Multi-level Governance and Subnational Finance in Asia and the Pacific

Abstract

This ADB and OECD copublication analyzes subnational governments (SNGs) in Asia and the Pacific and assesses ways to bolster their financial resources and build capacity so they can more effectively support sustainable economic development. It looks at decentralization reforms in 26 countries, outlines the significant social and economic role of SNGs, and assesses their expenditures, fiscal frameworks, and debt levels. It considers how steps such as enhancing intergovernmental coordination and bolstering public financial management would help support effective multi-level governance and strengthen subnational finances.
