Staff and Management: All Hands on Deck
Abstract
As a self-financing organization, which did not expect project acquisition to increase in the near future, UNOPS had to keep its costs carefully in check. This could only be done with the full cooperation of all employees in the field, decentralized offices, and headquarters. As before, these employees would need to implement reforms in addition to their normal work. The proposed merger, the separation from UNDP, and the early stages of the reform process took attention away from improving staff-management relationships. As the reform progressed, the relationship between staff and management received more attention, in particular with regard to the self-financing principle.
