Abstract
Institutional execution capacity is a determining factor for Decentralized Autonomous Governments to implement transformation policies, programs, and processes; however, limitations persist related to planning, internal coordination, human resources, budget availability, and organizational resistance. The objective of this study was to analyze the relationship between institutional execution capacity and change management in these entities. The methodology adopted a quantitative, descriptive-correlational, non-experimental, and documentary approach, based on scientific sources and institutional reports. Furthermore, a statistical simulation was developed with 180 synthetic records using exploratory factor analysis, KMO and Bartlett tests, reliability, discriminant validity, and PLS-SEM modeling with 5,000 bootstrap samples.
