The methodical basis for the organization of a consortium of low-rise large-panel housing construction
Abstract
The housing problem in the Russian Federation is one of the strategic and priority directions of social and economic policy of the state. According to the housing commissioning figures for the last three years, it can be concluded that the housing problem in the Russian Federation can be solved by building low-rise houses using large-panel housing construction technology. In the current phase of development, low-rise large-panel housing construction cannot function in the mode of self-sustained autonomous existence. The segment in question is not primarily experiencing a shortage of funds, but a lack of strategic and managerial component, which is expressed in the absence of a mechanism of interaction between the participants of the investment and construction process. To reduce management decision-making uncertainty in the implementation of large-scale low-rise construction projects, the article proposes a model of a large-scale low-rise construction consortium, which acts as an integrated organizational and production structure that seeks to find a balance between centralization and decentralization of management. The consortium model unites construction enterprises, manufacturers of building materials, suppliers of material, labor, scientific and investment resources organized into the main technological chain of value-added to ensure technological development of large-scale low-rise construction. The analysis of the developed consortium model allowed us to determine the effectiveness of the proposed measures, which lies in the possibility of significantly reducing the cost of construction and installation work and, consequently, increasing the competitiveness and profitability of the final product, both for consumers and for the consortium members.
