Papel de la administración pública en la relación público-privado

Abstract

Among the main transformations made by the Cuban Government in line with the improvement of the Economic and Social Model is the opening of the self-employed sector, as a form of decentralization of state activity and new employment options. This work reflects on the challenges that public administration must face in a public-private partnership in Cuba. The available documentation was reviewed and the aspects analyzed in the Public-Private Seminar in Cuba (July 2018) were considered. This analysis allowed to clarify important conceptualizations of the role of the public administration before the public-private partnership and the radical changes reflected in the decentralization, the stimuli to the financing of the local development, the development of the Port of Mariel and the tourism. Under these conditions, three actors are of great importance in the country: cooperatives, self-employed workers and companies, which can contribute significantly to the country's development objectives, where the Cuban public administration plays an essential role and it demands more and more its strengthening, preparation and modernization as an institution, to face the challenges and goals proposed. The association and / or private public relation is a reality and a necessity to promote a sustainable development in Cuba, where under the leadership of the public administration the strategic objectives of the medium and long term are met and the social welfare is raised.
