Blockchain. Tendência Na Implementação De Um Governo Eletrônico (Blockchain. Trend to Implement an E-Government)

Abstract

Portuguese Abstract: Blockchain é uma tecnologia de registro distribuído que encontra na descentralização, criptografia e estrutura linear / temporal sua segurança e confiabilidade. Por isso, é pertinente considerá-la como uma arquitetura potencial a ser pensada na implementação de um governo eletrônico, uma vez que é capaz de assegurar a imutabilidade formal (o registro de data e hora que existe em cada bloco garante a ordem linear e cronológica entre eles) e material (já que o conteúdo também permanece inalterado pelo hash unidirecional, onde os computadores atuais ainda não podem decifrar através de experimentação, ou força bruta). Este estudo tenta explicar além da revolução histórica proposta pela Blockchain, passando pelo potencial de mudança do sistema burocrático da Administração Pública, e o principal desafio de qualquer inovação: a fundamentação ideológica para mudar a sociedade. Somente com base ideológica é possível que os sistemas de computadores atinjam o essencial para a implementação de um governo digital, que é a confiança dos cidadãos. Para provar o potencial disruptivo do Blockchain, vários exemplos são ilustrados em que esta tecnologia foi implementada. No entanto, entre os modelos, mostra a vanguarda na Estônia que foi capaz de implementar a KSI Blockchain, ao mesmo tempo em que se tornou o primeiro país a usá-la a nível nacional. A Estônia é provavelmente o único país onde 99% dos serviços públicos estão disponíveis on-line 24/7, um exemplo de Administração Pública digital. Para além de trazer paradigmas bem sucedidos de utilização do Blockchain do ponto de vista governamental, devemos compreender as Directrizes Europeias para verificar que Blockchain é compatível com as expectativas da perspectiva da União, como adequar esta nova tecnologia aos princípios do Plano de Acção 2020 para o Plano de Acção Europeu de eGovernment pela Comissão Europeia. English Abstract: Blockchain is a distributed ledger technology that finds in decentralization, cryptography and linear/temporal structure its security and reliability. So it´s pertinent think about it as a potential architecture that could be thought of in the implementation of an e-Government, since it is able to assure the formal immutability (the timestamp that exists in each block guarantees the linear and chronological order between them) and material (since the content also remains unchanged by the one-way hash, where current computers still cannot decipher through experimentation, or brute force). This paper tries to explain beyond the historical revolution proposed by Blockchain, going through the potential of changing the bureaucratic system of Public Administration, and the main challenge of any innovation: ideological fundamentalism to change the society. Only ideologically based is it possible for computer systems to reach the essential for the implementation of a digital government, which is the trust of citizens. To prove the disruptive potential of Blockchain, several examples are illustrated in which this technology was implemented. However, among the models, it shows the avant-garde in Estonia that was able to implement the KSI, while it has became the first country to use it at the national level. Estonia is probably the only country where 99% of public services are available online 24/7. In addition to bringing successful paradigms of Blockchain's using from a government perspective, we must understand the European Guidelines to verify that Blockchain is compatible with expectations of Union´s perspective, like fitting this new technology to the principals of 2020 Action Plan European eGovernment Action Plan by European Commission.
