The Organic Diffusion from Rising Triangle to Harmonious Triangle——in View of"Two Overall Situation"Strategy and Great-nation's Rising

Abstract

From the three city groups of Peal Triangle,Yangze Triangle and Pan-Bosea to the organic diffusion of Pan-Pearl Triangle,Pan-Yangze Triangle and Large Bo-sea Encirlement,the thesis holds that it is on the basis oftwo overall situationstrategy and polarization and diffusion law and it is the way to realize the rising of China.The thesis also holds that the rising of the three city groups depends on the finance decentralization reform,so from therising triangleto theharmonious trianglestill breaks through from the finance reform which means to establish regional horizontal financial equilibrium system to achieve equal public service predicated on the improvement of efficiency.The thesis tries to settle the problem of measurement standard of financial capacity distribution among governments through the hypothesis and demonstration on standard person after getting rid of the unreal reason of the statistics of permanent residents.
