Культурная политика России: децентрализация или централизация?

Abstract

Successful cultural politics in Russia may be carried out on the basis of its management decentralization principle. Regional and municipal culture development is not possible without common national cultural aims and priorities. The state should play an essential role, however regional cultures should be given self-development possibilities. Culture management decentralization should not get reduced to the financing issues. Decentralization priority aim should be improvement in efficiency of both cultural organizations and governmental authorities of the federal and local levels.
