number of times that such types of bytecode instructions are executed. Among others, we have cost models to measure only storage opcodes, to measure a selected family of gas-consumption opcodes following the Ethereum's classification, to estimate the cost of a selected program line, etc. After choosing the desired cost model and the function of interest, GASOL returns to the user an upper bound of the cost for this function. As the gas consumption is often dominated by the instructions that access the storage, GASOL uses the gas analysis to detect under-optimized storage patterns, and includes an (optional) automatic optimization of the selected function. Our tool can be used within an Eclipse plugin for Solidity which displays the gas and instructions bounds and, when applicable, the gas-optimized Solidity function.

Proof of Federated Learning: A Novel Energy-recycling Consensus Algorithm

Proof of work (PoW), the most popular consensus mechanism for Blockchain, requires ridiculously large amounts of energy but without any useful outcome beyond determining accounting rights among miners. To tackle the drawback of PoW, we propose a novel energy-recycling consensus algorithm, namely proof of federated learning (PoFL), where the energy originally wasted to solve difficult but meaningless puzzles in PoW is reinvested to federated learning. Federated learning and pooled-ming, a trend of PoW, have a natural fit in terms of organization structure. However, the separation between the data usufruct and ownership in Blockchain lead to data privacy leakage in model training and verification, deviating from the original intention of federal learning. To address the challenge, a reverse game-based data trading mechanism and a privacy-preserving model verification mechanism are proposed. The former can guard against training data leakage while the latter verifies the accuracy of a trained model with privacy preservation of the task requester's test data as well as the pool's submitted model. To the best of our knowledge, our paper is the first work to employ federal learning as the proof of work for Blockchain. Extensive simulations based on synthetic and real-world data demonstrate the effectiveness and efficiency of our proposed mechanisms.

The Influence of Local Revenue and Equalization Fund on Economic Growth in East Nusa Tenggara Province

Fiscal decentralization is a policy made by the government to reduce fiscal dependence on the central government and create financial independence in the region. The independence of regional finance itself can be reflected through the high percentage of PAD revenue to total regional revenues. Where the existence of regional financial independence is expected to help implement regional development that can affect economic growth in the region. The purpose of this study was to determine the relationship of the level of regional financial independence to economic growth of districts/cities in East Nusa Tenggara Province in 2012-2017. The results of study uses secondary data analysis tools to approach the data panel Fixed Effect Model (FEM). The results of this study indicate that the local revenue had significant positive effect on economic growth, equalization funds had no significant positive effect on economic growth.

Cryptocurrencies: Legal and Shadow-Criminal Aspects of Turnover

The authors enumerate and analyze key challenges that global financial and legal systems face in connection with the introduction of cryptocurrency. They present definitions of cryptocurrency used in international and Russian practice. The authors also study the court practice on crimes involving the use of bitcoins and examine the approaches to determining the legal status of cryptocurrency in foreign countries and in the Russian Federation. It is stated that at present the international regulatory practice lacks a common universal document that would regulate the use of digital (electronic) currencies. At the same time, a considerable number of foreign countries have already worked out their attitudes to virtual currency — ranging from the absolute prohibition of all operations to stimulating mining and payments in cryptocurrencies. The authors identify five key approaches to regulating the market of cryptocurrencies in international practice. They outline multiple risks connected with the partial substitution of official means of payment by cryptocurrencies. It is stated that in our country cryptocurrencies and operations involving them are now beyond the scope of law because cryptocurrencies are not recognized as an object of legal protection. However, a number of draft laws that regulate the issue and turnover of «virtual assets» are to be adopted in the near future. The authors identify key prerequisites for the use of effective regulatory approaches to operations with cryptocurrencies and the directions for the creation of a normative legal base for such operations in the Russian Federation. It is important to take measures and prevent the use of cryptocurrencies for the financing of criminal activities and terrorism. The authors use the analysis of the normative legal basis of the Russian Federation, existing theories and their own considerations to recommend an introduction of a favorable regime of cryptocurrency market regulation by implementing the best international practices whose essence (in general terms) is reflected in the clauses of this article.

An Uncertainty- and Collusion-Proof Voting Consensus Mechanism in Blockchain

Though voting-based consensus algorithms in blockchain outperform proof-based ones in energy- and transaction-efficiency, they are prone to incur wrong elections and bribery elections. The former originates from the uncertainties of candidates’ capability and availability, and the latter comes from the egoism of voters and candidates. Hence, in this paper, we propose an uncertainty- and collusion-proof voting consensus mechanism, including the selection pressure-based voting algorithm and the trustworthiness evaluation algorithm. The first algorithm can decrease the side effects of candidates’ uncertainties, lowering wrong elections while trading off the balance between efficiency and fairness in voting miners. The second algorithm adopts an incentive-compatible scoring rule to evaluate the trustworthiness of voting, motivating voters to report true beliefs on candidates by making egoism consistent with altruism so as to avoid bribery elections. A salient feature of our work is theoretically analyzing the proposed voting consensus mechanism by the large deviation theory. Our analysis provides not only the voting failure rate of a candidate but also its decay speed. The voting failure rate measures the incompetence of any candidate from a personal perspective by voting, based on which the concepts of the effective selection valve and the effective expectation of merit are introduced to help the system designer determine the optimal voting standard and guide a candidate to behave in an optimal way for lowering the voting failure rate.
