On Equable Protection of Basic Rights

Abstract

The realization of basic rights need the government' protection,therefore public fund is needed too.However there are financial difficulties and financial crisis of many governments,which constitute the restrictive conditions for the protection of basic rights.Regional economy makes unbalanced development in China,and the overtaking-model strategy of economic development leads to the Matthew effect in public finance,which makes the problem of protection of basic rights equably become important subject of the protection of the basic rights,especially for the right of equality.The answering methods of China is to set up the mechanisms of controlling fiscal power,fiscal decentralization,and fiscal balance,so that the equalization in basic public service shall be advanced in nationwide scope at appropriate time.
